REFERENCE(S): List of Candidates II. ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: Create short list of candidates If prepared for final action, motion to appoint one candidate to fill the vacant seat III. FISCAL IMPACT: IV. HISTORY AND FACTS BRIEF: Following the passing of Mike Garrison, Council advertised for and received applications from eleven residents of District #4 to fill the vacant Council seat. A screening committee of the Council recommended interviews with seven of the applicants. Council conducted public interviews with five candidates (two withdrew prior to interview) on October 19, 2016. As per prior practice, it is recommended that Council create a "short list" by each Councilmember naming his/her "top two" candidates at the October 24 meeting. It is intended that the "short list" lead to formal motion to appoint one of the candidates to fill the vacant seat. V. DISCUSSION: The following process and procedural rules are offered for Council use on October 24, so as to assure a clear understanding of the selection process. Page 2 of 4 1. Each Councilmember, by roll call, names top two candidates; 2. Clerk displays composite "short list" of all top candidates named; 3. Council discussion (if any); 4. Individual motion ("to appoint to fill District #4 vacancy") a. Motion requires a second; b. Council discussion permitted; c. Amendment/tabling of motion not permitted; d. Roll Call vote on motion; e. At least four yes votes required to pass motion. 5. Repeat #4 until majority decision. As state law requires that the council "appoint" a replacement within 90 days of the vacancy (in order to retain jurisdiction), Council's action on 10/24 will fulfill the requirement of the law. Assuming a candidate is selected by formal motion approved by at least four votes, the selected candidate can be given the oath of office during the week and commence participation at the November 7 regular meeting (earliest).
