REGARDING GENERAL AGREEMENT BETWEEN CITY OF PASCO
AND
HLA ENGINEERING AND LAND SURVEYING, INC. (HLA)
PROJECT DESCRIPTION:
Pretreatment Program Support (PROJECT)
Engineering Services
The City of Pasco (City) requests assistance with engineering services for the oversite and support of City
staff in the continued development of the City's Pretreatment Program for which the City received
delegated authority from the Washington State Department of Ecology (Ecology) on January 1, 2015.
The City has a variety of industries that discharge to either the municipal wastewater treatment facility, or
the industrial treatment and reuse facility. A few of these industries meet the criteria of a Significant
Industrial User (SIU) and have been previously permitted by Ecology. Others are classified as Minor
Industrial Users (MIU's) which include commercial establishments that traditionally use chemicals or
produce wastes that have a higher impact or potential risk to the treatment processes. MIU's are typically
businesses such as dental offices, auto repair facilities, restaurants, micro -breweries, and small wineries.
There are also Potential Significant Industrial Users (PSIU's), which are included as needing to be
evaluated as their operations grow or implement changes that may result in their classification being
upgraded to a SIU.
The purpose of the City's Pretreatment Program is to:
• Satisfy the requirements of Ecology, as a delegated authority.
• Ensure unnecessary loading of the treatment facilities is not occurring resulting in increased
treatment costs.
• Establish an appropriate assignment of costs to the industries and businesses discharging to the
treatment facilities.
• Understand:
o The source of potential pollutants which maybe discharged to the treatment facilities.
o Potential impacts to the collection system and treatment processes.
o Associated risks to plant processes and personnel.
o Action plans that may need to be set in place if an accidental discharge occurs.
SCOPE OF SERVICES:
HLA will work with City staff to provide professional engineering services required to support and
coordinate the development of the Pretreatment Program. It is intended that City staff will perform the
majority of services, and HLA will provide the following on an as -needed basis:
Task 1 — Meetings:
Meetings are anticipated to be needed to establish the pretreatment team, reach a consensus regarding
the industries to be included in the program, classify the individual businesses, and confirm and
understand the Pretreatment Program requirements established by Ecology. HLA's involvement in this
task includes:

• Leading initial information exchange to discuss the existing pretreatment program regulations,
SIU's, PSIU's, MIU's, permit status, sampling requirements, reporting requirements, and goals for
the City's program.
• Meeting with Ecology staff regarding City's delegated authority, associated interim requirements,
and associated long term requirements.
• Presenting findings to the City after review of the program elements to establish the procedures
and action items necessary to fulfill the City's requirements to Ecology, and meet the City's
program goals.
• Leading follow-up meeting after facility inspections have been completed to finalize action items,
schedules, and responsibilities of City and HLA staff for development and implementation of the
City's Pretreatment Program.
Task 2 — City Pretreatment Regulations:
The City adopted Pretreatment Regulations within their municipal code that became effective on January
1, 2015. A review of program elements will confirm procedures and personnel are in place to meet the
purposes and goals of the Pretreatment Program. HLA's efforts for this task will include a:
• Review of industries included in program.
• Review of inspection, sampling, and reporting requirements by industry type.
• Review of fee structure to ensure adequate funding for a sustainable program.
Task 3 — Facility Inspections:
Inspections of the facilities included in the program, or those that potentially should be included in the
program, will be performed. Inspections will gather information to classify each business, obtain
information necessary to write permits for SIUs, and to begin developing relationships with the industrial
dischargers to foster ongoing cooperation, understand the needs of each party, and to adopt reasonable
methods to effectively meet the respective needs and goals. These inspections will vary depending upon
industry type. HLA's effort for this task include:
• Development of inspection templates for each type of industry.
• Participation in inspections of all SIUs.
• Participation in inspections of all PSIUs.
• Participation in inspections of representative MIUs (up to 5 MIUs based on type — e.g. dental
office, automotive repair shop, restaurants, and others to be determined during meetings with
City).
Task 4 — Discharge Sampling of Industries:
Representative discharge sampling of the industries included is essential for the success of the program.
Sample locations, schedules, and parameters need to be appropriate for billing activities, and to establish
a basis to identify potential problems. However, it is important the requirements placed on the industries
are not overly burdensome to the individual discharger. The purpose of this task is to establish discharge
sampling requirements for specific industries, or industry types, and develop ongoing procedures to
review, modify, and adjust requirements when appropriate. Items to be performed by HLA for this task
are:
• Review of discharge sampling requirements for industries included in Pretreatment Program.
• Assist with development and coordination of the sampling scope and schedule for each industry,
or industry type.
• Review of sampling results.

Task 5 — Reporting Repuirements:
In addition to discharge sample reporting, industries need to report changes implemented in their
operations which may affect their discharges. Process, chemical use, and other changes need to be
communicated to, and in some cases approved by, the City. These reporting requirements and
procedures will be defined during the activities of this task. HLA's efforts to support the City in developing
these requirements include:
• Review of reporting requirements for industries based on type.
• Preparation of report templates for each industry type.
• Participation in establishing reporting schedules for each industry type.
Task 6 — Response to Ecology's Notice of Violation (NOW
In July 2016, the City's industrial treatment and reuse facility received a NOV for "failing to notify Ecology
of changes to and in the operation of the Pasco Industrial Wastewater Treatment Facility." The
information available on the Ecology website suggests that a response identifying what steps have been,
and will be taken, may not have been submitted for this NOV. After review of the response report,
Ecology may issue an Order or directive for the City to complete. A current update of the status of this
NOV will be completed, and procedures or process changes will be identified to comply with Ecology's
possible Order as part of this task. HLA's efforts included for this task are:
Discussing the status of the NOV with City and Ecology staff to determine the necessary
response.
Development of an action plan, schedule, and responsibilities required to be taken by the City
and incorporated in to the Pretreatment Regulations and program.
TIME OF PERFORMANCE:
It is intended the Pretreatment Program support by HLA will be required for 6 months, beginning no later
than January 2, 2017, and ending June 30, 2017. This Task Order will be in effect until September, 2017.
Upon receipt of request for consultant services from the City, HLA will diligently pursue completion of the
requested tasks.
FEE FOR SERVICE:
All work shall be performed on a time -spent basis at the normal hourly billing rates included in our
General Agreement with a maximum amount of $38,000.00. This maximum amount may be revised only
by written agreement of both parties.
