REGARDING GENERAL AGREEMENT BETWEEN CITY OF PASCO
AND
HLA ENGINEERING AND LAND SURVEYING, INC. (HLA)
PROJECT DESCRIPTION
Chanel Hill Boulevard LID Services (PROJECT
Significant development is expected in the area south of 1-182 and north of West Argent Road, between
Road 68 and Road 84. Chapel Hill Boulevard will provide major east -west access across the area, and
Road 76 will extend from West Argent Road north the Chapel Hill Boulevard. The City of Pasco (City)
desires to have these major streets constructed as a single project, rather than being constructed
piecemeal as development occurs. The City would also like to have City utilities (water, sewer, and
irrigation) extended as part of the project, as appropriate. Formation of a Local Improvement District (LID)
is proposed as a funding mechanism for constructing the street and utility improvements as a complete
project.
Important elements of the LID process are estimating costs, determining the level of City financial
participation in the project, and establishing an equitable method of assessment. The landowners are
already working with a consulting engineer to prepare plans, specifications, and cost estimates. The City
is evaluating its level of financial participation in the project, and considering factors such as upsizing to
meet regional needs (e.g., increased pipe sizes or additional traffic lanes), and expanded benefits to the
adjacent areas (e.g., improved water or irrigation service). The school district, the Department of Natural
Resources (DNR), and other landowners have been contacted regarding the LID.
SCOPE OF SERVICES:
HLA Engineering and Land Surveying, Inc. (HLA), will assist City staff in working through the LID process.
HLA's scope of services will include:
Assist as follows with LID process steps:
o Review property owner petition to form LID, if the Petition Method is used to form the LID.
o Review SEPA Checklist and Environmental Determination.
o Assist with development of the method of assessment and the equitable distribution of costs to
the LID participants.
o Provide recommendations regarding City financial participation in the project.
o Assist with the preparation of the preliminary assessment roll, LID maps, and property owner
notices.
o Review resolutions and ordinances prepared as required for the LID. HLA will provide example
documents if requested.
o Review the tally of the written objections to the LID at the completion of the 30 -day protest period.
o Review the bidding and award process to construct the improvements.
o Review final project costs and assist with the preparation of the final assessment roll. Costs will
be assessed to property owners using the method established for the preliminary assessment
roll.
• Attend meetings with property owners and developers. Prepare meeting materials as requested.
Provide independent review of cost estimates.

The City will provide or perform the following:
• Make environmental determination based on SEPA Checklist prepared by developer's engineer.
• Prepare and publish public notices as required by LID process and City requirements.
• Mail notices and assessment roles to LID participants.
• Hold and conduct public hearings required by the LID process.
• Work with City -selected bond counsel to assure the LID process follows legal requirements. Prepare
required resolutions and ordinances.
• Maintain records as required to document the LID process.
• Collect LID payments and follow established accounting practices for repaying LID bonds.
• Provide full information as to City requirements of the Project.
• Assist HLA by placing at his disposal all available information pertinent to the Project including
previous reports, plans, program information, drawings, plats, surveys, utility records, and any other
data relative to the Project.
• Examine all studies, reports, sketches, estimates, specifications, drawings, proposals, and other
documents presented by HLA and render in writing decisions pertaining thereto within a reasonable
time so as not to delay the work of HLA.
TIME OF PERFORMANCE:
Following authorization to proceed, HLA will diligently assist with the LID process. The time of
performance is tied to the LID process, which is unknown at this time. Construction of improvements is
anticipated in 2018, so HLA will assist the City in meeting this desired construction timeframe.
FEE FOR SERVICE:
All work shall be performed on a time -spent basis at the normal hourly billing rates included in our
General Agreement for an estimated amount of $22,900.00.
Additional Services
Any additional work requested by the City shall be performed on a time -spent basis in accordance with
Exhibit C — Schedule of Rates attached to the On -Call Municipal Engineering Services Agreement, plus
reimbursement for direct non -salary expenses, reproduction expenses, and travel costs.
