(I) Violation:
Only one (I) inoperable vehicle may be stored outside of a fully enclosed building on the property in any residential
zone. T he ve hicle shal l not be stored upon a public right-of-way or in the front or s ide yard areas of the property. The
vehic le must be locked and secured at al l times it is unattended and must be stored on an approved hard surface (i.e.
g r ave l, asphal t or concrete) behind a completely enclosed s ix (6) foot fence , which is fully sight obscuring. All vehicle
parts not properly in stall ed upon a vehicle shall be stored ins ide a fully enc lo sed building or within the vehicle itself.
(2) Corrective Action :
Store all inoperable vehicle s within an enclosed building (such as a garage or shed). One ve hicle may be stored outside
an enclosed building in comp I iance with the provisions above. All other vehicles must be r emoved from the property

(2) Corrective Action:
Make necessary r epairs to building(s), billboard(s), fence(s) and/or other dilapidated structures, complete structure or
excavation or demolish and lawfully remove structure(s) from the property.
Description: LARGE AMOUNT OF JUNK, MISCELLANEOUS DEBRIS & TRASH THROUGHOUT THE
PROPERTY. PMC 9.60.030 (6)
(I) V iolation :
Any parcel w ithi n the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away,
or otherwise discarding li tter, garbage, r efuse, cans , bottles , paper or paper material, metal, organic or inorganic
material on areas of the property other than approved garbage containers.
(2) Corrective Action:
Remove and lawfully dispos e of all litter, garbage, junk or vegetative waste on th e property.
Description: Scrap metal, old hot tub, vehicle parts and other debris throughout property. PMC 9.60.030 (9)
(I) Violation:
Scrap metal, a s hes, bric-a-brac, broken stone or cement, broken crockery, broken g la ss, broken plaster, automobile
bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers.
(2) Corrective Action:
Remove all veh icl e parts, scrap metal, machinery, disassembled vehicles , etc. from the property or store these items in
an enclosed container or building. Remove and lawfully di spose of all junk items (e.g. any items or which have served
their intended original purpose) and unusable vehicle parts.

trucks, tractors, or machinery of a ny kind, or for the storing or leaving of worn-out, wrecked or abandoned automobiles,
trucks, tractors, or machinery of any kind, or of any of th e parts thereof, or for the storing or leaving of any machinery
or equ ipm ent used by contractors or builders o r by other persons.
(2) Corrective Action:
Discontinue wrecking or disassembling automobiles, trucks, etc. Remove and lawfully d ispose of al l wrecked or
abandoned vehicles, machinery, etc. along with any parts thereof. Discontinue the storage of heavy machinery or
equ ipment (i .e. front end loaders, dump trucks, backhoes, etc.) at th is property.

Chairperson Glatt explained th e procedure and purpose fo r the meeting, noting that the City of Pa sco was
the Petitioner and property owners an<l their authorized representatives who had appeared to Jiscuss the
alleged violations of the Pasco Municipal Code were the Respondents.

1. Cit-v of Pasco vs. CSP Pasco LLC case number CEB20J6-1534, for the property located at
IJ08 l\. 20'" Avenue
Troy Hendren, Inspection Services Manager. asked Code Enforcement Officer A lo n so Torres to
read the case facts into the record .
Mr. Torres indicated that the c ited violat io ns on this property were IPMC 507 . I -Drainage from
roof draining onto adjacent vacant 10ts and PMC 25 .74 .0 70 -Rain water not maintained on site
and drai n ing onto adjacent properties. The property was inspected on June 8. 20 16 and violations
of the Pasco Municipal Cock. A correct io n notice was issu ed on June I 0. 2016. A reinspcction
or the p roperty reveakd that it was still in violation of the Pasco Municipal Code and a notice of
civil violation was issued on J a nuary 3 , 2017. The property owners were lega lly notified via
certified mail on January 9. 20 17. Based on a final in spection of the prope11y completed on
March 2. 20 17 th e property is not in compliance.
The City of Pasco recommended giving the res pondent ] 0 days l o abate th~ v iolations or pay a
dail y p<:nalty of 5)] 00 per day for 10 days.

Automobile bodies and pa11 s sto red a1 t his lo cation and PMC 9 .62 .050 -Junk vehicles and
v1.:h iclc parts stored in the rear ya rd . The property was in s pected on January 30 , 2017 and
v iolations of the Pasco :\1unicipal Code were observed and determined to be a fourth repeat
vio lation . In November 2014. comp lain ts were received and a r e peat case was opened for auto
scrap ing and auto repair at th is location. The case went to the Code Board on February 5, 20 15
as a repeat notice of civil viol ation and was assessed penaltic:s of a re peat of $400, held in
abeyance for a year pending no vio lat ions of the same or similar. O n September 16, 2015 a
notice was is sued for vehic le repair in the driveway . The case was brought before the Code
Board on November 5. 2015 for th e second repeat notice of civi l violation. Brian Bastian
appeared and presented his case. T he 13oard dism issed thi s case for la ck of evidence . On
.January 26. 2016 a second repeat notice of civil violation was se nt. The property was not in
compliance before the hearing and no one made appointments to s peak at the Code Board
Heari ng. The repeat penalty of S4 00 was assessed and t11e daily penalties of S4,000 were
as sessed but were held in abeyance . A third noti ce of repeat viol<ltion W<l S sent o n October 26 ,
20 I 6. The prope11y was not in compliance before o r after the h1.:aring and no one made an
app o intment to app ear at the ht:aring so a repeat penalty of S600 wa s asse ss ed and the daily
penalty of $3,000 was ass essed. A fo urth rep eat notice of civi l vio lat ion was issued on J anuary
31, 20 17 via certified mail. The prope1ty owners were legally notified on February 2 , 2017 . Ms.
Scott gave a brief hi sto ry of th is pwpcny.
The Ci ty of Pasco recommended g ivin g th e respondent 10 days to a bate the vi olations or pay a
daily penalty of $500 per day for I 0 days and imposing a re peat penalty of $80 0.
