AN ORDINANCE relating to zoning and amending Title 22, Zoning
Regulations, of the Pasco Municipal Code.
WHEREAS, the Pasco Board of Adjustment has considered an
appeal from the zoning regulations of Title 22, Pasco Municipal Code,
as said regulations particularly apply to veterinarian clinics within
the City of Pasco and has concluded said regulations should be amended
to clarify the zoning regulations applicable to veterinarian clinics;
and
WHEREAS, the City Planning Commission, at its regular meeting
conducted June 19, 1980, considered the recommendation of the Board
of the Adjustment and issued its recommendation that the zoning
regulations applicable to veterinarian clinics should be clarified
through enactment of certain amendments; and
WHEREAS, the City Council, upon receipt of tne Planning
Commission recommendation, conducted a public hearing on July 21,
1980, to receive public comment on the amendments recommended by the
Planning Commission; and
WHEREAS, the City Council finds the enactment of the amendments
recommended by the Planning Commission to be in the best interest of
he community; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS:
Section 1. That Section 22.40.010 of the Pasco Municipal Code
ne and the same is hereby amended to read as follows:
P.M.C. 22.40.010 PERMITTED USES The following uses shall be
permitted in a C-1 zone
(1) Any use permitted in the R-3 district shall be permitted
in the C-1 zone only uoon approval of the city council at a public
meeting thereof to determine whether or not the proposed residential
use of land classified for commercial use is in the public interest
and whether or not the proposed residential use of land classified
for commercial use is contrary to the comprehensive plan;
(2) Stores and shops for the conduct of retail business;
(3) Banks;
(4) Restaurants;
(5) Dancing schools;
(6) Shops for repair and similar services such as
(A) Bakeries, retail for distribution from the premises,
(B) Barbershops and beauty shops,
(C) Catering establishments,
(D) Garage and filling stations, provided:
(1) No repair work is performed out-of-doors,

(ii) Pumps, lubrication or other devices are located at
least fifteen feet from any street property line,
(111) All automobile parts and dismantled automobiles
are stored within the building, except outdoor display racks.
(E) Laundromats and dry-cleaning establishments employing
not more than f3ve persons,
(F) Locksmith shops,
(G) Offices,
(H) Membership clubs,
(I) Photo shops,
(3') Shoe repair shops,
(K) Outdoor advertising - billboards,
(7) Hotels and motels;
(8) Signs (See Title 17);
(9) Printing shops;
(10) Upholstery shops;
(11) Sign shops, commercial 'no outdoor storage of materials);
(12) Veterinarian clinics for household pets (no boarding or
outdoor treatment facilities.
Section 2. That Section 22.48.00 of the Pasco Municipal Code
be and the same is hereby amended to read as follows
P.M.C. 22.48.030 PERlITTTED USES. The following uses shall be
permitted in the C-3 zone
(1) All uses permitted in the C-2 business district;
(2) Service stations;
(3) Mortuary;
(4) Laundry;
(5) Express office;
(6) Wholesale busines;
(7) Heavy machinery sales and service;
(8) Warehouse;
(9) Landscape gardening and storage area for equipment and
materials;
(10) Automobile sales and service,
(11) Mobile home and trailer sales and service;
(12) Lumber sales business;
(13) Veterinarian clinics for household pets (including indoor
boarding facilities).
Section 3. That a Section 22.48.045 of the Pasco Municipal Code
be and the same is hereby enacted to read as follows-

P.M.C. 22.48.045 PERMITTED CONDITIONAL USES. The following
uses may be permitted in the C-3 zone upon approval of a special
permit as provided for in Chapter 22.80:
(1) Veterinarian clinics for livestock, including outdoor
treatment facilities, provided all boarding or overnight
holding of animals occurs indoors.
Section 4. This ordinance shall be in full force and effect
upon its passage and publication as required by law.
