AN ORDINANCE RELATING TO THE CITY WATER AND SEWER RATES,
FEES AND CHARGES BY AMENDING SECTION 13.20.020,
13.20.030, 13.20.050, 13.40.020, 13.40.030, 13.20.040,
AND 13.16.090 OF THE PASCO MUNICIPAL CODE AND BY
ENACTING SECTIONS 13.16.035, 13.22.010, 13.42.010,
13.42.020 AND 13.42.030 TO THE PASCO MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. That Section 13.20.020 of the Pasco Municipal
Code (Ord. 1850 §1, 1977) be and the same is hereby amended to read
as follows:
P.M.C. 13.20.020 SINGLE-FAMILY DWELLING UNIT - MINIMUM
RATE. The following shall be the minimum monthly amount
charged to single family unit accounts inside the corporate
limits of the City of Pasco for water service where such
service is furnished through a separate meter for each
individual dwelling unit. This minimum rate shall provide
for a maximum consumption of 500 cubic feet of water.

Section 2. That Section 13.20.030 of the Pasco Municipal
Code (Ord. 1850 §2, 1977) be and the same is hereby amended to read
as follows:
P.M.C. 13.20.030 MULTIPLE DWELLING UNIT, IRRIGATION AND
COMMERCIAL - MINIMUM MONTHLY RATE. The following shall
be the minimum monthly amount charged to multiple dwelling
units, irrigation and commercial accounts inside the
corporate limits of the City of Pasco for water service.
This minimum rate shall provide for a maximum consumption
of 500 feet of water.
3/4 inch meter $ 6.40
1 inch meter $ 9.25
1 1/2 inch meter $ 18.00
2 inch meter $ 27.85
3 inch meter $ 39.45
4 inch meter $ 56.85
6 inch meter $ 88.75

Section 3. That Section 13.20.050 of the Pasco Municipal
Code (Ord. 1850 §4, 1977) be and the same is hereby amended to read
as follows:
P.M.C. 13.20.050 MINIMUM MONTHLY RATE FOR ALL CLASSES OF
USERS OF WATER CONSUMED BEYOND THAT PROVIDED BY THE MINI-
MUM RATES. The monthly rate for all classes of users of
water consumed beyond that provided by the minimum rate
(500 cubic feet) shall be as follows:
First 500 cubic feet (0-500) minimum billing
Next 2,500 cubic feet (501-3000) $0.40 per 100 cubic feet
Next 3,000 cubic feet (3001-6000) $0.38 per 100 cubic feet
6001 and over cubic feet (6001 and up) $0.36 per 100
cubic feet
Section 4. That Section 13.16.035 of the Pasco Municipal
Code be and the same is hereby enacted to read as follows:
P.M.C. 13.16.035 ADVANCE BILLING
Each billing in addition to the charges for utility
services past consumed but for which no advance payment
has been made, shall assess two months minimum water
and two months minimum sewer charge for purposes of
advance payment. A two months advance utility billing
shall be paid at the time a new customer service account
is set up.
Section 5. That Section 13.40.020 of the Pasco Municipal
Code (Ord. 1850 §8, 1977) be and the same is hereby amended as follows:
P.M.C. 13.40.020 DWELLING UNIT MONTHLY RATE. The monthly
rate for each dwelling unit within the corporate limits
of the City of Pasco shall be $4.65 per month.
Section 6. That Section 13.40.030 of the Pasco Municipal
Code (Ord. 1850 0, 1977) be and the same is hereby amended to read
as follows:
P.M.C. 13.40.030 HOTEL AND MONTHLY RATE. The monthly
rate for hotels and motels within the corporate limits
of the City shall be $1.50 per unit per month.
Section 7. That Section 13.40.040 of the Pasco Municipal
Code (Ord. 1850 §10, 1977) be and the same is hereby amended to read
as follows:
P.M.C. 13.40.040 COMMERCIAL MONTHLY RATE. The monthly
sewer amounts charged to commercial accounts inside the
corporate limits of the City of Pasco shall be $4.65
minimum plus $0.20 per 100 cubic feet for all water used
over 1,000 cubic feet per month.
Section 8. That Section 13.16.090 of the Pasco Municipal
Code be and the same is hereby amended to read as follows:
P.M.C. MISCELLANEOUS CHARGES
(a) There shall be a charge of Fifteen Dollars ($15.00)
to initiate a customer service account. This charge shall
include having water service turned on through an existing
water service connection.
(b) There shall be a charge of Two and 50/100 Dollars
($2.50) or 1.5% per month on the unpaid balance, whichever
is greater, if a bill is not paid in full within thirty
days of the date of billing.
(c) In the event water service at the property was turned
off as a result of a failure to timely pay water-sewer
charges and the person requesting the turn-on of service
was responsible for payment of the charges or resided on
or used the property during the time those charges were
Incurred, there shall be a charge of Thirty Dollars ($30.00)
to turn the water on. If the person requests that the
water be turned on during non-regular working hours, there
shall be a charge of Fifty Dollars ($50.00).
Section 9. That Section 13.22.010 of the Pasco Municipal
Code be and the same is hereby enacted to read as follows:
P.M.C. 13.22.010 WATER SYSTEM CAPITAL EXPANSION/
REPLACEMENT CHARGES. At the time of application for the
installation of a customer service account within the
city limits, the following fees shall be paid to the
city in all cases where the installation of a service
line is required for the initiation of service or where
the customer line to be served has not been billed at
least the minimum applicable water service charge for
each of the preceeding twenty-four consecutive months:

Section 10. Section 13.42.010 of the Pasco Municipal
Code be and the same is hereby enacted to read as follows:
P.M.C. 13.42.010 SEWER SYSTEM CAPITAL EXPANSION/
REPLACEMENT CHARGES. At the time of application for the
connection to the public sewer inside the city limits
and all cases where a sewer service account inside the
city limits has not been billed at least the applicable
sewer service charge for each of the preceeding twenty-
four months, the following fees shall be paid to the City:
Dwelling Units $100.00 per unit
Hotel/Motel Units $ 40.00 per unit

Section 11. That Section 13.42.020 of the Pasco Municipal
Code be and the same is hereby to read as follows:
P.M.C. 13.42.020 SEWER SYSTEM CAPITAL EXPANSION/
REPLACEMENT SYSTEM FEE OUTSIDE THE CITY LIMITS. The fees
established by the preceeding section shall be applicable
to sewer service outside the city limits with the addition
of a fifty percent (50%) surcharge.
Section 12. That Section 13 42.030 of the Pasco Municipal
Code be and the same is hereby enacted to read as follows:
P.M.C. 13.42.030 ESTABLISHMENT OF A CAPITAL EXPANSION/
REPLACEMENT SYSTEM FEE FUND. All monies received resultant
from the requirement of Pasco Municipal Code Section
13.42.010 and 13.42.020 shall be deposited in and accounted
for within a distinct and identifiable account within the
water/sewer utility fund.
Section 13. SEVERABILITY CLAUSE. If any Section,
subsection sentence, clause or phase of this Ordinance which is for

any reason held to 8e invalid, such decision shall not effect the
validity of the remainimg portions of this Ordinance.
Section 14. This Ordinance shall be published as required
by law and shall be effective five (5) days after passage and pub-
lication,_and all rate changes adopted herein shall be applied to
all billings on or after January 1, 1982

(b) There shall be a
charge of Two and 50/100
Dollars ($2 50) or 1 5% per
month on the unpaid bal
ance, whichever is greater,
if a bill is not paid in full
within thirty days of the
dote of billing
(c) In the event water
service at the property was
turned off as a result of a
failure to timely pay water
sewer charges and the per
son requesting the turn-on
of service was responsible
for payment of the charges
or resided on or used the
property during the time
those charges were In-
curred, there shall be a
charge of Thirty Dollars
($30 00) to turn the water
on If the person requests
that the water be turned on
during non regular working
hours, there shall be a
charge of Fifty Dollars
($5000)
