Description: FAILURE TO SCHEDULE AND COMPLETE THE FINAL INSPECTION FOR THIS FENCE. IRC
R109.1.6
Violation:
A passing final inspection has not been completed for this building project.
Corrective Action:
Stop all construction on this project until a City of Pasco building permit has been secured. Contact the building department at
(509) 543-5726.
Description: EXCESS # OF DOGS AT THIS SITE OVER THREE. PMC 25.28.030 (5) (R-1 Zone)
(1) Violation:
More than three dogs and/or three cats being kept on this property.
(2) Corrective Action:
All excess dogs and cats (7 months old and older) must be removed from the property.

Description: Glass in fire extinguisher cabinets is not secured in the cabinet and/or broken. IPMC 304.13.1
(1) Violation:
Windows have cracks, holes or are completely broken out.
(2) Corrective Action:
Repair or replace all damaged or destroyed windows.
Description: Door jambs are broken at the strike plate, doors cannot be proprely or tightly secured. Verify all doors
are able to be tightly secured and the door jambs are in good condition. IPMC 304.15
(1) Violation:
Exterior door, door assembly or hardware is in bad condition or locks on entry doors are not secure.
(2) Corrective Action:
Repair exterior door, door assembly, or hardware and/or locks on entry doors where there are defects.

(1) Violation:
The interior structure or equipment therein in not in good repair, is structurally unsound, or is in an unsanitary condition .
(2) Corrective Action:
Clean and sanitize the interior of the structure and/or equipment therein and maintain in a clean and sa nitary condition.

Description: Appears to be mold and/or mildew on bathroom walls and ceilings and water leak/damage to ceiling in
living area. IPMC 305.3
(1) Violation:
Interior surfaces (i.e. windows, doors, floors, ceilings, etc.) are unsanitary or damaged.
(2) Corrective Action:
Clean and sanitize all interior surfaces and/or repair peeling, chipping, flaking or abraded paint. Cracked or loose plaster,
decayed wood and other defective surface conditions need to be repaired. Surfaces which cannot be repaired must be
replaced.

Description: Broken and/or loose tiles on bathroom floors and damaged carpet, not in sound condition, in rooms and
common area halls and stairs. IPMC 305.4
(1) Violation:
The stairs, ramp, landing, porch, deck, and/or other walking surface is damaged or in disrepair.
(2) Corrective Action:
Repair stairs, ramp, landing, porch, deck, and/or other walking surface that is in bad condition or needs repair.
Description: Bathroom ventilation fans are inoperable (no windows present for alternate ventilation). IPMC 403.2
(1) Violation:
No operable fan or openable window in bathroom as required.

(2) Corrective Action:
Repair or install an approved mechanical ventilation system or an openable window (installation of windows and mechanical
ventilation systems require a City of Pasco building permit).
Description: No heat source in bathroom (heat lamps are missing or inoperable). IPMC 602.3
(1) Violation:
Allowing occupancy of a dwelling or sleeping unit without adequate heat in all habitable rooms.
(2) Corrective Action:
Install or repair heating system so as to supply adequate heat to all habitable rooms, bathrooms, and toilet rooms.
Description: Outlets are broken and/or not properly secured. IPMC 605.1
Violation:
Failure to maintain electrical equipment, wiring and appliances in a safe and approved manner.
Corrective Action:
Repair or replace any defective electrical equipment, wiring and/or appliances which are not maintained in a safe and
approved manner.

Description: Outlets and missing required faceplate covers. IPMC 605.2
(1) Violation:
Receptacles do have the required faceplate covers for the locations.
(2) Corrective Action:
Install appropriate/required outlet receptacle covers for the location.
Description: Smoke detectors throughout sleeping rooms are missing or inoperable. Verify smoke detectors are
operable in ALL sleeping rooms/units. Smoke detector on West End Stair wall is inoperable. IPMC 704.2
(1) Violation:
Failure to provide smoke detector in all required habitable areas.
(2) Corrective Action:
Install smoke detector in all habitable spaces as required: outside of each separate sleeping area in the immediate vicinity of
bedrooms, in each bedroom and in each story within the dwelling unit including basement.
Description: Seal areas where plumbing fixtures meet with the wall or the floor (toilet base and tub/shower at floor).
IRC P2705.1 (3)
1) Violation: Fixtures are not properly sealed to remain watertight.
2) Corrective Action: Where fixtures come in contact with walls and floors the contact area shall be water tight with an
approved material which prevents water penetration.
Description: The City of Pasco business license for 2016 is on hold due to the "Loyalty Inn" hotel not being properly
licensed with the Washington State Department of Health - Transient Accomodations. License Expired 6/14/2015.
PMC 5.04.020
(1) Violation:

Engaging in business within the City of Pasco without a required City of Pasco business license.
(2) Corrective Action:
Apply for a City of Pasco business license. Discontinue ALL business activities until such time as a business license can be
obtained. Please call the City Clerk's office at (509) 545-3402 for information on licensing requirements or to view
requirements online at http://www.pasco-wa.gov/index.aspx?nid=192.
Description: Hotel License application needs to be updated with the correct business name and number of hotel
rooms. PMC 5.04.052
1) Violation: Any applicant for a business license shall be responsible for the accuracy of the information given and the
statements made on the application form. In the event information provided on the application becomes incorrect or
inaccurate for any reason after issuance of a license by the city, the applicant is personally responsible to file an amended
application containing the correct information with the city clerk.
2) Corrective Action: Provide accurate information on the business license application, update information on existing
application.
Description: Washington State Department of Health - Transient Accomodations license for the "Loyalty Inn" hotel
#TA.FS.00001393 expired 6/14/2015. Business owner has failed to comply with state requirements for licensing a
hotel and therefore is not in compliance with City of Pasco requirements for licensing. PMC 5.04.057 (A)
(1) Violation:
Applicant/licensee has failed to ascertain and comply with all laws and regulations applicable to his/her/their licensed
business.
(2) Corrective Action:
Ascertain and comply with all laws and regulations applicable to the licensed business.
Description: Graffiti in common area hallways and rooms. PMC 9.85.050 (1) (2)
(1) Violation:
Permitting graffiti to remain unabated on any portion of any property.
(2) Corrective Action:
Remove or paint over all graffiti until it is no longer visible. Maintain property free from graffiti.

Description: Failure to maintain dust control on this vacant lot. Dust from this location is migrating and
accumulating in the street and neighboring yards. (REPEAT) PMC 9.56.030, 9.56.040
(1) Violation:
Allowing blowing (fugitive) dust to leave the property.
(2) Corrective Action:
Treat all exposed and/or disturbed soils with an approved dust control treatment (i.e. hydro seed, mulch, landscaping,
sprinkler, etc.) to prevent blowing dust from leaving the property.
Immediately provide dust control on this site. Dust control must be maintained at all times on all sites by application of a dust
control treatment, sprinklers or water truck.
Description: Concrete debris on this vacant lot. PMC 9.60.030 (6)
(1) Violation:
Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or
otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on
areas of the property other than approved garbage containers.
(2) Corrective Action:
Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property.

(1) Violation:
Weeds, noxious weeds, grass, and other vegetation which constitutes a fire hazard, encroaches on sidewalks or neighboring
properties, is damaging public improvements, impairs the vision of traffic signs or signals, and/or has reached a height of
twelve inches (12").
(2) Corrective Action:
Eradicate weeds by chemicals, cutting or other acceptable means so that they do not exceed twelve inches (12"), encroach on
neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by the root must be removed from the
property and lawfully disposed of.

Description: BEES CAUSING A NUISANCE CONDITION. PMC 9.60.030 (2)
(1) Violation: HIVES AGAINST TWO FENCES.
Keeping of rabbits, chickens, goats, pigs, bees, mules, horses, mink, dogs, cats, muskrats, or any other animals within the c ity
that create offensive smells, noises and conditions in the area they are kept.
(2) Corrective Action:
Any animal violating the provisions of this ordinance must be removed from the property.
