Description Inoperable and unlicensed vehicles stored in the city right of way at the front of the property and
in the driveway. IPMC 302.8
(1) Violation:
Allowing inoperative or unlicensed motor vehicles to be parked, kept or stored on any premises, and/or allowing
vehicles at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled.
Painting of vehicles is prohibited unless conducted inside an approved spray booth at an approved location.
(2) Corrective Action:
Remove all vehicle(s) in the condition(s) described above from the property or move said vehicle(s) to an enclosed
structure where the vehicle is out of public view or make operable and properly license/register the vehicles.
Description: Lumber and wood discarded throughout rear and side yards which is not neatly stacked, is a place
to harbor cats and rodents and is afire hazard. PMC 9.60.030 (10)
(1) Violation:
Trash, litter, rags, accumulations of empty barrels, boxes, crates, packing cases, mattresses, bedding, excelsior, packing
hay, straw, or other packing material; lumber or scrap metal not neatly piled or anything which may be a fire danger.
(2) Corrective Action:
Remove and lawfully dispose of all trash, litter, and other debris, boards/lumber/wood, all vegetation and items which
pose a fire hazard.
Description: Weeds and grass in excess of 12" in height throughout property and in city right-cf-way along road
48. Dry weeds and leaf debris throughout which poses afire hazard. Trees and vines growing over the fence and
ecroaching on neighboring properties. Trees growing into the electrical service wiring poses afire hazard.
PMC 9.60.030 (16)
(1) Violation:
Weeds, noxious weeds, grass, and other vegetation which constitutes a fire hazard, encroaches on sidewalks or
neighboring properties, is damaging public improvements, impairs the vision of traffic signs or signals, and/or has
reached a height of twelve inches (12").
(2) Corrective Action:
Eradicate weeds by chemicals, cutting or other acceptable means so that they do not exceed twelve inches (12"),
encroach on neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by the root must be
removed from the property and lawfully disposed of. Trim and/or remove all vegetation which is encroaching on
neighboring properties, the city right of way and around the electrical service line.

(1) Violation:
Any parcel within the City which is filthy, littered or trash -covered due to placing, dropping, disposing, throwing away,
or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic
material on areas of the property other than approved garbage containers.
(2) Corrective Action:
Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property.
Description: Discarded appliances (refrigerator and stove) in rear yard and (washing/drying machines) stored
in the truck bed at the front of the property. PMC 9.60.030 (9)
(1) Violation:
Scrap metal, ashes, bric-a-brac, broken stone or cement, broken crockery, broken glass, broken plaster, automobile
bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers.
(2) Corrective Action:
Remove all vehicle parts, scrap metal, machinery, disassembled vehicles, etc. from the property or store these items in
an enclosed container or building. Remove and lawfully dispose of all discarded appliances or store them within an
enclosed structure.

Description: Portable space heaters are being utilized in several units as a permanent source of heat. Propane
operated burners are being used to cook both inside units and immediately outside in the common area
walkway. IFC 304.2
(1) Violation:
Storing flammable or combustible materials and/or rubbish in a way that produces conditions that create a nuisance or
hazard to the public health, safety or welfare.
(2) Corrective Action:
Remove all combustible and/or flammable materials from rooms and discontinue use on the property.
Description: Trash litter and debris dropped throughout the property. IPMC 302.1
(1) Violation:
The exterior structure or equipment is not in good repair, is structurally unsound, or is in an unsanitary condition.
(2) Corrective Action:
Remove all materials and items and/or remove or repair equipment around the property which is creating unsafe or
unsanitary conditions and maintain in a clean, safe and sanitary condition.
Description: Attached roof cover over driveway entrance is deteriorated, failing and unsafe The area is not
blocked from access. Guardrail surrounding decking/roof area is deteriorated and missing portions. Obtain a
permit to demolish or repair. IPMC 304.1
(1) Violation: Exterior of the structure is not maintained in good repair, structurally sound and sanitary so as not to pose
a threat to the public health, safety or welfare.

Violation:
Exterior stairs, decks, porches, balconies, and all similar appurtenances attached thereto, including guards and
handrails, are not structurally sound, not properly anchored or are anchored with connections not capable of supporting
all nominal loads and resisting all load effects.
Corrective Action:
Repair or replace all unsafe conditions to comply with the International Building Code as required. A City of Pasco
building permit is required. Contact the Building Department Permits Desk at 509-543-5726 for further information.
Description: Large decorative openings in walkway railings are missing the original metal inserts, have
damaged inserts or inferior materials not capable to withstand imposed loads have been installed. All areas
must have a minimum 318" thick piece ofplywood installed and secured. IPMC 304.12
(1) Violation:
Handrail or guard is not firmly fastened or is incapable of supporting normally imposed loads or is in bad condition.
(2) Corrective Action:
Make necessary repairs to handrail so that it is firmly fastened and capable of supporting the normally imposed loads.
Description: Window in rear of unit is broken and/or missing glass. IPMC 304.13.1
(1) Violation:
Windows have cracks, holes or are completely broken out.

Repair or replace all damaged or destroyed windows.

Repair exterior door, door assembly, or hardware and/or locks on entry doors where there are defects.
Description: Windows do not have approved sash locking devices (only provided with sill wing nut locks).
IPMC 304.18.2
(1) Violation:
Window is missing a required window sash locking device.
(2) Corrective Action:
Install a window sash locking device or new window with a sash locking device for all windows located in whole or in
part within 6 feet above ground level or a walking surface below that provides access to a dwelling or rooming unit.
Installation of new windows requires a City of Pasco building permit.
Description: Exterior paint is in poor condition (peeling chipping, flaking) causing exposed rusted railings and
weather deteriorated wood trim and fascia. IPMC 304.2
(1) Violation:
Exterior surfaces (i.e. doors, door and window frames, cornices, etc.) are not maintained in good condition.

(2) Corrective Action:
Paint or apply another protective treatment to all exterior wood surfaces that are not decay resistant. Remove all
peeling, flaking and chipped paint and repaint the surface. Ensure all siding and masonry joints are weather resistant and
water tight. Treat all metal surfaces subject to rust or corrosion with a rust/corrosion resistant coating, and stabilize all
surfaces with rust or corrosion. Remove all oxidation stains from exterior surfaces.
Description: Appears to be mold and/or mildew throughout units in bathrooms and living areas. Bathroom
baseboard heaters are rusted and unsafe. IPMC 305.3
(1) Violation:
Interior surfaces (i.e. windows, doors, floors, ceilings, etc.) are unsanitary or damaged.
(2) Corrective Action:
Clean and sanitize all interior surfaces and/or repair peeling, chipping, flaking or abraded paint. Cracked or loose
plaster, decayed wood and other defective surface conditions need to be repaired. Surfaces which cannot be repaired
must be replaced.

Description: Floor in bathroom is failing (soft throughout) IPMC 305.4
(1) Violation:
The stairs, ramp, landing, porch, deck, and/or other walking surface is damaged or in disrepair.
(2) Corrective Action:
Repair stairs, ramp, landing, porch, deck, and/or other walking surface that is in bad condition or needs repair.
Description: Guests reported bedbug infestation in several units, bedbugs were observed crawling on an
occupant of a unit on the 2nd floor. IPMC 309.1
Violation: Failure to exterminate and maintain the structure free from insect and rodent infestation.
Corrective Action: Promptly exterminate the structure by approved processes that will not be injurious to human health.

Maintain structure free of infestation and take proper precautions to prevent reinfestation. The owner is required to
submit a written pest control plan prepared by a pest control company, carrying an active City of Pasco business license,
and copies of the service ticket.
Description Laundry room sink is connected to hoses which hang in the sink and the drain line (no p -trap
installed) is connected directly to the floor drain -this poses a cross contamination hazard. IPMC 505.2
(1) Violation: Water supply is not protected or maintained free from contamination.
(2) Corrective Action: Install approved vacuum breakers at hoses and/or correct all issues which pose a contamination
hazard.
Description: Bathroom sink faucets do not provide sufficient water supply volume and pressure. IPMC 505.3
1) Violation: Water supply system is not installed properly and/or maintained.
2) Corrective Action: Make corrections to water supply system so that it is properly installed, provides sufficient
volume and pressures of water to plumbing fixtures, operates safely and is free of defects and leaks.
Description: Laundry room sink does not have a require p -trap installed. Sink drain is directly connected to
laundry floor drain. IPMC 506.1
(1) Violation:
Plumbing fixtures are not properly connected to either a public sewer system or to an approved private sewage disposal
system (i.e. an approved septic tank).
(2) Corrective Action:
Connect all plumbing fixtures to either a public sewer system or an approved private sewage disposal system.
Description: Vent pipe is not maintained clear of combustibles, move pipe in accordance with required
manufacturer's installation guidelines. IPMC 603.3
(1) Violation:
Combustible items being stored near mechanical appliances/heat sources.
(2) Corrective Action:
Removed all combustible materials from around appliances such as heaters, clothes dryers, water heaters, fuel burning
appliances, etc.
Description: Electrical switch and coverplate in bathroom not attached to the wall, exposed wires. Outlet and
cover are not secured to wall. IPMC 605.1

Description: Guest has stored numerous items on the walkway obstructing the emergency egress path from their
unit to the public way. IPMC 702.1

The continuous path of travel to the public way is obstructed and is creating an unsafe means of egress.

Clear the obstruction(s) so that there is a safe, continuous and unobstructed path of travel from any point in the structure
to the public way.

1) Violation: Fixtures are not properly sealed to remain watertight.

approved material which prevents water penetration.
Description: Allowing possible illegal activates to occur on site and allowing conditions to exist, which pose a
hazard to guests of the Motel and nearby businesses. PMC 5.04.057 (C)

Description: Room doors are missing all or a portion of the identifying unit number. PMC 5.40.060
1) Violation: Guest room and/or apartment door(s) are not numbered or are missing portions of required numbers/labels.
2) Corrective Action: Affix an identifying number to the outside of each guest room and/or apartment door in a plain
and conspicuous manner. All numbers shall be complete and no two doors shall have the same number.
Description: Units are being rented on a 30+ day basis. This location does not hold a rental license with the

unpermitted use/purpose.
(2) Corrective Action:
Discontinue the unpermitted use of the property. Permitted uses include any use allowed in a C-3 district, building
