AN ORDINANCE relating to the city water and sewer rates and
fees and charges by amending Section 13.20.020,
13.20.030, 13.20.050, 13.40.020, 13.40.030 and
13.20.040 of the Pasco Municipal Code and by
enacting Sections 13.20.055 and 13.40.045 to
the Pasco Municipal Code.
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS:
Section 1. That Section 13.20.020 of the Pasco Municipal
Code (Ord. 1850 §1, 1977) be and the same is hereby amended to
read as follows:
P.M.C. 13.20.020 SINGLE-FAMILY DWELLING UNIT - MINIMUM RATE.
The following shall be the minimum monthly amount charged to
single family unit accounts inside the corporate limits of the
City of Pasco for water service where such service is furnished
through a separate meter for each individual dwelling unit.
This minimum rate shall provide for a maximum consumption of
500 cubic feet of water.
3/4 inch meter $ 4.00
1 inch meter $ 6.00
Section 2. That Section 13.20.030 of the Pasco Municipal
Code (Ord. 1850 §2, 1977) be and the same is hereby amended to
read as follows:
P.M.C. 13.20.030 MULTIPLE DWELLING UNIT, IRRIGATION AND
COMMERCIAL - MINIMUM MONTHLY RATE. The following shall be the
minimum monthly amount charged to multiple dwelling units,
irrigation and commercial accounts inside the corporate limits
of the City of Pasco for water service. This minimum rate shall
provide for a maximum consumption of 500 feet of water.

Section 3. That Section 13.20.050 of the Pasco Municipal
Code (Ord. 1850 54, 1977) be and the same is hereby amended to
read as follows:
P.M.C. 13.20.050 MINIMUM MONTHLY RATE FOR ALL CLASSES OF USERS
OF WATER CONSUMED BEYOND THAT PROVIDED BY THE MINIMUM RATES. The
monthly rate for all classes of users of water consumed beyond that
provided by the minimum rate (500 cubic feet) shall be as follows:
First 500 cubic feet (0-500) minumum billing
Next 1,000 cubic feet (500-1500) $.035 per 100 cubic feet
Next 1,500 cubic feet (1501-3000) $0.33 per 100 cubic feet
3001 and over cubic feet (3001 and up) $0.31 per 100 cubic feet
Section 4. That Section 13.20.055 of the Pasco Municipal Code
be and the same is hereby enacted to read as follows:
P.M.C. 13.20.055 ANNUAL REVIEW OF WATER UTILITY REVENUE.
On or before the first day of September of each calendar year
the City Manager or his disignee shall report to the City Council
any modification and/or increase in the water utility rate
necessary and/or desirable to meet anticipated expenditures of the
utility including but not limited to debt service, operating,
replacement, upgrading, and expansion requirements projected in
the ensuing that the utility has the adequate functional capability
or providing a desirable level of service to the community and
the service area.
Section 5. That Section 13.40.020 of the Pasco Municipal
Code (Ord. 1850 58, 1977, be and the same is hereby amended as
follows:
P.M.C. 13.40.020 DWELLING UNIT MONTHLY RATE. The monthly rate
for each dwelling unit within the corporate limits of the City of
Pasco shall be $4.00 per month.
Section 6. That Section 13.40.030 of the Pasco Municipal
Code (Ord. 1850 59, 1977) be and the same is hereby amended to
read as follows:
P.M.C. 13.40.030 HOTEL AND MOTEL MONTHLY RATE. The monthly
rate for hotels and motels within the corporate limits of the
City shall be $1.25 per unit per month.

Section 7. That Section 13.40.040 of the Pasco Municipal
Code (Ord. 1850 §10, 1977) be and same is hereby amended to read
as follows:
P.M.C. 13.40.040 COMMERCIAL MONTHLY RATE. The monthly
sewer amounts charged to commercial accounts inside the corporate
limits of the City of Pasco shall be $4.00 minimum plus $0.12
per 100 cubic feet for all water used over 1,000 cubic feet
per month.
Section 8. That Section 13.40.045 of the Pasco Municipal
Code be and the same is hereby enacted to read as follows:
P.M.C. 13.40.045 ANNUAL REVIEW OF SEWER UTILITY REVENUE.
On or before the first day of September of each calendar year
the City Manager or his designee shall report to the City Council
any modification and/or Increase in the sewer utility rate
necessary and/or desirable to meet anticipated expenditures of
the utility including but not limited to debt service, operating,
replacement, upgrading, and expansion requirements projected in
the ensuing that the utility has the adequate functional capability
of providing a desirable level of service to the community and
the service area.
Section 9. SEVERABILITY CLAUSE. If any section, subsection,
sentence, clause or phase of this Ordinance which is for any
reason held to be invalid, such decision shall not effect the
validity of the remaining portions of this Ordinance.
Section 10. This Ordinance shall be published as required
by law and shall be effective February 1, 1981, and all rate
changes adopted herewith shall begin February 1, 1981.
