HomeMy WebLinkAbout10-18-2016 Public MeetingPUBLIC FACILITIES DISTRICT BOARD October 18, 2016 PUBLIC MEETING MINUTES Call To Order: The Public Meeting was called to order at 7:00 p.m., by PFD President Morrissette, in Council Chambers at Pasco City Hall. Board Members Present: Craig Maloney, Caroline Bowdish, Spence Jilek, Mark Morrissette and Leonard Dietrich. Also Present: Stan Strebel, Deputy City Manager and Lee Kerr, Attorney President Morrissette welcomed those in the audience and introduced Mr. Ken Ballard, Ballard* King and Associates in conjunction with Barker Rinker Seacat Architecture and Mr. Ryan Nachreiner, Water Technology Inc. and stated the Pasco Public Facilities District Board Members were looking for public comments on the proposal. Mr. Ballard and Mr. Nachreiner were then provided the podium for their presentation. Mr. Ballard explained representatives from the three consulting firms have teamed together for completing a feasibility study and concept plans and costs for a possible new aquatic/recreation center. The primary goal of the proposed ne aquatic/recreation center would be to serve the residents of Pasco; as a result the City (and the unincorporated area) has been identified as the Primary Service Area for the facility. Understanding that many times facilities and programs draw participants from beyond municipal boundaries, a Secondary Service Area has been determined that represents the Tri - Cities area and includes West Richland, Finley and Burbank. Mr. Nachreiner presented a "purpose driven design" PowerPoint presentation. Public Comment opened at 7:05 p.m.: Todd Stafek, Head Coach Tri -City Channel Cats: Indoor competition pool is needed in the Tri Cities Ryanne Reed — Kennewick: Would appreciate an indoor competition pool Jason Lee- Pasco: Three slides are not enough to draw citizens, need more items for a true aquatic center Arthur Job — Pasco Park and Recreation Advisory Board: Hoping for a lower deficit Mike Leninger — Kennewick: Need more attractions to draw people, maybe laser tag and / or arcade games Heather Kubalek — Pasco: In favor of the proposed aquatic center, need more for the "toddler" crowd Mark Kellinger — West Richland: In favor of the proposed aquatic center PUBLIC FACILITIES DISTRICT BOARD Public Meeting Minutes — October 18, 2016 Page - 1 Tom Ammerman, Broadmoor Fitness — Pasco: There is a need for an aquatic center and larger basketball court; however leave out the fitness center — too competitive with local business Julia Merrill, Assistant Coach Tri City Channel Cats: Need a competitive pool; remove the exercise room Robert Garcia — Pasco: Add a larger basketball court Janelle Klashe, Lifequest owner: Build an aquatic center and do not compete with fitness centers; Build a competition pool and a large basketball court Fred LaMothe, Lifequest owner/partner: Do not compete with fitness centers Mark Strikman — Richland: In favor of an aquatic center including fitness center, possibly add batting cages Laura Broadrick — Pasco: In favor of an aquatic center and add a competitive pool Thomas Granbois — Pasco: In favor of an aquatic center, however need food vendors and an outdoor theater David Milne — Pasco: Do not hurt the small businesses Andy Huff— West Pasco: Add indoor tennis courts and larger basketball courts, drop the fitness center; focus more on children April Walkley — Kennewick: With revised pool programming the deficit of a competitive facility would easily be made up President Morrissett provided Pasco Public Facility District history regarding discussion and consideration of an aquatic center. Also a reminder was provided regarding the closure and need to include the Pasco Senior Center and activities into the overall plan Mr. Dietrich, Pasco Public Facility District Board Member reminded the audience that the youth need activities; busy hands stay out of trouble. President Morrissette encouraged the audience to visit the City of Pasco website www//pasco-wa/gov and obtain a copy of the Feasibility Study to assist in answering their questions.
