It is mutually agreed by both parties that this Change Order fully describes the change(s) that Is (are) being
made and that the compensation for this Change Order is full and complete and is the only compensation
due or owing for this Change Order. Further, it is mutually agreed that this document will supplement the
present Contract Documents and that the provisions of the previously executed Contract Documents shall
apply to this Change Order.

Description of Chance:
This change order adds the work that was done at the City Hall parking lot overlay that was not part of
original contract with Central Washington Asphalt, Inc. (CWA). This change evolved as the police station
contract/oonstruction details were discovered after the 2015 Overlays project was already awarded, with
Alternate 4 being the overlay of the City Hall parking lot. As details of police station construction
sequence showed approximately a quarter of the entire City Hall parking lot being taken up for
temporary fenced police parking, it was determined that it was in the public interest to delay this work.
As part of Change Order #4, City of Pasco and CWA agreed to postpone the parking lot paving until the
police station work was completed and the temporary fence was removed.
As the CWA was paving the parking lot, it was discovered that the temporary fence post bases were cut
flush with pavement during removal. This would create issues with the planing near the curb lines and it
was necessary to remove, fill and compact those prior to planing. Also, CWA addressed an area with
some drainage concerns along the north curb line by adding extra HMA thickness for more consistent
drainage within the parking lot.
Entitlement:
This work is not included in the original Contract. The Contractor is entitled to added compensation for
added work performed in accordance with Section 1-04.4.
No entitlement is found for a revision to the number of working days. Adding this work will not increase
the time to complete all critical items of work. In accordance with Section 1-08.8, no revision to the
number of working days will be made by this change order.
Price:
A lump sum price was received from the Contractor detailing their cost for this work. The Contractor
included costs (time, labor, and material) for addressing fence post locations and additional HMA used
for drainage correction (time, labor, and material). The City of Pasco Construction Manager reviewed
and accepted the proposed cost.
The total cost for this change order work is $3305.32.
