REGULAR MEETING
CALL TO ORDER:
MAY 5, 1980
Meeting called to order at 8:00 P.M. by the Honorable Chet Bailie, Mayor.
POLL CALL:
By City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie,
Charles Grigg, Ira Schmidt and Bill Wilkins. Councilmen E.A. Snider (ill)
and Beverly Green (out of town) were absent from the meeting (Excused).
Also present were: Webster Jackson, Actino City Manager (Lee Kraft, City
Manager, out of town - excused); Dennis De Felice, City Attorney, Tom
Criscola, Director of Finance; James Ajax, City Engineer; Richard Erickson,
Director of Parks & Recreation; Mike Vandiver, Chief of Police; John Hager,
Fire Chief; Ted Johnson, Associate Engineer; Gary Crutchfield, Director of
Community Development; John Fifer, Fire Marshall and Don Walker, Acting Building
Inspector.
CONSENT AGENDA:
Mr. Grigg moved that Consent Agenda be approved. Seconded by Mr. Schmidt.
Motion carried by roll call vote of five (5). Consent items are as follows:
a) Ap royal of Minutes. To approve minutes of regular meeting, held
April 21, 980.
b) Bills. To approve oeneral claims in the amount of $302,518.71;
claim warrant nos. 23240 throunh 23374.
To anprove payroll claims in the amount of $204,738.07; payroll
warrant nos. 37080 through 37405.
c) Boat Houses - Pasco Boat Basin: To authorize staff to inform all
boat house owners and the Army Corps of Ennineers that all boat
houses must be removed from the Pasco Boat Basin by December 31, 1980.
d) City/County Park Site Acquisition. To authorize staff to proceed
with negotiations with various property owners and to submit an
application to the Interagency Committee for Outdoor Recreation for
an acquisition grant.
e) City of Pasco Boards Committees and Commissions to be Dissolved.
To dissolve from the active list of council committees all of the
Boards, Committees and Commissions that are shown on the attached
list.
f) Appointments of Council Members to Various Boards and Commissions
To confirm the council member appointments to City of Pasco Boards
and Commissions, as shown on the attached list.
PUBLIC HEARINGS:
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN ON PROPOSED "LIBRA.RY AREA"
L.I.D.
It was noted that the hearing had been duly published and posted. The City
Engineer stated that subsequent to opening of hearing, the City had received
10001, protest on improving 13th Avenue and 100% protest on improving 12th
Avenue. Since these two separate streets (due to width) had separate assess-
ment rates as compared to the main body of the L.I.D. area, it is recommended
they be deleted from the L.I.D. If these two streets are not deleted, it is
possible the entire L.I.D. could be voided on lenal technicalities.
The City Attornev reiterated Bond Counsel's concerns and suggested we concur
with their recommendations.
Following three (3) calls from Mayor Bailie for further comments from the floor,
either for or against, the Public Hearin, was declared closed.

VISITORS:
MAY 5, 1980
Mr. Pete Overlie, 746 W. Court, was opposed to proposed change of zone on his
property. He was concerned that it would de -value his property and surround
him with apartments. His question was, "what can I do to stop this, do you want
a petition?" Mayor Bailie stated there would be a public hearing before the City
Council and a petition would be most welcome to give the Council an indication
of the resident's feelings.
Warren Cassens supported Mr. Overlie's contention as he had attended Planninn
Commission meeting and the majority of citizens in area was opposed to zone
change.
ORDINANCES:
ORDINANCE NO. 2151: (L.I.D. NOS. 103/104)
AN ORDINANCE AMENDING ORDINANCE NO. 2150, PASSED AND APPROVED
APRIL 21, 1980, ESTABLISHING CONSOLIDATED LOCAL IMPROVEMENT
DISTRICT NO. 103/104 AND "CONSOLIDATED LOCAL IMPROVEMENT FUND,
DISTRICT NO. 103/104," FIXING THE AMOUNT, FORM, DATE, INTEREST
RATE, MATURITY AND DENOMINATIONS OF THE CONSOLIDATED LOCAL IM-
PROVEMENT DISTRICT NO. 103/104 BONDS; AND CONFIRMING THE SALE
AND DIRECTING THE ISSUANCE AND DELIVERY THEREOF TO FOSTER AND
MARSHALL, INC., SEATTLE, WASHINGTON.
Ordinance No. 2151 was read by title only. Mr. Grine moved that Ordinance No.
2151 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote
of five (5).
ORDINANCE NO. 2152: (LIBRARY AREA L.I.D.)
AN ORDINANCE ORDERING THE IMPROVEMENT OF THE WEST HALF OF THE SE
QUARTER OF SECTION 30, T9N, R30 EWM, LYING SOUTH OF SYLVESTER STREET,
NORTH OF LEWIS STREET, WEST OF 10TH AVENUE AND EAST OF 14TH AVENUE
WITHIN THE CITY OF PASCO, WASHINGTON ("Library Area L.I.D.)
Ordinance No. 2152 was read by title only. Mr. Gring moved that Ordinance No.
2152 be adopted., subject to deletion of the improvement of 12th Avenue and
13th Avenue between Lewis and Clark Streets. Seconded by Mr. Schmidt. Motion
carried by roll call vote of five (5).
ORDINANCE NO. 2153: (UNIFORM BUILDING CODE)
AN ORDINANCE OF THE CITY OF PASCO, ADOPTING THE 1979 EDITION OF
THE UNIFORM BUILDING CODE; ADOPTING THE 1980 SUPPLEMENT TO THE
UNIFORM BUILDING CODE; ADOPTING THE UNIFORM BUILDING STANDARDS,
ADOPTING REGULATIONS FOR BARRIER FREE FACILITIES; AND ADOPTING
THE UNIFORM BUILDING CODE APPENDIX CHAPTER 11, 12,32,49,53 AND
70; ALL TOGETHER WITH APPROPRIATE AMENDMENTS AND SUBSTITUTIONS
THERETO.
Ordinance No. 2153 was read by title only. Mr. Schmidt moved that Ordinance
No. 2153 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call
vote of five (5).
ORDINANCE NO. 2154.: (UNIFORM PLUMBING CODE)
AN ORDINANCE OF THE CITY OF PASCO ADOPTING THE 1979 EDITION OF THE
UNIFORM PLUMBING CODE, WITH APPENDIXES, AND THE INTERNATIONAL CON-
FERENCE OF BUILDING OFFICIALS INSTALLATION STANDARDS, TOGETHER WITH
ALL APPROPRIATE AMENDMENTS AND SUBSTITUTIONS THERETO.
Ordinance No. 2154 was read by title only. Mr. Wilkins moved that Ordinance
No. 2154 be adopted. Seconded by Mr. Schmidt. Motion carried by roll call
vote of five (5).

ORDINANCE NO. 2155: (UNIFORM MECHANICAL CODE)
AN ORDINANCE OF THE CITY OF PASCO, ADOPTING THE 1979 EDITION OF
THE UNIFORM MECHANICAL CODE, WITH APPENDIXES A. THROUGH C, TOGETHER
WITH APPROPRIATE AMENDMENTS AND SUBSTITUTIONS THERETO.
Ordinance No. 2155 was read by title only. Mr. Schmidt moved that Ordinance
No. 2155 be adopted. Seconded by Mr. hlilkins. Motion carried by roll call
vote of five (5).
ORDINANCE NO. 2156: (UNIFORM HOUSING CODE)
AN ORDINANCE OF THE CITY OF PASCO ADOPTING THE 1979 EDITION
OF THE UNIFORM HOUSING CODE, TOGETHER 14ITH APPROPRIATE AMENDMENTS
AND SUBSTITUTIONS THERETO.
Ordinance No. 2156 was read by title only. Hr. Schmidt moved that Ordinance
No. 2156 be adopted. Seconded by Mr. hlilkins. Motion carried by roll call
vote of five (5).
ORDINANCE NO. 2157: (UNIFORM CODE FOR ABATEMENT OF DANGEROUS BLDGS.)
AN ORDINANCE OF THE CITY OF PASCO ADOPTING THE 1979 EDITION OF THE
UNIFORM CODE FOR THE ABATEMENT OF DANGEROUD BUILDINGS, TOGETHER WITH
APPROPRIATE AMENDMENTS AND SUBSTITUTIONS THERETO.
Ordinance No. 2157 was read by title only. Mr. Grigg moved that Ordinance
No. 2157 be adopted. Seconded by Mr. hlilkins. Motion carried by roll call
vote of five (5).
ORDINANCE NO. 2158: (FIRE CODE)
AN ORDINANCE RELATING TO FIRE PREVENTION AND AMENDING TITLE 18
OF THE PASCO MUNICIPAL CODE BY REPEALING AND RE-ENACTING CHAPTER
18.04 THEREOF.
Ordinance No. 2158 was read by title only. Mr. Wilkins moved that Ordinance
No. 2158 be adopted. Seconded by Mr. Grigg. Motion carried by roll call vote
of four (4). (Mr. Adams voting no).
ORDINANCE NO. 2159: (IRRIGATION LINE - VENTURA HEIGHTS)
AN ORDINANCE RELATING TO THE FURTHER EXTENSION OF THE FRANKLIN
COUNTY IRRIGATION DISTRICT INTO THE CITY AND THE CONDITIONS
THERETO.
Ordinance No. 2159 was read by title only. Prior to motion, the City Attorney
called attention to typographical error (Person to Persons) and stated that
the Franchise had been presented to the City Council on April 21, 1980 which would
satisfy 5 -day waiting period.
Mr. Griqg moved that the record indicate changes suggested by City Attorney.
Seconded by Mr. Wilkins. Motion carried by roll call vote of five (5).
Mr. Grigg moved that Ordinance No. 2159 be adopted, as corrected. Seconded
by Mr. Wilkins. Motion carried by roll call vote of five (5).
ORDINANCE NO. 2160:
AN ORDINANCE AMENDING ORDINANCE NO. 2130 AND ORDINANCE NO. 2135
RELATING TO LOCAL IMPROVEMENT DISTRICT NO. 103 AND THE INTEREST
RATE ON THE UNPAID PORTION OF ANY ASSESSMENT.
Ordinance No. 2160 was read by title only. Mr. Grigg moved that Ordinance No.
2160 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote of
five (5).

ORDINANCE NO. 2161:

AN ORDINANCE AMENDING ORDINANCE NO. 2127 AND ORDINANCE NO. 2136,
RELATING TO LOCAL IMPROVEMENT DISTRICT NO. 104 AND THE INTEREST
RATE ON THE UNPAID PORTION OF ANY ASSESSMENT.
Ordinance No. 2161 was read by title only. Mr. Schmidt moved that Ordinance
No. 2161 be adopted. Seconded by Mr. Grigg. Motion carried by roll call vote
of five (5).
NEW BUSINESS:
CALL FOR BIDS - TRAFFIC CONTROL SIGNS: Mr. Grigg moved to authorize staff
to call for bids on replacement of traffic control signs. Seconded by Mr.
Wilkins. Motion carried by roll call vote of five (5).
PURCHASE OF PAINT AND INCIDENTALS FOR STREET PAINTING• Mr. Grigg moved
to award the contract far purchase of 1980 street paint to the low bidder,
Traffic Control Sign Co. of Tacoma, in the amount of $14,214.79, which includes
sales tax. Seconded by Mr. Schmidt. Motion carried by roll call vote of five
(5).
RIVERVIEI4 HEIGHTS SUBDIVISION - PHASE II - FINAL PLAT: Mr. Schmidt moved to
accept the final plat of Riverview Heights Subdivision, Phase II, and authorize
the Mayor to sign the final plat. Seconded by Mr. Grigg. Motion carried
by roll call vote of five (5).
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
STATEMENT OF POLICY: Mr. Wilkins moved that based on the discussion in
Executive Session 5/5/80) regarding personnel, that the City follow its
current policy (Resolution NO. 1215), that to be eligible to serve as a
member on a City Board or Commission, the person must be a resident of
the City of Pasco. Seconded by Mr. Grigg. Motion carried by roll call
vote of five (5).
SPEED LIMIT ON NEIN CABLE BRIDGE: Based on data submitted and the fact that
this item of business will be placed before the Kennewick City Council this
date, Mr. Grigg moved that the speed limit on new cable bridge be increased
to 40 miles per hour.`Seconded by Mr. Wilkins. Motion carried by roll call
vote of four (4). Councilman Schmidt voting no.
