PROFESSIONAL SERVICES AGREEMENT
WHEREAS, the City and RH2 Engineering, Inc. entered into a Professional Services
Agreement on September 2, 2014 to provide engineering services with respect to the East Side
Booster Pump Station (ESBPS) Upgrade project.
NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc. to
provide additional engineering services as described on Exhibits A and B.

Background
In August 2014, the City of Pasco (City) selected RH2 Engineering, Inc., (RH2) to design improvements
at the East Side Booster Pumping Station (ESBPS) to meet the current and projected demands in Zone 2
of the City's water system. As part of the 30- and 60 -percent design tasks in the original contract (Tasks
4 and 5), the City requested that RH2 evaluate multiple demand projection scenarios for Zone 2 to
determine the future pumping capacity required at the ESBPS. RH2 was also required to update the Zone
2 water system hydraulic model that was originally anticipated to be performed by the City as part of
another project. The demand projection analyses resulted in RH2 and the City to determining that
additional capacity beyond the capacity identified in the 2010 Water System Plan (WSP) was required. This
meant that RH2 would now be required to prepare and submit a project report to the Washington State
Department of Health (DOH) with the final design.
In March 2015, the City requested that RH2 evaluate scenarios to identify the required ESBPS capacities
under multiple future demand scenarios with and without a new storage reservoir in Zone 2. Based on
the results of RH2's future scenario evaluation, the City requested that RH2 prepare a preliminary design
and project cost estimate for two future Zone 2 storage reservoir locations. This request required
additional hydraulic analysis that was not originally anticipated, resulting in additional effort being
required. In addition, the City asked RH2 to incorporate the Oregon Avenue water main improvements
and Fire Station design improvements into the ESBPS agency review draft documents. These out -of -
scope work items are summarized as follows:
Task 1— Identifying Pump Flowrate Requirements
Approach:
1.1 Determine the pump station flow requirements for the ESBPS after determining that the
1,500 -gallon -per -minute capacity improvements outlined in the 2010 WSP would not meet current
needs.
Task 2 — Zone 2 Water Main Updates in Hydraulic Model
Approach:
2.1 Update the City's water system model in Zone 2 after the work associated with the unidirectional
flushing program was behind schedule and would not be completed before the model updates
were needed.

Out -of -scope Professional Services Amendment No. 2
Task 3 — Zone 2 Storage Memorandum Additional Costs
Approach:
3.1 Provide additional services to the Zone 2 storage memorandum that included hydraulic modeling
and other services in excess of the scope of work.
Task 4 — Incorporate Oregon Avenue and Fire Station Designs
Approach:
4.1 Change the ESBPS final design to incorporate consistency in the site design with the Oregon
Avenue transportation improvements and preliminary design of an ancillary building and
landscape changes at the adjacent Fire Station.
Task 5 — Project Report
Approach:
5.1 Prepare a project report in conformance with DOH standards to submit with the agency review
draft of the ESBPS. The project report was triggered when the capacity of the project exceeded
the anticipated capacity in the 2010 WSP.
RH2 Deliverables:
• One (1) PDF copy of agency review draft project report, submitted to the City for final review.
• Two (2) hard -copy sets of agency review draft project report to DOH for review and approval.
