Ba rkin g was aga in co nfirm ed by a code o ffic e r and a co rrecti on noti ce was se nt and a co py was de li ve red to th e prope rty. On Septe mb e r 2 8, 201 6 th e te nant , Phil Weber, called the Code En fo rce ment Offi ce statin g th a t he would put ba rk c o ll ars on the dogs and confirm ed that he had 5 dogs. Mr. Torres info rm ed him th at he co uld onl y ha ve 3 dogs on th e prope rty. He said th a t he wo ul d have to move o ut of th e c ity limits because he was not go in g to re mov e 2 dogs . On Oc to be r I I , 2016 the co mpl a in ant call ed to noti fy th e City of th e do g barkin g. Mr. To rre s could hear th e dogs in the ba c kg round of th e ph one call. He notifi e d th e complainant that th e notic e had been iss ued and th e ow ne r was wo rkin g o n th e iss ue to minimi ze th e ba rkin g. On Nove mber I 0, 2 01 6 th e complainant call ed and dogs we re aga in barkin g . A notic e o f c ivil v io lati o n was iss ued at this tim e . On Nove mber 16, 2016 , Mr . To rr es drove by the prope rty a nd the dogs were in th e ba c kya rd barkin g . Th e barkin g la sted no lo nge r than 5 minutes . On Nove mber 8, 2016 the co mpl a in a nt c a ll ed and th e dogs we re barkin g. On N ovembe r 19, 2016 a po lice ca ll was ma de a nd a v id eo was take n by th e co mpl ainant. O n Dece mbe r 2 , 20 16 , Mr. To rr es d rove by the pro pe1ty a nd th e dogs we re in th e backya rd ba rkin g. Mr. Torres mad e co nt act w ith 3 neighbors on se parate instances a nd the ne ig hb o rs sa id the y wo uld hear the barking but it was ne ver for longer than 5 minute s and didn't find the barking to be an iss ue. Based o n the fina l ins pect ion of the property comp leted on December 8, 20 16 the property is not in com pli ance at th is time. The City of Pa sco reco mmended g ivin g the responden t I 0 da ys to abate th e vio lations o r pay a daily pen a lty of $100 per day fo r I 0 da ys. Phil Weber, 3720 W.
