CITY OF PASCO & FRANKLIN COUNTY

The Commissioners of the Authority met in special session at the Housing Authority of the
City of Pasco & Franklin County's (HACFPC) administration office, 2505 W. Lewis Street,
Pasco, Washington on November 19, 2015.
1. CALL TO ORDER
The meeting was called to order at 4:00 p.m.
2. COMISSIONER ROLL CALL
Upon ro11 call, those present were as follows:

Mr. Garcia made a motion to excuse Ms. Dukelow from today's meeting due to a
previous commitment. Ms. Clark seconded the motion and it passed unanimously,
4 ayes, 0 nays.

3. APPROVAL OF AGENDA:
Mr. Bishop made a motion to approve the agenda as presented. Mr. Garcia seconded the motion
and it passed unanimously, 4 ayes, 0 nays.
4. CONSENT AGENDA
The consent agenda was approved as submitted. Included were the minutes of the regular
meeting of September 24,2015, and the checks listings for the month of September 2015
- Bank of the West General Operating Account checks numbered 55676-55918 totaling
5589,237; Bank of the West Petty Cash checks numbered 1752-1753 totaling $129, and
Bank of the West Security Deposit Fund checks numbered 1242-1243 totaling $270. The
checks listings for the month of October 2015 - Bank of the West General Operating
Account checks numbered 55919-56156 totaling 5391,767, and Bank of the West Security
Deposit Fund checks numbered 1244-1245 totaling $289. Also, approval of bad debt write
offs for rent, utility billing, and miscellaneous in the amount of $1,343.75, and, of that
amount, $I,343.75, will be turned over for collection plus the collection processing fees.

5. STAFF REPORTS
(a) Executive (Mr. Anderson)
o Public Housing Assessment System (PHAS)
o HACPFC scored 95 out of a possible 100 points giving us High Performer
Status for another year.
o Connell Project
o The list of successful applicants will be announced on December 4th. If our
application is successful, HACPFC will apply for 9Yo tax credits.
r Attended Housing Washington Conference in Spokane.
o Met with Lona Hammer from Kennewick Housing Authority and Jefferson Coulter
of the Northwest Justice Project to discuss the possibility of teaming together to submit a
grant application for funding to assistjuveniles seal their arest records that could prevent
they or their families from receiving housing assistance. It is doubtful that HACPFC
would apply - we don't run criminal checks on minors.
r Ms. Richwine and I will meet with CDBG staff from each of the Tri-Cities on December
10 to discuss the Affirmatively Furthering Fair Housing (AFFH) requirement. This new
HUD rule is estimated to require more than 5,000 hours to prepare. Fortunately, it
allows for common jurisdictions to work together to complete the plan for compliance. I
expect that each agency will be asked to pay a share ofa consultant's fee to gather the
information necessary to submit a plan for the Tri-Cities. I{ACPFC will be required to
include the AFFH plan as part of the required PHA Plan we submit annually. The due
date for AFFH is a couple of years out.
(b) Finance (Ms. Jones)
. Completed the following reports:
- Semi-AnnualDavis-Bacon
- Annual Minority Business Enterprise
- ExecutiveCompensation
- Unclaimed Property ($27)
o Attended WHAAP (Washington Housing Authorities Accounting
Professionals) annual conference and received training on:- State Auditor's Office (SAO)
- Governmental Accounting Standards Board (GASB) No. 68o Financials have been submitted to SAO and the Single Audit will be conducted
in January.
(c) Maintenance and Capital Fund (Mr. Sanders)
. The crack sealing and seal-coat project is complete.
. Entry and storage doors have been repainted on the 900 block of N. 1't Avenue.o We have begun the large project of replacing the rotting cast iron drain lines on
Agate Street. It will cost $7,000-8,000 and take 2-3 weeks for each of the 42
units.

(d) Housing Programs (Ms. Salinas)
o There are no vacancies in Public Housing.
o There are 3 vacancies in the Affordable Apartments.
o We have 285 Section 8 vouchers out with 3 projected ends-of-participation.
(e) Security (Mr. Moore)
o Currently working with our attomey on a move-out agreement for a tenant issued a
3-day termination for drug activity.
. 3 former members of the Resident Advisory Board would like to work together to
rebuild the Board - this may begin in December.
o No update yet on the Family Self- Sufficiency grant application.
(e) Community Service (Ms. Richwine)
o Attended the Associating of Washington Cities Member Expo. Went to several
trainings including one on the aging workforce.
NEW BUSINESS - none
OTHER BUSINESS
Mr. Bishop asked when the agency's potential Strategic Planning would be discussed.
Mr. Anderson indicated he'd like to wait until the full board is present.

The Board of Commissioners regular December meeting has been cancelled due to the New Year's
holiday. The Board will next meet in regular session on January 29,2016,4:00 p.m.
