AN ORDINANCE relating to voting districts by re-
establishing the boundaries of voting
Districts 3 and 5 and 'declaring an
emergency.
WHEREAS, Section 1.10.090 of the (Psco\Municipal Code
requires the City Council to re-establish voting district
boundaries whenever the number of registered voters in any
district exceeds by twenty-five percent (2* or more, the
number of registered voters in any other d i strict and,
further, that such re-establishment shall not occur less
than sixty (60) days prior to the date of a general municipal
election; and
WHEREAS, registered voter information provided by the
Franklin County Auditor indicates that the number of
registered voters in District #5 exceeds by thirty-nine
percent (39%) the number of registered voters in District
#3; and
WHEREAS, the next general municipal election is
scheduled to occur on September 15, 1981, said date being
sixty-two (62) days hence; and
WHEREAS, a public -emergency exists which makes i necessary
for the protection of public health, public safety, public peace,
and welfare that this ordinance be effective at least sixty (60)
days prior to September 15, 1981; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS, FOLLOWS:
Section 1. That Section 1.10.040 of the Pasco Munipal
Code (Ordinance 1871, §1) be and the same hereby is amehded to
read as follows:
PMC 1.10.040 DISTRICT THREE. Voting district three shall
encompass the area comprised of precinct numbers eight, twelve,
thirteen, fifteen, sixteen, twenty-two, twenty-five and twenty-
seven, as those precincts are described on the maps and property
descriptions on file with the auditor of Franklin County.
Section 2. That Section 1.10.060 of the Pasco Municipal
Code (Ordinance 1871, §1) be and the same hereby is amended to
read as follows:

encompass the area comprised of precinct numb rs twenty-three,
twenty-four, twenty-nine and thirty, as those precints are
described on the maps and property descriptions on file with
the auditor of Franklin County.

Section 3. A public emergency is hereby found to exist
which makes it necessary for the protection of public health,
public safety, public peace, and welfare that this ordinance
be effective at least sixty (60) days prior to September 15,
1981, the date of the next general municipal election.
Section 4. EFFECTIVE DATE. This ordinance shall be
effective immediately upon its passage.
PASSED by a vote of yes 4)— no, this 15th day
of July, 1981, at a Special Council meeting called by the Mayor
with notice given as required by law.
