AN ORDINANCE amending P.M C. Chapter 22 40 (Zoning) by deleting P M C
S 22 40 010 (1) and adding a new P M C Section 22 40 025
Whereas, the City Planning Commission finds the development of dwelling
units on lands classified for commercial use tends to inhibit long term development
of viable commercial areas, discourages the concentration and completion of viable
residential neighborhoods, and is contrary to the goals and policies expressed in
the City of Pasco Community Devleopment Policy Plan, and
WHEREAS, the City Planning Commission conducted a public hearing on
December 18, 1980, due notice of which was properly given, to consider amendment
of P.M C Title 22 (Zoning) to modify the permitted uses in commercial districts
and concluded that such a amendment is appropriate, and
WHEREAS, the City Council conducted a public hearing on January 19,
1981, due notice of which was properly given, to consider the recommendation of
the City Planning Commission to amend P M C Chapter 22 40, and
WHEREAS, the City Council concurs with the findings and recommendation of
the City Planning Commission, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS
Section 1 That Section 22 110 010 of the Pasco Municipal Code (Ordinance
No 2182) be and the same is hereby amended to read as follows
P M.0 22 40 010 PERMITTED USES The following uses shall be Permitted in
the C-1 zone

(1) {24 Stores and shops for conduct of retail business,

(5) {64 Shops for repair and similar service such as
(A) Bakeries, retail for distribution from the premises,
(B) Barbershops and beauty shops,
(C) Catering establishments,
(D) Garage and filling stations, provided
(1) No repair work is performed out-of-doors,
(ii) Pumps, lubrication or other devices are located at least
fifteen feet from any street property line,
OW All automobile parts and dismantled automobiles are
stored within the building, except outdoor display racks,

(E) Laundromats and dry-cleaning establishments employing not
not more than five persons,
(F) Locksmith shops,
(G) Offices,
(H) Membership Clubs,
(I) Photo shops,
(J) Shoe repair shops,
(K) Outdoor advertising - billboards,
(L) Undertaking establishments (special permit as specified
in Chapter 22 80,
(6) {74 Hotels and Motels,
(7) 4g4 Signs (See Title 17),
(8) .04 Printing Shops,
(9) .094 Upholstery shops,
(10) .044 Sign shops, commercial (no outdoor storage of materials),
(11) .024 Veterinarian clinics for household pets (no boarding or outdoor
treatment facilities)
Section 2 That Chapter 22 40 of the Pasco Municipal Code be and the same is
hereby amended by adding the new P.M.0 Section 22 40 025 to read as follows
P M C. 22 40 025 PERMITTED CONDITIONAL USES. The following uses are permitted
subject to the approval of a special permit.
(1) Dwelling units, provided the units are within the principal building,
are all above the ground floor of said building, and the gross floor area for
residential use does not exceed fifty percent (50%) of the gross floor area of said
building
Section 3. That this Ordinance shall be in full force and effect after
its passage and publication as required by law
PASSED by the City Council of the City of Pasco this 2 day of
