HomeMy WebLinkAbout01-21-1980 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JANUARY 21, 1980 CALL TO ORDER: Meeting called to order at 8:00 P.M. by Chet Bailie, Mayor. ROLL CALL: By City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie, Beverly Green, E.A. Snider and Bill Wilkins. Councilmen Charles Grigg and Ira Schmidt were absent from the meeting (excused). Also present were: Lee Kraft, City Manager; Dennis De Felice, City Attorney; Tom Criscola, Finance Director; Mike Vandiver, Chief of Police; Webster Jackson, Administrative Assistant and Gary Crutchfield, Director of Community Development. CONSENT AGENDA: Mr. Snider moved that consent agenda be approved. Seconded by Mr. Wilkins. Motion carried by roll call vote of five (5). Consent items are as follows: a) Approval of Minutes. Minutes of regular and special meetings, held January 7th and 14th respectively. b) Area Hide Traffic Study. To acknowledge the receipt of the "Areawide Traffic Study" and to compliment Traffic Engineer, Sean Fargo, for his preparation. c) Request for Extension of City plater Outside City Limits (Livingston lo Heights Addition To al w the requested extension of City water outside the City limits subject to standard procedures, including execution of a future annexation agreement. d) Bills. To approve general claims in the amount of $86,433.03; claim warrant nos. 22100 through 22209 (for 1979); and general claims of $21,909.23; claim warrant nos. 22210 through 22220 (for 1980). d) Request for Extension of City Hater Outside City Limits (Sam -Sar Addition To allow the requested extension of City water outside the City limits, subject to standard procedures, including execution of a future annexation agreement. f) Residentivelomm pment in Commercial Zone (Cassens, 80-2): To grant permissional toDeconstruct up to 24 apartment units on Lot 2 of City of Pasco Short Plat #79-8 in substantial conformance with the site plan submitted under applicant's letter dated January 7, 1980. g) Residential Development in Commercial Zone (White, 80-1): To grant permission to construct up to 80 garage units in conjunction with the 80 -unit apartment complex at the northwest corner of 24th Avenue and Marie Streets. ORDINANCES: ORDINANCE NO. 2129: AN ORDINANCE RELATING TO LOWER RATES FOR WATER, SEl-lER AND GARBAGE UTILITY SERVICE FOR LOW INCOME SENIOR CITIZENS. Ordinance No. 2129 was read by title only. Mr. Snider moved that Ordinance No. 2129 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote of four (4). Councilman Green voting no. MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL: Councilman Wilkins called attention to large number of chuck holes due to recent bad weather. The City Manager reminded the council of a meeting in Richland on January 24th, relating to the Transit System. Councilmen Bailie and Green will attend. A.W.C. meeting in Olympia on February 15, 1980 dealing with problems of cities. Councilmen Green and Bailie will attend. MINUTES PASCO CITY COUNCIL REGULAR MEETING SUGGESTIONS FROM COUNCIL - Continued: JANUARY 21, 1980 The City Manager announced that there would be a seminar in Washington, D.C. on March 16 - 18, 1980, dealing with Revenue Sharing.
