SPECIAL MEETING
PUBLIC HEARING: (continued)
JANUARY 14, 1980
Mr. Ajax stated that a number of citizens who are residents of L.I.D.
104 were out in the hallway during the public hearing and did not
realize that the hearing had been opened. Mr. Ajax asked that the
hearing be reopened.
MAYOR BAILIE REOPENED THE PUBLIC HEARING FOR THE PURPOSE OF THE
FINAL HEARING ON LONGFELLOW SCHOOL L.I.D. NO. 104, AND TO CONSIDER
THE FINAL ORDINANCE CONFIRMING THE ASSESSMENT ROLL.
Ronald Chaney, 404 West 7th Avenue, was concerned about the financing
of the project.
Mr. Ajax explained to the audience the manner the L.I.D. is financed
and what each property member should be expecting regarding payment
of their assessments.
Mr. Ajax asked that for the record he wished to state the residents
of L.I.D. 104 were most cooperative and patient :during the actual
construction this past summer.
Norman Johnston, 520 North 9th, asked why some streets in the area
were built so narrow?
Mr. Ajax explained that during the meetings with the residents prior
to the L.I.D. being formed it was the citizens feelings to keep
the costs of the L.I.D. down as much as possible. Therefore the
curb on some streets were left the same as before the L.I.D. and
the streets were repaved.
Following three (3) calls from Mayor Bailie either for or against
the matter from the floor, the public hearing was declared closed.
ORDINANCES:
ORDINANCE NO. 2127:
AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT
ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 104 WHICH HAS BEEN CREATED AND
ESTABLISHED FOR THE PURPOSE OF IMPROVING THE EAST HALF OF THE SOUTH-
EAST QUARTER OF SECTION 30,T9N, R30 EWM, AND THE WEST HALF OF TI`E
SOUTHWEST QUARTER OF SECTION 29, T9N, R30 EWM, LYING SOUTH OF
SYLVESTER STREET, EAST OF 10TH AVENUE, WEST OF 3RD AVENUE, AND
NORTH OF "A" STREET WITHIN THE CITY OF PASCO, WASHINGTON, TO CITY
STANDARDS BY GRADING, CONSTRUCTING, AND INSTALLING STORM DRAINS,
CURBS, GUTTERS, NECESSARY SIDEWALKS, BASE ROCK, LEVELING COURSE,
ASPHALT CONCRETE SURFACING, AND ALL INCIDENTAL WORK AS PROVIDED BY
ORDINANCE NO. 2038, AND LEVYING AND ASSESSING THE AMOUNT THEREOF
AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER PROPERTY
SHOWN ON THE ROLL.
Ordinance No. 2127 was read by title only. Mr. Adams moved that
Ordinance No. 2127 be adopted. Seconded by Mr. Wilkins. Motion
carried by roll call vote of four (4) in favor. Three councilmen
were not present.
ORDINANCE NO. 2128:
AN ORDINANCE RELATING TO PARKING ON STREETS IN THE CITY OF PASCO
AND IN CITY OF PASCO PARKING LOTS BY AMENDING SECTION 10.56.110
OF THE PASCO MUNICIPAL CODE.
Ordinance No. 2128 was read by title only. Mr. Adams moved that
Ordinance No. 2123 be adopted. Seconded by Mrs. Green. Motion
carried by roll call vote of four (4) in favor. Three councilmen
were not present.
ADJOURNMENT:
Meeting adjourned at 8:25 p.m.
