IV. HISTORY AND FACTS BRIEF:
The City and Mid -Columbia Library District (MCL) have had a contractural agreement
for library services for many years. The current agreement, which runs for 10 years
from January 2011, provided for MCL to develop and maintain a West Pasco branch,
which was operation, per the agreement, in 2013. The agreement also provides for a
payment schedule where the City's annual fee is tied to changes in MCL's annual levy
(as opposed to solely the City's change in assessed value).
At the request of MCL, the agreement includes language which states: "During the
term of the Agreement, but not later than 2016, upon the written request of either party,
the parties agree to meet and evaluate, in good faith, the potential annexation of the
City into the District."
V. DISCUSSION:
Kyle Cox, Executive Director of MCL will be at the meeting to present the District's
intent in opening annexation discussion. Staff has scheduled a follow-up meeting with
District staff to continue discussions following the direction received from Council.

On behalf of Mid -Columbia Libraries Board of Trustees, I would like to extend an invitation to
begin dialog on, including meeting and evaluating, the possibility of the City of Pasco annexing
into the Mid -Columbia Library District, per Article XIV of the Interlocal Cooperation Agreement.
I recognize this is a nuanced issue which would affect both the city and the library district and
will require time for reflection and deliberation.
Since the signing of the Interlocal Cooperation Agreement in 2010, Mid -Columbia Libraries has
made major investments into serving the residents of 'Pasco. This includes $483,280 in capital
investments in 2012 in opening the West Pasco Branch, $139,300 in capital investments
remodeling the Pasco Branch in 2013, as well as the additional costs of leasing, staffing,
supplying, and stocking the West Pasco Branch which, in 2015, was $621,472 in direct
expenses. Mid -Columbia Libraries has made this investment in good faith and in commitment
to providing the residents of Pasco with excellent services.
I and my staff are eager to provide any information which would be helpful to the City Council
and City staff. We look forward to hearing from the City.

III. FISCAL IMPACT:
The requested funding ($5,000) is available within the current 2016 General Fund
Operating Budget.
IV. HISTORY AND FACTS BRIEF:
The Downtown Pasco Development Authority (DPDA) is in full swing planning for
the upcoming Cinco de Mayo festival. The attached request from DPDA outlines a
request that the City provide $5,000 funding as sponsorship for the annual Cinco de
Mayo Parade.
V. DISCUSSION:
The Council approved a recommendation of the Lodging Tax Advisory Committee for
$5,000 in lodging tax funds to be allocated to DPDA in 2016 for marketing and
promotion of DPDA's signature events, including Cinco de Mayo and Fiery Foods.
The current request is in addition to the lodging tax request, and if approved, will come
from the City's general fund.

The Cinco de Mayo planning committee is a sub -group of the Downtown Pasco Development
Authority's Promotion Committee. The planning committee has met weekly beginning in early
January reviewing the past event success, challenges and what options are available to assist in
providing a community wide success that speaks to the mission of the DPDA.
Despite current budgetary complications, the committee has created opportunities within the event
structure for revenue generation. The committee has already secured a few media sponsorships that
will be able to help promote to a wide array of community members of various backgrounds and
ethnicities. This has already benefited he event by spurring sponsorships from local businesses and
organizations.
One of the key community components of the annual event is the Cinco de Mayo Parade. This year
we are working with various committed individuals from the community which will without a doubt
be a great resource for an exciting parade.
We are humbly requesting $5,000 from the City of Pasco for sponsorship of the 2016 Parade to
assist us with the parade program development.
This will help us in continuing to plan a successful event that not only downtown but the entire City
of Pasco can be proud of. The committee's commitment to the DPDAs goals main strong and we are
very appreciative of the support from the City. We have operated our meetings with this goal in
mind: "We learn from each other, when we spend time with each other."

Expenditures in proportion to the approved line item in the 2016 adopted Budget
($275,000).
IV. HISTORY AND FACTS BRIEF:
In February of 2015 the City and the major property owner in the Broadmoor area
approved a letter of agreement that will transfer 5 acres of property within this area to
the City for municipal uses (fire stations, community centers, parks...) as "payment" for
the City's lead in undertaking planning and marketing efforts for his particular
property.
Staff has worked in close coordination with design and marketing professionals on this
approach and has met with a measure of success in establishing this area as a promising
location for commercial and residential development.
At the January 25, 2016 Workshop, Council heard a presentation from the City's
professional consultant on the efforts with master planning, marketing and preparing
the larger Broadmoor Area for "permit ready" status.
These efforts involve managing concurrent activities including:

-Establishing land use designation and locations in close coordination with
Council Goals and economic factors;
-Establishing "on the ground" locations for infrastructure (roads, utilities and
public land uses);
-Providing certainty to the development community on product expectations and
return on investment;
-Accomplishing environmental review and clearance; and
-Providing a systematic and comprehensive approach to developing a large and
valuable community asset.
V. DISCUSSION:
The City's adopted 2016 Budget contains funding for the next level of planning,
marketing and permit preparation for this larger Broadmoor Area that is necessary to
establish it as a preferred location for community and regional development
The Broadmoor area provides the best location in Pasco for regional commercial
development. It contains several distinctively marketable commercial and residential
properties. The site possesses superior views to the south, east and west, has ease of
access and is recognized for its development potential.
Continuing planning, implementing utility improvements and marketing for this area
is important and necessary to realize the area's development potential. The Planned
Action SEPA process, which will accomplish environmental clearance is seen as a
critical step the City can proactively undertake.
As Pasco continues its west and northwestward growth pattern, the City will need to
establish community services in the Broadmoor area. These services will require
appropriate locations for a range services such as fire stations, community centers and
parks. The February 2015 letter of agreement with the major landowner in this area
provides the framework for location of these services to occur in this area.
