HomeMy WebLinkAboutRobert Gear - Supplemental Employment Agreement - Retirement Deferral4/ SUPPLEMENTAL EMPLOYMENT AGREEMENT (Retirement Deferral) THIS SUPPLEMENTAL EMPLOYMENT AGREEMENT is entered into this tp day of 2016, between the City of Pasco, a Washington Municipal Corporation, hereinafter referred to as "City", and Robert Gear, Fire Chief for the Pasco Fire Department, hereinafter referred to as "Chief." WHEREAS, this Supplemental Employment Agreement is supplementary to that Letter Agreement of Employment dated November 13, 2008, wherein the Chief accepted employment as the Fire Chief for the City of Pasco, and provided by its terms, conditions of employment; and WHEREAS, the City is presently engaged in the planning and eventual design and construction of an additional fire station, several long-range planning efforts, as well as the reorganization of the Fire Department and reallocation of resources which, due to experience, training and familiarity with these projects, the Chief provides a significant value to the City, and WHEREAS, the Chief may be eligible for, and desirous of, retirement from the service during the term of this Agreement and prior to the completion of these essential projects; and WHEREAS, it is determined in the best interest of the City that the City, based upon adequate consideration, to seek the deferral of the Chief's eligibility for retirement until the completion or further development of the pending projects. NOW, THEREFORE, IN CONSIDERATION OF THE MUTUAL COVENANTS CONTAINED HEREIN, the Parties agree as follows: 1. Deferral of Retirement. Chief hereby agrees to defer his planned retirement from the City of Pasco for the purpose of accomplishing the goals identified above during the term of this Agreement. 2. Term of Aureement. This Agreement shall commence on the date of execution, and terminate on�day of March 2017, unless earlier terminated as provided below. 3. Compensation. As additional compensation, the City shall pay to the Chief the following: 3.1 Compensation. The Chief's base monthly salary shall be increased to $11,600 commencing on the first day of January, 2016, during the term on this Agreement. In the event management employees are afforded a cost of living increase for 2017, the Chief will be entitled to the same cost of living increase. Supplemental Employment Agreement Robert Gear - 1 4. Additional Duties. Chief shall provide management and supervision over the following ongoing projects during the term of this Agreement: 4.1 Guide the Fire and Emergency Medical Master plan to completion. 4.2 Develop and implement strategies to achieve Community IV rating. 4.3 Develop strategies to improve emergency response times to Riverview and Broadmoor areas, including possible use and staffing plan for the old FCFD No. 3 station on Road 48. Develop a four and five station model. 4.4 Remodel of Oregon Street Station to add additional bed space needed due to increased staffing. 4.5 Evaluate and coordinate relocation of emergency management and possible fire administration to the Reserve Center Facility. 4.6 Assist in negotiations per IAFF Labor Agreement (leading the language discussion pertaining to working conditions). 4.7 Provide technical assistance and leadership on the PSAP consolidation effort. 4.8 Implement the Water Rescue Program. 4.9 Development of initial stages of community paramedic program due to ACA changes. 4.10 Implementation of GEMT and review and, where possible, revising the monthly ambulance utility billing to be more reflective of demand on utility. 4.11 Lead effort to standardize active shooter program with other Tri -City area law enforcement and fire agencies with the program in place between Pasco Police Department and Pasco Fire Department. 4.12 Expand the public education program. 4.13 Realign the current station bidding process to result in employees assigned to stations that have the need for their skills. 5. Early Termination. Other than upon the death, disability, or determination of ineligibility, this Agreement may not be terminated without the mutual agreement of the parties. 6. Remaining Terms. All remaining terms contained in the Letter of Agreement dated November 13, 2008; and such additional addendums and applicable employment Supplemental Employment Agreement Robert Gear - 2 conditions imposed by Ordinance, law, or regulation, not inconsistent with the provision of this Agreement, shall remain in full force and effect.
