Description of Work
Professional services to include additional stormwater, traffic, and roadway design to incorporate Lewis St. design
into project. Additional design to provide separated sidewalks and to accommodate 4 -leg signalized intersection at
Ainsworth. Additional illumination design to accommodate revisions to PUD standards. Additional ROW
services to develop legal descriptions. Limited Bid and construction phase services.
The Local Agency of City of Pasco, WA
desires to supplement the agreement entered into with CH2M HILL, INC.
and executed on ]1./26/2012 and identified as Agreement No. STPUS-0397(008)
Al provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

Supplement #4 — Supplemental Professional Services
EXHIBIT A-1: SCOPE OF WORK
INTRODUCTION
This Supplemental Agreement No. 4 scope of work modifies the scope of CH2M HILL, Inc.'s (CONSULTANT)
professional engineering services and compensation for the original agreement (dated 11/26/2012) to
include:
Task 1: Project management and administrative services associated with the extended project
duration. Current project anticipated to be complete in December, 2016.
Task 3: Additional stormwater design and coordination services associated with the design of the
intersection of Oregon Avenue and Lewis Street and the incorporation of design elements from
the Lewis Street project.
Task 3: Additional traffic design services to design a signalization system for Lewis Street intersection
with Oregon Avenue, and modifications to the existing signalization system at 'A' Street.
Task 3: Additional roadway design services associated with the Lewis Street and Oregon Avenue
intersection, and to incorporate design elements from the Lewis Street project and modify
those elements as needed to tie into the Oregon Avenue project.
Task 3: Additional roadway design services associated with the independent sidewalk on the east and
west side of Oregon Avenue north of the intersection with Superior Street.
Task 3: Additional roadway design services associated with the Ainsworth and Oregon Avenue
intersection. This work is due to the decision to change from the roundabout design to a
signalized intersection.
Task 3: Additional design services for Phase 1 due to design changes driven by discussions with
property owners.
Task 3: Additional illumination design services associated with the updated design standards issued by
the PUD. These design services include updating the traffic lighting memo and updating
luminaire locations and associated junction boxes and wiring diagrams. Also included are
additional services due to relocation of the proposed poles and junction boxes within the
existing right-of-way.

Task 4: Additional landscaping design services associated with the intersection type change at Oregon
and Ainsworth.
Task 6: Additional right-of-way services associated with the development of legal descriptions for each
proposed right-of-way acquisition.
Task 8: New task associated with providing bidding and construction support activities.
The CONSULTANT will provide the following services:
TASK 1. PROJECT MANAGEMENT AND COORDINATION
Additional effort is needed to complete the following tasks:
The CONSULTANT will provide project management and administration services for the work elements
described in this document.
1.1. Contract Management
The CONSULTANT will provide services to manage the contract, manage project scope, schedule and
budget, amend professional agreements with subconsultants, prepare and process monthly invoicing,
progress reporting, and other internal management duties.
The CONSULTANT will provide the CITY with a monthly Progress Report, in writing, reporting on the
CONSULTANT'S progress and any known issues or anticipated changes in performing the Work.
Task 1.1 Assumptions:
+ Additional duration of 12 months (December 2016 Completion)
Task 1.1 Deliverables:
+ Monthly Progress Reports (1 hard copy and .pdf electronic format)
1.2. Project Coordination
1.2.1. Correspondence and Meetings
The CONSULTANT will partner with the CITY to accomplish the Oregon Avenue (SR 397) Corridor
Traffic Study & Design. Coordination of the project work elements will include an additional 8
months (assumed) of:
Coordination meetings with CITY to be conducted at appropriate intervals throughout the
project.
Regular coordination meetings with internal CONSULTANT team, including
subconsultants to be conducted at appropriate intervals throughout the project.
Task 1.2 Assumptions:
+ Bi -Weekly Coordination Meetings with CITY via phone or in CONSULTANT offices.
+ CITY staff will conduct necessary meetings with Council and CONSULTANT will not attend.

+ Assumes two CONSULTANT staff will attend two (2) meetings with the CITY at CITY offices.

TASK 3. FINAL ROADWAY DESIGN
Additional effort is needed to complete the following:
3.1. Final Roadway Design Plans
3.1.1. Temporary Erosion & Sedimentation Control (TESL) Plans
TESL plans will be developed at the intersection of Lewis Street and Oregon Ave. The current
TESC plans will be modified north of Superior Street to accommodate the independent
sidewalks. Phase II TESC plans will be modified to accommodate the signalized intersection
design at the Ainsworth Street and Oregon Avenue intersection.
3.1.2. Typical Sections
Typical sections will be modified to incorporate the independent sidewalks north of Superior
Street.
3.1.3. Site Preparation Plans
Site preparation plans will be updated in include the Lewis Street and Oregon Avenue
intersection. Phase II site prep plans will be modified to accommodate the signalized
intersection design at the Ainsworth Street and Oregon Avenue intersection.
3.1.4. Drainage and Utility Plans
Drainage and utility plans will be updated to include the Lewis Street and Oregon Avenue
intersection. Phase II drainage & utility plans will be modified to accommodate the
signalized intersection design at the Ainsworth Street and Oregon Avenue intersection.
3.1.5. Roadway Paving Plans
Roadway paving plans will be updated to include the Lewis Street and Oregon Avenue
intersection and the independent sidewalks north of Superior Street. Phase II roadway
paving plans will be modified to accommodate the signalized intersection design at the
Ainsworth Street and Oregon Avenue intersection.
3.1.6. Intersection Layouts
Intersection layout plans will be updated to include the Lewis Street and Oregon Avenue.
Phase it intersection plans will be modified to accommodate the signalized intersection
design at the Ainsworth Street and Oregon Avenue intersection.

3.1.7. Traffic Signal and Illumination Plans
Illumination poles and junction boxes will be relocated inside the sidewalk to avoid right-of-
way takes. Wiring diagrams will be updated to reflect this change.
Traffic Signal and Illumination plans will be updated to include the Lewis Street and Oregon
Avenue intersection. Phase II traffic signal and illumination plans will be modified to
accommodate the signalized intersection design at the Ainsworth Street and Oregon Avenue
intersection. This will include a new traffic signal design at the Ainsworth Street and Oregon
Avenue intersection.
Luminaire locations and associated junction boxes and wiring will be updated per the
revised PUD lighting requirements. A revised Illumination Technical Memo will be prepared
incorporating the PUD's revised lighting requirements.
New details will be developed depicting signal head modifications to allow for 17 feet of
vertical clearance beneath all signals on Oregon Avenue.
Traffic signal modification plans will be developed for the Oregon Avenue and 'A' Street
intersection to accommodate the revised roadway sections. This work includes, but is not
limited to, new pole locations, junction boxes, wiring, and camera detection plans.
3.1.8. Signing and Pavement Marking Plans
Signing and pavement marking plans will be updated to include the Lewis Street and Oregon
Ave intersection. Phase 11 signing and pavement marking plans will be modified to
accommodate the signalized intersection design at the Ainsworth Street and Oregon Avenue
intersection
3.1.10. Landscaping & Irrigation Plans
Landscaping and irrigation plans will be modified to accommodate the independent
sidewalks north of Superior Street.
Subtask 3.1 Assumptions:
+ Phase I and Phase II submittal milestones may not be coincident. It is anticipated that Phase
I will be bid for 2016 construction, and Phase II will be bid no sooner than 2017.
+ Construction traffic control plans are not required and may be handled via contract
specifications.
+ CITY to provide design and plans for backage roadway required due to access management
recommendations on Oregon Avenue. CONSULTANT will incorporate CITY -provided plans
in bid sets.
+ Landscape design plans for Phase II are accomplished in Task 4.

3.2. Specifications
CONSULTANT will prepare specifications using the 2014 edition of the WSDOTStandard Specifications
for Road, Bridge, and Municipal Construction and WSDOT Special Provisions. Standard plans will be
identified and assembled for inclusion in the contract documents. Modification to the standards will
be made with amendments and special provisions.
CONSULTANT will modify the previously prepared specifications to include special provisions or
amendments associated with the inclusion of the Lewis Street and Oregon Avenue intersection.
Previously prepared general special provisions will be updated with current versions as provided by
WSDOT and APWA. It is assumed that construction surveying will be included in the contractors
contracted responsibilities.
3.3. Summary of Quantities and Opinion of Cost
CONSULTANT will update opinions of cost for Phases I and II with revised unit prices based on current
pricing data. Summary of quantities will be updated based on design changes in Phases I and IL
The Task 3 scope of work is supplemented with the following:
3.4. Plan Updates Based on Property Owner Discussions
The CITY will discuss the project with individual land owners and compile comments and concerns
resulting from the discussion. The CONSULTANT will revise the plans, specifications, and estimate
based on the compiled comments provided by the CITY.
Subtask 3.4 Assumptions:
+ Estimated hours are based on information provided by the CITY on November 4 and
November 19, 2015. Additional changes beyond those currently provided by the CITY will
be negotiated.
Additional effort is needed to complete the following:
3.4.2. Landscaping & Irrigation Plans
Update the landscaping and irrigation plans at the Ainsworth and Oregon intersection to
accommodate the new traffic signalized intersection layout.
TASK 6. RIGHT-OF-WAY PLANS
Additional effort is needed to complete the following:
6.3 Right -of -Way Plans
Additional effort needed to revise the previously prepared right-of-way plans to account for the
relocation of the proposed illumination poles within the existing right of way.

Task 6 scope of work is supplemented with the following task:
6.4 Right -of -Way Legal Descriptions
The CONSULTANT will prepare legal descriptions for each right-of-way acquisition shown on the
right-of-way plans. Legal descriptions will be prepared per WSDOT standards and requirements.
The CONSULTANT will resolve review comments from the City and WSDOT and incorporate
resolved comments into the final legal descriptions.
Subtask 6.4 Assumptions:
+ CITY will provide title reports, deeds, and other necessary material to prepare each legal
description.
+ The City and WSDOT will review the legals once prior to final submittal.

+ Draft and Final Legal descriptions for 34 right-of-way acquisitions

TASK B. BIDDING AND CONSTRUCTION SUPPORT
8.1 Bidding Support
One (1) CONSULTANT staff will attend two (2) pre-bid meetings and respond to questions
presented at the meetings.
CONSULTANT will respond to Requests for Information (RFI's) during bid period as they are
received from the CITY.
CONSULTANT will prepare addenda to the contract documents as required by the CITY.
Subtask 8.1 Assumptions:
+ 2 pre-bid meetings are assumed for this scope of work. CITY will organize and lead the
meetings.
+ 10 RFI's and 2 addenda are assumed for this scope of work.
+ One bid period is assumed. If more than one bid period is required to award the work,
subsequent bid period assistance will be negotiated as additional work.
+ CITY will receive and transmit RFI's and addenda to bidders.
ubtask 8.1 Deliverables:
+ Addenda and responses to RFI's in PDF format.
8.2 Construction Support
One (1) CONSULTANT staff will attend one pre -construction meeting and respond to questions
presented at the meeting.

CONSULTANT will review contactor material submittals related to construction of traffic signals
and illumination system.
CONSULTANT will respond to contractors' Requests for Information (RFI's) during construction as
they are received from the CITY.
Subtask 8.2 Assumptions:
+ CITY will organize and lead the pre -construction meeting.
+ CITY will review and respond to all submittals unrelated to traffic signals and illumination
work.
+ CITY will receive, log, track, and transmit all RFI's submittals.
+ 15 BFI's are assumed for this scope of work.
+ No CONSULTANT involvement in change orders is included in this work.
+ Review submittals for general conformance with the design concept and general
compliance with the requirements of the contract for construction. Such review will not
relieve the Contractor from its responsibility for performance in accordance with the
contract for construction, nor is such review a guarantee that the work covered by the
submittals is free of errors, inconsistencies or omissions.
Subtask 8.2 Deliverables:
+ Responses to RFI's in PDF format.
