AN ORDINANCE repealing Ordinance No. 1120 and adopting a Community
Development Policy Plan.
WHEREAS, the City Planning Commission and the City Council
have found the comprehensive plan adopted in 1963 under Ordinance
No. 1120, as thereafter amended, no longer reflects community goals
and interests and does not contain sufficient guidelines for the
future growth and development of the Pasco community; and
WHEREAS, the Pasco Futures Commission and four citizen
committees appointed by the City Council drafted a preliminary
Community Development Policy Plan in the form of written goals and
policies augmented by a Land-Use map, Circulation map, and Special
Development Considerations map; and
WHEREAS, the Planning Commission, following several workshops,
conducted public hearings on November 29, December 4, and December
6, 1979; and
WHEREAS, the Planning Commission, December 20, 1979, unanimously
recommended the City Council adopt the preliminary Community
Development Policy Plan as amended by the Planning Commission; and
WHEREAS, the City Council conducted public hearings on
February 3 and March 4, 1980; and
WHEREAS, the final environmental impact statement was issued
on February 22, 1980; and
WHEREAS, the City Council finds adoption of the Community
Development Policy Plan, as recommended by the Planning Commission,
will aid the city in anticipating and influencing the orderly and
coordinated development of the greater Pasco community; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS:
Section 1. That the Community Development Policy Plan
recommended by the City Planning Commission on December 20, 1979,
and prepared by certain citizen committees and the City Planning
Commission with the assistance of the Planning Division staff, and
as amended by the City Council, be and the same is hereby adopted
as the Comprehensive Plan for the City of Pasco.
Section 2. That the Comprehensive Plan adopted under Ordinance
No. 1120 which adopted the 1963 Comprehensive Plan and all amendatory
ordinances thereto are hereby repealed.
Section 3. This ordinance shall be in full force and effect
after its passage and publication as required by law.
