AN ORDINANCE relating to zoning by enacting a
definition of community service
facilities and designating such
facilities as unclassified uses.
WHEREAS, the 3-R action plan adopted by the City Council
in January, 1982, pointed out the apparent inadeauacy of the Pasco
Zoning Ordinance with respect to social service facilities in
commercial areas; and
WHEREAS, the City Council, under Resolution No. 1484 1
directed the Planning Commission to review the Pasco Zoning Ordinance
provisions relating to the operation of social services, determine
whether or not any amendments to the Pasco Zoning Ordinance should
be considered and to forward their conclusion to the City Council;
and,
WHEREAS, the City Planning Commission conducted a series
of public hearings to study the present zoning ordinance and consider
public input in relation to alternative modifications to the Pasco
Zoning Ordinance relating to social services; and,
WHEREAS, City Planning Commission has recommended that
a term "community service facilities" be specifically defined and
designated as an unclassified use requiring a special permit in any
district; and
WHEREAS, the City Council, on receipt of the City
Planning Commission's recommendation, scheduled and conducted a
public hearing on June 21, 1982, at the conclusion of which the
council found the City Planning Commission's recommendation to be
necessary and appropriate for the governance of physical development
in the City of Pasco; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, AS FOLLOWS:
Section One. That a new Section 22 12.215 of the Pasco
Municipal Code be and the same hereby is enacted to read as follows:
PMC 22.12.215 COMMUNITY SERVICE FACILITIES. "Community
Service Facilities" includes, but is not limited to, daycare centers,
nursery schools, hospitals, sanitariums, churches, drug abuse and
alcoholic treatment centers, halfway houses, charitable organizations,
non-profit service groups, juvenile care and treatment centers,
governmental and quasi-governmental activities, and other similar
uses which provides social, health, and welfare services for citizens;
except any such use which limits the activity soley to organizational
or administrative office functions, whereby the actual community
service is provided elsewhere, shall be excluded from this definition.
Section Two. That Section 22.80 020 of the Pasco
Municipal Code be and the same hereby is amended to read as
follows:
PMC 22.80.020 UNCLASSIFIED USES The following uses
shall be considered unclassified.
(1) High schools, colleges, universities, vocational
schools, business colleges and other similar academic
or skills training facilities or institutions not
heretofore permitted within any district,
(2) Cemeteries, crematories, mausoleums, and other
places of burial or interment of remains;
(3) Hesptta+s7-santtar±dms-and-tnetttuttens-er-the
±nsane; Community service facilities, as defined in
Section 22.12.215;
(4) Correctional institutions, juvenile delinquency
homes and facilities, and other similar facilities
for incarceration or detainment,
(5) Airports, heliports, or any other landing or maneu-
vering space for aircraft, together with terminals
and other customary facilities accessory to the
unclassified use;
(6) Group homes as defined in Section 22.12.387;
(7) Group care facilities as defined in Section 22.12.385,
(8) Golf courses, pitch and putt courses, miniature golf
courses, and similar facilities for public, private
or membershio use,
(9) Monasteries, convents or other functionally similar
facilities;
(10) Mines, quarries and gravel pits,
(11) Land-fills, garbage dumps, and resource recovery
facilities,
(12) Off-site parking lots, except those required for a
residential use, provided such parking area is not
more than 500 feet from the building;
(13) Electrical substations and load transfer stations.

Section Three. This ordinance shall be effective upon
its passage and publication as required by law.
