GORDON THOMAS HONEYWELL & CITY OF PASCO
SECTION 1. Part "A Scope of Work" of ATTACHMENT "A" is hereby amended to read
as follows:
A. Scope of Work: Consultant shall provide the City of Pasco with the following federal
governmental affairs services:
• Identify and track all federal grants and initiatives that are available to the City of Pasco
that impact funding for priority transportation, infrastructure, public safety and
economic development projects.
• Lobby the Washington State Congressional delegation and other federal officials as
necessary to pursue federal grants and initiatives, including various federal
infrastructure packages: 1) for a road and/or bridge projects related to the Lewis Street
Overpass Project; 2) for downtown Pasco redevelopment; 3) authorization and
potential funding for lowering Pasco Levee 12-2 as the final link in the Sacajawca
Heritage River Trail; 4) widening of Argent Road at the Tri -Cities Airport; 5) upgrades
to the City's Food Process Water Reuse Facility; 6) raising the federal cap on Passenger
Facility Charges and changes to FAA that allow for more local control in the use of
these charges.
• Identify track and lobby for federal grants and initiatives that benefit the City of Pasco,
including any and all federal grants and initiatives developed by the new
Administration and 11 Yh Congress.
• Provide in-house grants coordinator to assist the City in identifying federal grants and
initiatives and collaborate on developing a comprehensive strategy to navigate the
process and secure funding or other positive outcomes from identified federal grants
and initiatives.
• Work as a liaison between the City of Pasco and federal officials, Members of
Congress, congressional staff and Administration representatives to impact policy
issues and projects important to the City.
• Assist in organizing meetings for City of Pasco officials, local community, and
business leaders to support the congressional requests and provide the City of Pasco
with monthly reports and updates on effort, status and progress.
• Work with local, regional, state, and federal organizations and entities with common
interests to the City of Paseo and its partners on federal grants and initiatives that are
mutually beneficial to all parties.

• Periodically meet in-person with City of Pasco officials to discuss issues, projects and
the status of the City's federal program.
• Coordinate a trip for City officials to travel to Washington, DC to lobby Congress and
the new Administration on the City's federal agenda. Consultant would help develop
the scope of this trip in coordination with the City, creating materials, providing talking
points, and setting up all meetings.
SECTION 2. Part "D Term of Agreement" of ATTACHMENT "A" is hereby deleted in
its entirety.
SECTION 3. All other provisions of the AGREEMENT and ATTACHMENT "A" shall
remain as originally written.
