SPECIAL MEETING
CALL TO ORDER:
JANUARY 28, 1980
Meeting called to order at 8:00 P.M. by the Honorable Chet Bailie, Mayor.
ROLL CALL:
By City Manager. Councilmen present were: S.K. Adams, J.C. Bailie, Beverly
Green, Charles Grigg, Ira Schmidt, E.A. Snider and Bill Wilkins. Also present
were: Lee Kraft, City Manager; Dennis De Felice, City Attorney; Tom Criscola,
Director of Finance; James Ajax, City Engineer; Richard Erickson, Director of
Parks & Recreation; Mike Vandiver, Chief of Police; Webster Jackson, Administrative
Assistant and Gary Crutchfield, Director of Community Development.
PUBLIC HEARING:
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER THE FINAL ORDINANCE
CONFIRMING THE ASSESSMENT ROLL FOR L.I.D. NO. 103:
It was reported that the Hearing had been duly published and posted. There was -one
communication in opposition and that was from Mrs. Willa MCPeak who protested that
the assessment was too high.
Mr. James Ajax,briefly outlined area under consideration and called attention to
communication from R.R. Jump, Consultants, dated January 21, 1980. It is as
follows:
"Our firm hereby reports and certifies that the "Columbia East Area
Development - Local Improvement District No. 103" has been completed
and that the total costs and expenses of these improvements to be
borne by property owners within the LID boundary are as follows:
1. Contract Construction Cost $1,770,563.08
2. Preliminary Engineering 86,124.00
3. Construction Engineering 85,000.00
4 Interest on Construction Warrants 78,000.00
5. Materials furnished by City 940.62
6. Burlington Northern RR Flagging Costs 4,968.77
7. City Administration/Engineering Costs 3,850.00
8. Franklin Co. PUD St. Light Energizing Cost 10,850.00
2,040,296.47
Of this total final assessment roll amount, $67,177.98 has been assigned
to specific parcels for which the property owners requested additional
work to be performed during the construction contract. The balance of
$1,973,118.49 has been distributed to all parcels in a manner consistent
with the Preliminary Assessment Roll. The final assessments, for parcels
for which additional work was not requested, are approximately 7.5% over
the estimated preliminary assessments. Final assessment rolls and maps
have been transmitted to your office previously. Please advise if we may
furnish additional information or answer questions."
Prior to closure of the hearing, Mr. Ajax reiterated that there was primarily
one large developer plus numerous other individuals in the L.I.D. area and they
were most cooperative.
Following three (3) calls from Mayor Bailie for further comments from the floor,
either for or against, the Public Hearing was declared closed.
VISITORS:
There were no visitors wishing to address the Council at this time.

ORDINANCE NO. 2130:
JANUARY 28, 1980
AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT
ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 103 WHICH HAS BEEN CREATED AND
ESTABLISHED FOR THE PURPOSE OF IMPROVING HILLSBORO STREET AND CERTAIN
OTHER STREETS AND AVENUES WITHIN THE CITY OF PASCO, WASHINGTON, AS
PROVIDED BY ORDINANCE NO. 2017, AND LEVYING AND ASSESSING THE AMOUNT
THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER
PROPERTY SHOWN ON THE ROLL.
Ordinance No. 2130 was read by title only. Mr. Grigg moved that Ordinance No.
2130 be adopted. Seconded by Mr. Adams. Motion carried by roll call vote of
seven (7).
NEW BUSINESS:
RIVERVIEW HEIGHTS AREA MATER BOOSTER. STATION. Mr. Snider moved to authorize
the staff to call for bids on the "Riverview Heights Area" water booster
station. Seconded by Mr. Schmidt. Motion carried by roll call vote of seven
(7).
ADJOURNMENT:
Special meeting of the City Council adjourned at 8:15 P.M.
