HomeMy WebLinkAboutMurray Smith & Assoc Columbia Water Supply Projectf AMENDMENT NUMBER 2 to ORIGINAL PROFESSIONAL SERVICES AGREEMENT WHEREAS, the City and Murray Smith & Associates, Inc., entered into a Professional Services Agreement on December 19, 2011 to provide engineering services with respect to Columbia Water Supply project. NOW, THEREFORE, this agreement is amended to allow Murray Smith & Associates, Inc. to provide additional engineering services as described on Exhibit A. Scone of Work: Additional construction phase services for Harris Road Irrigation and Booster Pump Station and Piping, and additional design phase services for Intake Structure and Pumping Station Facility. 2. Kerr, City Attorney AMENDMENT NO.2 TO AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES FOR COLUMBIA WATER SUPPLY PROJECT FOR CITY OF PASCO THIS AMENDMENT, dated theAld day of IllrAgmt e� , 2014, modifies the agreement and contract made and entered into at Pasco, Washington, dated December 19, 2011 by and between CITY OF PASCO, hereinafter called the "City" and MURRAY, SMITH & ASSOCIATES, INC. hereinafter called the "Consultant', and provides for engineering services for Phase D — Additional Construction Phase Services for Harris Road Irrigation and Booster Pump Station and Piping, and Additional Design Phase Services for Intake Structure and Pumping Station Facility. This amendment is hereby made a part of the above referenced agreement to the same extent as though it was originally included therein. The agreement is hereby amended as follows: Item No. 1 On page 1, following the first sentence of paragraph 1 — Scope of Work, ADD the following words: "The scope of work shall also include all services and material necessary to accomplish work mentioned in accordance with EXHIBIT D Additional Construction Phase Services for Harris Road Irrigation and Booster Pump Station and Piping, and Additional Design Phase Services for Intake Structure and Pumping Station Facility." Item No. 2 On page 2, in subparagraph A of paragraph 3 — Payments, REPLACE the first sentence with the following words: "Payment for work accomplished under the terms of this Agreement shall be on a LUMP SUM basis as set forth on the fee schedules found in EXHIBIT A, EXHIBIT B, EXHIBIT C and Exhibit D provided, in no event shall the payment for all work performed pursuant to this Agreement exceed the sum of $670,509.00, without prior approval from the City." October 14, 2014 PROJECT BACKGROUND The City of Pasco (City) and MURRAY, SMITH & ASSOCIATES, INC. (Consultant) entered into an agreement and contract, dated December 19, 2011, for the Columbia Water Supply Project. Under that Contact, the Consultant shall provide design, bidding and construction phase services for the Hams Road Irrigation Booster Pump Station and Piping project (CIP #C1 -11 -14 -IRR) and provide permitting and design services for the Intake Structure and Pumping Station Facility project (CIP #C1-11-05-WTR). Harris Road Irrigation Booster Pump Station and Piping (CIP #C1 -11 -14 -IRR) Proposed Work Program — Additional Construction Phase Services SCOPE OF WORK TASK 5 — ADDITIONAL CONSTRUCTION PHASE SERVICES MSA will provide additional construction phase services to assist the City with completion of the project construction phase. Proposed work tasks are described below in line with the Task descriptions defined under the Contract. Task 5.1— Additional Project Management Assistance: Work under this task includes coordination of construction management work with City staff, in-house staff, design engineers, subconsultants, and construction contractors. Work includes assistance with review of monthly progress reports and invoices, project schedules, construction related communications for the extended construction completion time. Up to 6 hours of additional staff time is allocated to this subtask. Task 5.4 — Additional Shop Drawing and Submittal Reviews: Provide additional submittal review services related to pump station equipment re -submittals, contractor design modifications to the pump station foundation and power transfer switch, and revised pipe tie-in on Court Street related to unknown condition of existing utility alignments. Review and process technical submittals. Consider and evaluate alternatives or substitutions proposed by the contractor. Up to 42 hours of additional staff time is allocated to this subtask. Task 5.6 — Additional Testing and Start -Up: Under this task, additional assistance will be provided in the start-up and testing for all new facilities. MSA will assist coordination with the contractor and the City to help facilitate the testing and start-up, and resolve any remaining construction related issues. Up to 16 hours of additional staff time is allocated for this subtask. Murray, Smith, October 2914 of Pasco Columbia Water Supply Project EXHIBIT D Intake Structure and Pumping Station Facility (CIP #C1-11-05-WTR) Proposed Work Program — Pump Station Instrumentation and Controls Design SCOPE OF WORK This project involves the design of a new raw water intake, pumping facility and raw water pipeline to serve the City's existing West Pasco Water Treatment Plant (WPWTP). The scope and fee estimate for that design was based on the assumption that Instrumentation and Control (I&C) designs would be provided by S&B, Inc., for inclusion in the construction documents at no cost, with the understanding that S&B, Inc. would be identified in contract documents as the City's selected system integrator, without exception. It was assumed that S&B, Inc. would coordinate I&C designs with the design team's electrical engineering subconsultant, R&W Engineering, Inc. The City has subsequently asked the design team to provide the I&C design under Phase II — Design and Construction Permitting, Task 4 — Design Services with the intention that the system integrator services will be procured as an open, competitive component of the construction contract. PHASE 2 — DESIGN AND CONSTRUCTION PERMITTING Task 4.1— Instrumentation and Controls Design Services: The MSA team will prepare Instrumentation and Control (I&C) designs for the pump station. Work includes: a) Gathering and reviewing the existing WPWTP control system information necessary for design of new intake pump station control system to ensure system compatibility. b) Coordination with the City regarding the required field information to ensure integration with the existing controls and control system. c) Design for control in the initial construction of two (2) 250 -hp variable speed motors for raw water pumping and one constant speed fractional horsepower motor for raw water sample pumping, with the I&C system expandable to include three (3) additional 250 -hp variable speed motors for raw water pumping in the future. d) Preparation of interconnection diagrams for the control equipment and for the air burst screen cleaning package system equipment, schematic drawings, panel elevations for the new pump station control panel, and details in accordance with the existing WPWTP control design and City preferences. e) Preparation of specifications for all sensors and instrumentation devices required for integration of the control system, including pressure sensors, flow meters, and other related instrumentation devices. October 2014 of Pasco Columbia Water Supply Project 2 EXHIBIT D f) Design of communications between the existing WPWTP and the new intake pump station control panel. g) Preparation of the following instrumentation drawings to the 90% design level: 1) Legends and abbreviations 2) Interconnection Diagrams 3) Communications Block Diagrams 4) Intake Station Control Panel Schematics 5) Modified WTP Control Panel Schematics 6) Intake Station Control Panel Elevations and Details 7) Miscellaneous Details h) Preparation, to the 90% design level, of control system technical specifications including a functional description of the new intake system operations and communications with the existing WPWTP control system. Functional description shall include existing WPWTP control system modifications including monitoring and control of the new intake pump station and modification of the existing intake pump system controls that are to be repurposed as irrigation system pumps. Functional description shall also include a description of operation and integration of the package air burst screen cleaning system. i) Submittal of the 90% I&C design for City review j) Incorporation of City review comments into the final I&C design and incorporation of the final I&C design into the bid documents for the Intake Structure and Pumping Station Facility. Design Assumptions a) All required existing control systems information shall be provided by the City. b) Communications between the existing water plant and the new intake pump station shall be via fiber optic cable that will connect to the existing water plant network infrastructure via fiber optic to Ethernet gateways. c) The City shall assist the Design Team by verifying the existing fiber optic infrastructure and the requirements for integrating the new intake station into the existing communications network. d) Background drawings for any existing facilities that require depiction in drawings to effect required modifications will be provided electronically in a format that is compatible with AutoCAD.
