Page 2 of 4 AGENDA REPORT FOR: City Council July 21, 2017 TO: Dave Zabell, City Manager Workshop Meeting: 7/24/17 FROM: Rick Terway, Interim Director Public Works SUBJECT: Peanuts Park Renovation and Downtown Projects I. REFERENCE(S): II. ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: Receive presentation and provide feedback on design theme and proposed CBDG funding strategy. III. FISCAL IMPACT: IV. HISTORY AND FACTS BRIEF: During the past several years Council has adopted a growing list of projects near or within the City's downtown core, or Central Business District (CBD). The planning and preliminary design efforts over the past 2 years has shaped this list of largely individual projects into a strategic bundle of projects that will serve to transform downtown in a way that spurs economic vitality and promotes private investment. The projects included in this investment package are: • Oregon Avenue • Lewis Street Overpass • Farmers Market Renovation • Peanuts Park Renovation • Downtown Streetscape Renovation • Façade Improvement Program Each of these projects has a connection to, and will impact the CBD; together they represent a strategic investment package that will transform downtown in terms of economic activity, quality of life, safety, efficiency, aesthetics, all coalescing to create a sense of place that will attract private investment, business, commerce, entertainment and new housing options and residents looking live within vibrant downtown. When strategically grouped together as part of a set of improvements to a connected system, these projects represent a $40-50 million capital investment in the CBD over a 5 year Page 3 of 4 period, which is unprecedented in our city’s history. With the stage set and the context of how these several projects are connected, the primary focus of this presentation is on the Peanuts Park Renovation project. Specifically, staff is looking for feedback on design concepts, as certain elements will carry through to all of the projects, as well as input on Community Development Block Grant funding strategies. The City has engaged KPG Consulting to assist with concept development, tie in the downtown area and design Peanuts Park improvements. As part of their efforts, KPG has assisted the City in developing and facilitating a robust community engagement strategy. That engagement strategy has already included contacts with hundreds of citizens at downtown festivals and stakeholder meetings with the DPDA. Public sentiment has conveyed a consistent theme: the need for renovation and branding of Downtown Pasco. In addition, a downtown workforce survey conducted in 2016 demonstrated a high level of disposable income and strong desire for a broader range of dining and entertainment options. As with any major capital improvement project, these projects will require the City to leverage substantial resources from state and federal partners. A lot of these resources are already available, or can be secured in a time frame to maintain momentum, which is key to attracting investment and avoiding community fatigue. Downtown Pasco is on the precipice of greatness: a young population is bringing a new perspective to what downtown can be; the business community’s engagement and organization continues to improve; vacant storefronts are filling in; three new and different restaurants have opened in the past six months (TokioMex, Karla’s, and The Flavorful Dish); attendance and sales at the Farmers Market and festivals are growing; and pride in ownership for both the business and residential areas is showing. All of these elements are contributing to the formation of a new marketplace for the Columbia Basin, and can transform this area into a Market Plaza, or Plaza Mercado, where the authenticity is at the heart of the synergy between inviting and exciting public amenities, and retail or dining options that draw people for an experience. V. DISCUSSION: The purpose of this Council Workshop is to introduce Council to the conceptual design elements that tie these projects together, receive input on the concepts and recommend Council approval to complete design on the first phases of the plan and to seek additional resources (CBDG) for a portion their construction.
