HomeMy WebLinkAbout2016.09.06 Council MinutesMINUTES REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 6, 2016 CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Matt Watkins, Mayor. ROLL CALL: Councilmembers present: Rebecca Francik, Robert Hoffmann, Tom Larsen, Saul Martinez, Matt Watkins and Al Yenney. Staff present: Dave Zabell, City Manager; Stan Strebel, Deputy City Manager; Leland Kerr, City Attorney; Richard Terway, Administrative & Community Services Director; Rick White, Community & Economic Development Director; Richa Sigdel, Finance Director; Bob Metzger, Police Chief, Bob Gear, Fire Chief; Dan Ford, City Engineer; John Millan, Public Works Superintendent and Mary Heather Ames, Sr. Civil Engineer. The meeting was opened with the Pledge of Allegiance. Mayor Watkins introduced Ms. Mendoza who will be acting as Spanish interpreter. CONSENT AGENDA: Approval of Minutes To approve the Minutes of the Pasco City Council Meeting dated August 15, 2016. Bills and Communications To approve claims in the total amount of $3,200,929.28 ($2,131,328.68 in Check Nos. 211431-211777; $1,069,600.60 in Electronic Transfer Nos. 811674-811731, 811740-811741, 811743-811789, 811792-811938, 811940- 812079; $79,719.05 in Check Nos. 49652-49735; $644,644.81 in Electronic Transfer Nos. 30097770-30098271; $4,000.00 in Electronic Transfer No. 286- 287). Citywide Traffic Signals - Professional Services Agreement Amendment No. 2 - DKS Associates To approve Professional Services Agreement Amendment No. 2 with DKS Associates and, further, authorize the City Manager to execute the agreement. Reappointment to Regional Public Facilities District Board of Directors To reappoint Matt Watkins to the Board of Directors of the Tri -Cities Regional Public Facilities District, term to expire October 1, 2019. Development of a Complete Streets Policy To approve Resolution No. 3725, adopting a Complete Streets Policy within the City of Pasco, Washington. Final Acceptance: Butterfield WTP South Basin Drain Bypass Improvement Project Page 1 of 4 MINUTES REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 6, 2016 To approve Resolution No. 3726, accepting work performed by Ray Poland & Sons, Inc., under contract for the Butterfield Water Treatment Plant Drainage Bypass Improvement Project. Accept Work Highland Park Upgrades To approve Resolution No. 3727, accepting the work performed by Musco Sports Lighting LLC, AllPlay Systems LLC and Almond & Sons Asphalt LLC, under contract for work performed on the Highland Park Football Field Upgrade Project. MOTION: Ms. Francik moved to approve the Consent Agenda as read. Mr. Yenney seconded. Motion carried by unanimous Roll Call vote. PROCLAMATIONS AND ACKNOWLEDGEMENTS: Presentation of Proclamation for United Way's "Attendance Awareness Month" September 2016 Mayor Matt Watkins presented a Proclamation to Bruce Hawkins, Attendance Matters Champion, proclaiming September 2016, "Attendance Awareness Month." Yard and Business of the Month Awards Mayor Watkins presented Certificates of Appreciation for August 2016 "Yard of the Month" and "Business Appearance of the Month" to: • Raul & Maria Calderon, 228 N. Elm Avenue • Paula Ochoa, 4021 W. Irving Street • Gail & Lyndsey Todd, 4914 Desert Plateau Drive • Maid & Sabira Velicanin, 8820 W. Court Street • Collegium Cafe, 3525 E. A Street VISITORS - OTHER THAN AGENDA ITEMS: Gabriel Portugal, 804 Road 52, noted he is impressed with the systems of voting presented by Pedro Hernandez. Michael Morales, on behalf of the DPDA, reminded everyone the Fiery Foods Festival is this Saturday. REPORTS FROM COMMITTEES AND/OR OFFICERS: Mr. Martinez reported on the Joint Park Board Meeting. Mr. Hoffmann reported on the Union Gospel Mission's Graduation program. HEARINGS AND COUNCIL ACTION ON ORDINANCES AND RESOLUTIONS RELATING THERETO: Alternative City Council Voting System Public Hearing Council and staff discussed the details of the Voting System options. Mayor Watkins declared the Public Hearing open to consider alternative City Council Voting Systems. Page 2 of 4 MINUTES REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 6, 2016 Jeff Hendler, 3020 Road 61, spoke in favor of a 5-2 district system. Felix Vargas, 500 Road 64, spoke in favor of the 7 district system. Eileen Crawford, 4506 Yuma Dr., spoke in favor of the 7 district system. Dave Cortinas, Road 105, spoke in favor of the 7 district system. Pedro Hernandez, Deputy Director of Fair Vote California, presented Council with some voting system options. Gabriel Portugal, 804 Road 52, thanked Council for considering Mr. Hernandez's statements. Tom Kidwell, 2500 W. Court St., is in favor of a 5-2 district system. Joe Cruz, 10109 W. Argent Rd., is in favor of a 5-2 district system. La Rond Baker, representing the ACLU of Washington, thanked Council for their efforts. Nicolas Zavala, 4840 Sirocco Dr., spoke in favor of the 7 district system. Following three calls for comments, Mayor Watkins declared the Public Hearing closed. No action was taken. Council will consider this item at the September 19th meeting. ORDINANCES AND RESOLUTIONS NOT RELATING TO HEARINGS: Land Use and Permitting Fees Council and staff discussed the details of the proposed ordinance. MOTION: Ms. Francik moved to adopt Ordinance No. 4313, revising Land Use and Permitting Fees and Repealing Appendix A of Title 25 and Repealing Section 26.52 of the Pasco Municipal Code, and further, authorize publication by summary only. Mr. Martinez seconded. Motion carried 5-1. No - Francik. Special Permit: CBC Student Housing (MF# SP 2016-008) Council and staff discussed the details of the proposed resolution. MOTION: Ms. Francik moved to approve Resolution No. 3728, approving a special permit for the location of Columbia Basin College student housing located on Lot 2 of Binding Site Plan 2016-04, as recommended by the Planning Commission. Mr. Martinez seconded. Motion carried unanimously. NEW BUSINESS: Vacancy on City Council Council and staff discussed the details of this issue. MOTION: Ms. Francik moved to direct staff to provide notice and begin acceptance of applications from citizens residing in District 4, for consideration of appointment to the City Council. Mr. Yenney seconded. Motion carried unanimously. MISCELLANEOUS DISCUSSION: Mr. Yenney commented on the Attendance Matters program. Page 3 of 4 MINUTES REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 6, 2016 Mr. Zabell commented on the Tierra Vida Park dedication, upcoming Fiery Foods Festival, upcoming 2017-2022 CIP Budget meeting, the Lane Striping project, Water Flushing project, and the Fire Master Plan. He also noted the Fire Department Administration and Franklin County Emergency Management have moved into the Wagenaar Center building on Ainsworth Ave. Mr. Martinez reported on the lane striping on Road 68 and noted the All Senior Picnic is September 15th. Mayor Watkins commented on events to be held at the upcoming Fiery Foods Festival.
