M ORIGINAL I PAGE NOL OFL-1 PAGES EXHIBIT A Scope of Work Amendment No. 2 City of Pasco Butterfield Intake Pump No. 9 Condition Assessment West Pasco Water Treatment Plant Evaluation December 2016 Background The City of Pasco's (City) West Pasco Water Treatment Plant (WPWTP) has two high -service pumps that pump treated water to the City's Zone 1 pressure zone. The impeller on one of the high -service pumps recently failed, and the City is concerned that the remaining high -service pump may also be close to failure due to both of them similarly underperforming since the WPWTP was initially commissioned. RH2 Engineering, Inc., (RH2) performed a condition assessment of the City's Butterfield Intake Water Treatment Plant pumps in 2016, and the City contacted RH2 on December 14, 2016, requesting that RH2 assess the condition of the WPWTP high -service pump that is currently in service. This Scope of Work includes the tasks necessary for RH2 to evaluate the condition of the currently -in-service WPWTP high -service pump, and to document those results. Task 1— System Head Curve Evaluation Objective: Identify the design pumping conditions required for the WPWTP high -service pump(s). Approach: 1.1 Review mechanical record drawings of the suction and discharge piping for the WPWTP high -service pumps. 1.2 Develop a system head curve for the WPWTP high -service pump(s), and identify the recommended total dynamic head (IDH) required for the pump(s) to meet the original design flowrate. It is assumed that the design flowrate for each of the current high -service pumps is 3 million gallons per day (MGD), as identified on Sheet 15 of the WPWTP record drawings. The system head curve will be developed for 0 to 6 MGD, to include the combined pumping rate of both high -service pumps. Task 2 — Pump and Motor Condition Assessment Objective: Assess the condition of the currently operating WPWTP high -service pump and motor Approach: 2.1 Collect data for the currently operating WPWTP high -service pump to conduct a frequency vibration analysis, develop a pump curve, and calculate the TDH required for the pump at the design pumping rate. It is assumed that the City will provide a water system operator to turn the pump on and off, and to adjust valve settings, and that the City will provide an electrician to conned RH2's electrical monitoring equipment into each control panel. It is also assumed that flow meters and downstream pressure can be measured, or reasonably estimated during testing. Five (5) data points will be tested for the pump, as follows: 12/16/21116&1&40AM \\,h2\dfs\Ridd d\Data\PSC\71"15\A-Ptoj 3.%n\A-2\Amcnd_.No.A-2_S0W_PSC_8u,.ffWd Condidon As....cd. Develop a pump curve for the pump. Analyze the vibration frequencies measured for the pump and motor. 2.3 Compare the field-tested pump data with the published curve data provided by the manufacturer. It is assumed that the City will provide pump curve data for the pump, or that the City will authorize Rli2 to contact PumpTech, Inc., to obtain the applicable data. 2.4 Based on the results of the frequency vibration analysis, evaluate the following. • Status of motor conditions, including rotors, static/dynamic eccentricities, connection faults, and load -related issues; and • Motor/pump bearing issues. RH2 Deliverables: One (1) PDF copy of a letter report signed and stamped by licensed professional engineers presenting the recommended design point for the existing WPWTP high -service pump, and the results of the existing condition and pumping characteristics of the WPWTP high -service PUMP. 12/16/2016 &18:40 AM \\,h2\d(s\RicMmd\Dan\PSC\71&015\A-Prof Man\A-2\Ammd Nm A-1 SOW PSItBuaafidd Condition Asus wtdou OPoGINALLPAGE NO 4 OF_4—PAGES EXHIBIT B City of Pasco Butterfield Intake Pump No. 9 Condition Assessment Amendment No. 2 West Pasco Water Treatment Plant Evaluation Fee Estimate Task 1 SwtemHeadCurvelivaluation 9 S SS39 S 481 $ 1.567 1.1 Review mechanical record drawings 4 $ 707 $ 27 $ 734 1.2 TD—,—Ipyt,,had curve 5 $ 812 $ 20 $ 832 Task Pum and MOWCondition Assessment 1s S 2,417 $ 125 S 2,542 2.1 Cdlect um curve and vibration data 2.2 Input field data, develop purne curve, and analyze vibration fre uencies 2 $ 334 $ 8 $ 342 23 ICDmpare pump curve data with published curve data 2 $ 334 $ 8 $ 342 2.4 Evaluate pump and motor condition based on vibretian results5 $ 786 $ 65 $ 851 \M2WkVO.WP6C%71"16N POj Mlnl 2W dNo.A.2_FEePSCauftleld CoWlm Ayuaman1.x IVIWtOIG 8:14 M
