OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO AND FRANKLIN COUNTY
November 17,2016
The Commissioners of the Authority met in special session at the Housing Authority of the
City of Pasco and Franklin County's (HACFPC) administration office, 2505 W. Lewis Street,
Pasco, Washington on Thursday, November 17,2016, at 4:00 p.m.
1. CALL TO ORDER
The meeting was called to order at 4:01 p.m.
2. COMISSIONER ROLL CALL
Upon roll call, those present were as follows:
Present: Bishop, Domingos, Dukelow, Garcia
Absent: Quintanilla
Mr. Domingos made a motion to excuse Ms. Quintanilla's absence due to a family emergency.
Mr. Bishop seconded the motion and it passed unanimously,4 ayes,O nays.

3. APPROVAL OF AGENDA:
Mr. Domingos made a motion to approve the agenda as presented. Mr. Garcia seconded the
motion and it passed unanimously,4 ayes,O nays.
4. CONSENT AGENDA
The consent agenda was approved as submitted. Included were the minutes of the regular
meeting of September 29, 2016, and the checks listings - Bank of the West General
Operating Account checks for September2016 numbered 58350-58579 totaling $42I,399,
and Bank of the West Security Deposit Fund check numbered 1257 totaling $1 14. Bank
of the West General Operating Account checks for October 2016 numbered 58580-58783
totaling $241,794, Bank of the West Petty Cash check numbered 1763 totaling $47, and
Bank of the West Security Deposit Fund checks numbered 1258-1259 totaling $247. Also,
approval of bad debt write offs for rent, utility billing, and miscellaneous in the amount of
$4,644.80, and, of that amount, $4,644.80 will be tumed over for collection plus the
collection processing fees.

5. STAFF REPORTS
(a) Executive (Mr. Anderson)
1. Attended Succession Seminar at the Vancouver Housing Authority with Ms. Jones and
Mr. Sanders.
2. HUD FY20l6 SEMAP Review - Initial response to HUD has been prepared and sent to
the Seattle Field Office.
3. Attended the Association of Washington Housing Authorities (AWHA) meeting in
Vancouver.
a. Discussion was held regarding the possible re-Federalization of COCC (Central
Office Cost System)
b. The State Legislature is seeking Fire Benefit fees. Our AWI{A lobbyist is
working with fire departments to come to an agreement that will benefit both
parties.
4. The response to the HUD Management Review is nearly complete for submission back to
HUD no later than 12/1116.It was discovered during the review that new ACOP and
Admin Plans are necessary because our current plans are not in compliance with HUD
mandated changes decreed since the last policy review.
5. Received Nan McKay Models for the Public Housing Occupancy Policy (ACOP) and the
Section 8 HCV Administrative Plan (Admin Plan). Staff will review the sections that
pertain to them and provide feedback. The ACOP will be posted for 30-day public
comment in time for board adoption at the January meeting. The Admin Plan will be
reviewed and posted for public comment during the first quarter of 2017 .
(b) Finance (Ms. Jones)
1. Ms. Jones introduced new Accounting Assistant, Yadira Rivera Gonzalez. Ms.
Gonzalez comes to us from Skagit County Housing Authority.
2. SAO (State Auditor's Office) statements must be completed by the end of
November.
3. The Cullum House Review is underway.
4. The HUD Review indicated that our Public Housing Utility Allowances need to be
updated. The Nelrod Company will provide this service.
(c) Maintenance and Capital Fund (Mr. Sanders)
1. Six units have been completed on the Agate Street project (replace plumbing lines,
kitchen and bathroom cabinets). Two more units will be completed within the next
couple of weeks.
2. Request for Proposals from Architect & Engineering services was advertised in the
Tri-City Herald.
3. Work continues on the new website.

4. Environmental Review - working with Angie Pittman from the City of Pasco on
this. Lead Based Paint (LBP) testing will soon be completed on Rosewood Park
unit fascia boards. LBP testing will be conducted in Rosewood Park unit interiors
in the coming months. Roof replacement is upcoming.
(d) Housing Programs (Ms. Salinas)
Ms. Salinas is absent. Mr. Anderson informed the board that two program staff
members attended Family Self-Sufficiency (FSS) Training at the Yamhill Housing
Authority.
(e) Security (Mr. Moore)
1. Tenant elections were held - 6 of 9 positions were filled.
2. All other areas going smoothly.
(f) Community Service (Ms. Richwine)
L Work on the website continues.
2. Attended Open Government training.
