AN ORDINANCE o f the City o f Pasco, Was hin g to n, Amending Section
1 J .04.020 "Operations o f the Code Enforcement Boa rd."
WHEREAS, The Cod e Enforcement Boa rd was established m 1996 along with
appointme nt term s of two ye a rs; and
WHEREAS, The hi sto ry of the vacancies of the appointed me mbers indicates there is
little turnover related to unex pired term s; and
WHEREAS, A maj ority of the term s o f o th er C ity Boa rd s and Comm iss ions consist of
appointment te rms g reater than two years; and
WHEREAS, The appointment process and the operations of th e Code Enforcement
Board w ill re s ult in increased efficiencies if th e appo intment term s are g reater than two years;
NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
Section 1. That Section 11 .04.020 o f the Pasco Municipal Cod e , shall be and here by is
a me nd ed a nd s hall read as fo ll ows:
11 .04 .020 OPE RATION OF C ODE ENFO RCEMENT BOARD. T he membe rship of
the Pasco Code E nforcement Board shall be a s follow s :
(I) The Board sha ll cons ist of fiv e (5) votin g members ;
(2) All position s o n the Board shall be filled by persons a ppointed by the C ity
Council ;
(3) All m embers of th e Boa rd shall be re s id ents of the C ity of Pasco, both at the time
of their appo intm ent and for th e full t e rm of th e ir appointment;
(4) The CEB m embers who are first appointed sha ll serve te rm s as des ig nated in
I I .04.0 20(a), but thereafter board me mbe rs shall be appointed for a term of-twe fo ur (~ 4) years
and s ha ll commence o n th e first day of Janua ry of the yea r of the a ppo intm e nt ;
(a) The term for the first appointed board members shall commence and terminate as
follows :
Position 1 -Janua ry I , 19 9 7 to Ja nuary I , 1999
Po s iti on 2 -Janua ry I , 1997 to January 1, 1999
Position 3 -Janua ry I , 1997 to January I , 2 000
Positi o n 4 -January I , 1997 to January I , 2000
Position 5 -January I , 1997 to January I , 2000
(5) The appointing a uth o rity may re move by maj ority vote any person it appo inted
for lack of due dili gence or fo r other good cause. Any vacancy created by rem ova l from office,
resig natio n, change in resid ency to o uts ide the C ity limits o f Pasco, or for any othe r reason, shall
be filled by the a ppo in t in g autho rity for tha t pos iti o n for the rem a inder of that term.
Section 2 . Thi s ordinance s ha ll be in full fo rce and effect fi ve d ays after passage and
publi cati o n as required by la w .
