OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO & FRANKLIN COUNTY
January 28,2016
The Commissioners of the Authority met in regular session at the Housing Authority of the
City of Pasco & Franklin County's (HACFPC) administration office, 2505 W. Lewis Street,
Pasco, Washington on January 28,2016.
I. CALL TO ORDER
The meeting was called to order at 4:00 p.m.
2. COMISSIONER ROLL CALL
Upon roll call, those present were as follows:
Present: Bishop (arrived at 4:05 p.m.), Clark, Dukelow, QuintanillaAbsent: Garcia
Ms. Dukelow motioned to excuse Mr. Garcia from the meeting due to illness. Ms. Clark
seconded it and the motion passed, 3 ayes, 0 nays.

Present: Andy Anderson, Executive Director
Kathy Jones, Chief Financial Officer
Brett Sanders, Director of Maintenance/Capital Fund
Adella Salinas, Director of Housing Services
Scott Moore, Security Specialist/HQS Inspector

3. APPROVAL OF AGENDA:
Ms. Dukelow made a motion to approve the agenda as presented. Ms. Clark seconded the
motion and it passed unanimously, 3 ayes, 0 nays.
4. CONSENT AGENDA
Ms. Quintanilla asked about a Section 8 landlord who hasn't cashed checks. Ms. Jones said
she must wait 2 years before it can be submitted to the state as unclaimed property.
Ms. Quintanilla asked why Section 8 HAP (Housing Assistance Payments) are made to
HACPFC. Those monies are poymentfor Section 8 participants living in HACPFC owned units.
On the financials page for AMP 3, the word "and" at the bottom of the report had to be removed.

After the above items were addressed, the consent agenda was approved as submitted.
Included were the minutes of the special meeting of November 15, 2015, and the checks
listings - Bank of the West General Operating Account checks for the month of November
2015 numbered 56157-56370 totaling $509,470. Bank of the West General Operating
Account checks for the month of December 2015 numbered 56371-56610 totaling
$283,009, Bank of the West Petty Cash checks numbered 1754 totaling $174, and Bank
of the West Security Deposit Fund checks numbered 1246-1248 totaling $321. Also,
approval of bad debt write offs for rent, utility billing, and miscellaneous in the amount of
$3,845.75 and, of that amount, $3,845.75 will be turned over for collection plus the
collection processing fees.
Ms. Quintanilla asked why the name "Varney Court" had been chosen for the 4th and Pearl
Project. Mr. Anderson explained that Varney Airlines was the first airline based at the
Pasco airport which is near the site of the development. Ms. Quintanilla suggested that
photographs from Vamey Airlines be placed in the Varney Court Community Center.
STAFF REPORTS
(a) Executive (Mr. Anderson)
o Connell Project
o Received $2,000,000 Award from the Housing Trust Fund for the Connell
Project.
o Washington Housing Finance Commission applicationfor 9o/o Low Income
Housing Tax Credits (LIHTC) allocation was submitted on ll22l16.
The annual Section 3 report was submitted.
Entered into a Memorandum of Understanding (MOU) with Kennewick Housing
Authority (KHA) to provide third party HQS (Housing Quality Standards)
inspections and Rent Reasonableness determinations.
Entered into an MOU with Spokane Housing Authority (SHA) to provide HQS
inspections within Pasco and Franklin County for DSHS's (Department of Social
and Health Services) Housing Bridge Program for Seniors in Region 1 (all of
Eastern Washington).
Began annual PHA (Public Housing Authority) Plan preparation.
o The plan will be available for public perusal on February 15.
o The Resident Advisory Board (RAB) meeting to discuss the plan will be
held on March 16, at2 p.m.
o The public meeting to discuss the plan will be held in conjunction with the
regular March board meeting on the 31't. The plan will be on the agenda
for adoption at the meeting.
(b) Finance (Ms. Jones)
o Varney Court - finishing up the audit and working on the 2015 tax return.
. Cascade Management (Varney Court) has completed its report for the Department
of Commerce and the City of Pasco.
o Reports for Cullum House and the Local units have been submitted to the
Department of Commerce.

1099s and W-2s have been completed and sent.
SAo (State Auditor's office) Auditors will be on site next week. They will be
looking at our financial statements, Section 8 files and the Capital Fund Program.
The Public Housing operating subsidy submission is due next month.
(c) Maintenance and Capital Fund (Mr. Sanders)o Agate Street Plumbing Project
o The first two units are complete.
o New cabinets have been/will be installed in the units, as well.o Web Site Design Project
o Only 1 vendor responded to the first RFP.
o New RFPs go out next week.
o Various contractors have stated that HUDs procurement paperwork is
cumbersome and difficult to complete.o Laundry contract was renewed last week.o High Rise
o Plan to expand the high-rise surveillance system to include cameras on all
floors. Cameras aheady exist on the ground floor. Plan to activate the
camera in the Riverside Building lobby also.o Front entry door system needs to be upgraded.o Cullum House
o Campbell and Company will install vents in the basement so there is more
fresh air access into the areato alleviate potential mold issues.o Currently accepting r6sum6's for our open Maintenance Mechanic position.

(e) Security (Mr. Moore)
o Issued two 3-day termination notices and one 30-day Termination in the past few
weeks. Two of those terminations were for drug activity and both were High Rise
residents with possible gang affiliations. The other 3-day was for a resident in our
local apartments who allowed her boyfriend back in her unit who was arrested in
October 2015 for gang and drug activity and trespassed from HACPFC property.
He brought other alleged gang members into the unit, as well. The tenant is due out
by midnight tonight.
o Have been in touch with previous tenant council members and have received
commitments from 2 of them regarding re-formation of the council.

OLD BUSINESS
(a) Strategic Planning Proposal
o Ms. Quintanilla asked to see an example of the consultant's finished projects and
questioned whether or not the board wants to spend that much money ($17,000) on
such an endeavor.
o Mr. Bishop requested that staff submit to the board their hopes and expectations for
the outcome of a Strategic Plan.
