MEETING MINUTES
Call To Order:
The meeting was called to order at 6:00 p.m., by PFD President Morrissette, in Council Chambers at
Pasco City Hall.
Roll Call:
Board Members Present: Craig Maloney, Caroline Bowdish, Spence Jilek, Mark Morrissette and
Leonard Dietrich.
Also Present: Stan Strebel, Deputy City Manager and Lee Kerr, Attorney.
Recognition of Visitors/Public Comments:
No visitors present or comments received.
Approval of Minutes:
It was motioned by Mr. Dietrich, seconded by Mr. Maloney, and carried to approve the minutes of the
August 23, 2016 Meeting.
Claims Approval:
President Morrissette presented third quarter Claims History. Following discussion, it was motioned
by Mr. Dietrich seconded by Dr. Jilek and carried to approve payment of third quarter claims in the
total amount of $140,063.53.
Financial Report:
President Morrissette presented the third quarter Operating Statement reflecting Total Sources of
Funds $363,576.00 and Total Uses of Funds $372,375.00. The third quarter Net Assets Statement
was also presented reflecting an actual Net Asset balance of $45,227.00. Following discussion, the
Financial Report was accepted as presented.
Reports from Committees:
Mr. Maloney reported the Advisory Board Meeting had met and discussed the past election results.
New Business:
Draft 2017 Budget
President Morrissette presented the Draft 2017 Budget for information and review, stating the budget
would be placed on the December meeting agenda.

Mr. Strebel shared Mr. Bill Tonkin, Foster Pepper PLLC Services had provided a legal opinion
regarding the Aquatic/Recreation Center which is summarized as follows:
While the law governing regional and the county PFDs law clearly includes "recreational
facilities" as allowable projects, the city PFD law does not include this tern per se. Rather,
the city PFD law specifies "regional centers" as allowable. The "regional centers" term is
defined to include: "special events centers", which term anticipates "community events" and
"sporting events." Regional centers also include convention and performing arts centers. If a
competitive swimming component is not to be included in an aquatic/recreation facility, then
it is difficult to maintain that such a facility would quality as a venue for "sporting events"
per the city PFD law. A simple amendment to the city PFD law to clearly list "recreational
facilities" as allowed projects, thus making the law consistent with that for the regional and
county PFDs, is the logical solution to the issue.
Review concept/drawings for aquatic/recreation facility
President Morrissette introduced Mr. Ken Ballard, Ballard* King and Associates in conjunction with
Barker Rinker Seacat Architecture and Mr. Ryan Nachreiner, Water Technology Inc. to provide a
brief recap of the project, a more in-depth presentation would be made at the Public Meeting
advertised for 7:00 p.m. this same evening.
Mr. Ballard explained representatives from the three consulting funis have teamed together for
completing a feasibility study and concept plans and costs for a possible new aquatic/recreation
center. The primary goal of the proposed new aquatic/recreation center would be to serve the
residents of Pasco; as a result the City (and the unincorporated area in close proximity to the City) has
been identified as the Primary Service Area for the facility. Understanding that many times facilities
and programs draw participants from beyond municipal boundaries, a Secondary Service Area has
been determined that represents the Tri -Cities area and includes West Richland, Finley and Burbank.
Other Business:
Public Meeting on aquatic/recreation facility would begin at 7:00 p.m.

There being no other business, President Morrissette adjourned the regular meeting at 6:55 p.m. ,
