TASK ORDER NO. 1
REGARDING GENERAL AGREEMENT BETWEEN CITY OF PASCO
AND
PACE ENGINEERS, INC.
PROJECT DESCRIPTION:
CRF LIFT STATION AND FORCEMAIN CONDITION AND VALUE ASSESSMENT AND
GRIMMWAY INDUSTRIAL FLOW TRANSFER FEASIBILITY STUDY
SCOPE OF SERVICES:
CONSULTANT will work with the City staff to provide professional engineering services for the
PROJECT. CONSULTANT services shall include:
Subtask 01: (CRF lift station and forcemain condition and value assessment)
Professional Engineering services would include review of available as -built information and operation
and maintenance records for private industrial lift station; evaluation of City's sewer collection system
and land use GIS mapping for infrastructure collecting and conveying industrial wastewater to the
PWRF (industrial facilities should be labeled on this map); conduct site visit for visual inspection of
the CRF pump station facilities; Complete conditions assessment and identify capital needs for repair
and rehabilitation consistent with the Ecology Criteria for Sewage Works Design a.k.a. Orange Book;
core or remove a small segment of forcemain to evaluate condition; prepare an estimated value for this
lift station and forcemain in its current condition along with consideration for intrinsic or intangible
value to the City of Pasco; prepare technical memorandum of findings and conclusions; presentation to
staff; and project management including coordination with City staff, PACE resource management,
travel, and document production.
Subtask 02: (Grimmway industrial flow transfer feasibility study)
Once we have a threshold determination as to the value and potential of the CRF assets, PACE will
follow immediately with an analysis of how to affect the transfer of all (or at least half) the Grimmway
flows from the W WTP to the PWRF through the CRF pump station and forcemain; evaluate need for
easement/right of way across CRF land for additional facilities to accomplish flow transfer, evaluate
PWRF capacity issue so as not to worsen by the Grimmway flow transfer, and coordination with
Ecology.
Assumptions:
It is unlikely that the CRF plant will be generating flows in 2017; they have already put the City
on notice.

CRF is a willing participant in transfer of capital improvements, i.e. pump stations,
forcemain, and easement to the City.
This work does not include PS&E.
City anticipates flow transfer by June of 2017, when Grimmway begins operations.
TIME OF PERFORMANCE:
Following authorization to proceed, CONSULTANT will diligently pursue completion of the PROJECT
by January 31, 2016.
FEE FOR SERVICE:
All work shall be performed on a time -spent basis at the normal hourly billing rates included in our
General Agreement with a maximum amount of $30,000.00. This maximum amount may be revised only
by written agreement of both parties.
