Meeting called to order at 8:00 P.M. by Jan Tidrick, Mayor.-,

Mr. Sheeley moved that Consent Agenda.Be.approved-.- Seconded--,byMr. Snider. Motion

Consent items are as follows:

b) Bills and Communications. General Claims in -the amount:.of $288,263.11;
Warrant Nos. 10759 through 10880.
PUBLIC HEARINGS:
MAYOR TIDRICK DECLARED.THE:;P,.UB.L.I-C..HEARING OPEN.TO.:REZONE LOT 12, BLOCK 1, MERIDIAN
ADDITION, EXCEPT'THE'WEST 7` THEREOF, FROM RESIDENTIAL:R-:1.TO.RESIDENTIAL R-2:

It was reported that the hearing was duly -published and. -posted: ---There were nonadverse
communications. A letter was received .from the .P,1anning.,Comm4ss1-o.n, recommending
denial of proposed zone change.
Mr. Bob Williams, along with Cecil Johnson; Edith Jefferson,.Thurman Hepley and
Cecil Johnson, Jr., objected_to..proposed..zone. change because:it-was.not.a multi-
dwelling area. . Further, they. -felt proposer-.shou1d-•b.e, i,n attendance which he was not.
Following three (3) calls from Mayor Tidrick for further comments from the floor,
either for or against, the..Public Hearing was declared closed.'
MAYOR TIDRICK DECLARED -THE PUBLIC HEARING.OPEN.TO REZONE 2400 and 2500 BLOCK OF
WEST OPAL STREET, VENTURA HEIGHTS., FROM RESIDENTIAL.R-1-to-RESIDENTIAL R-2:
It was reported that the hearing was duly published and.posted. A..petition bearing
signatures of.approximately 68_adjacent,.proper.ty:.-owners was. pr.esented,.opposing.proposed
zone change. A letter.from City Planning Commiss on.wa's read,;°vppommending denial of
proposed zone change.
Mr. David Squires, 2411 W. Pearl, acted as.spokesma.n,for group in attendance and based
their objections on increased.traffic conditions,.ov,ercrowded schools and need for
residential areas. He cited that as of noon, November.16, 1976, the 160 -unit apartment
complex immediately to the south of proposed -area had only...rented 23 units; therefore,
considering the fact that they had been open for six weeks, there didn't seem to be a
shortage of apartments. _

AN ORDINANCE CHANGING THE ZONE.CLASSIFICATION.OF'CERTAIN REAL PROPERTY
WITHIN THE CITY OF PASCO FROM.LOW.DENSITY RESIDENTIAL R-1 to MEDIUM
DENSITY RESIDENTIAL R-2.
Mr. Sheeley moved that Ordinance.No...1822 be adopted. .Seconded by Mr. Adams.

ORDINANCE NO. 1.823:,
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, ADOPTING -FOR SAID CITY
THE CLASSIFICATION OF NON-CHARTER.CODE CITY WITMOUT REORGANIZATION TO
BE GOVERNED BY THE PROVISIONS OF.CHAPTERS 3.5A.13 and 35.02 OF THE RE-
VISED CODE OF'WASHINGTON, UNDER THE COUNCIL-MANAGER PLAN OF GOVERNMENT.
Ordinance No. 1823 was read.by title only. Mr. Sheel.ey moved that Ordinance No.
1823 be adopted. Seconded by Mr. Sn.ider... Motion carried by roll call vote of

ORDINANCE NO.'1824:
AN ORDINANCE ADOPTING THE -WASHINGTON MODEL.TRAF,FIC ORDINANCE AND OTHER .
TRAFFIC STATUTES TO REGULATE T,RAFFI.C..ON.THE HIGHWAYS.OF THE CITY OF
PASCO AND REPEAL.ING''PARTS OF CHAPTER5..10.08,-10.12, 10.16, 10.20, 10.24,

10.84'AS'SET OUT MORE SPECIFICALLY IN:SECTION'7 BELOW AND REPEALING ALL

ORDINANCE ALSO AMENDING PASCO MUNICIPAL CODE SECTION 10.56.040 AND

RESOLUTIONS:
RESOLUTION NO. 11581':
A RESOLUTION OF THE CITY OF PASCO AUTHORIZING THE FIRE CHIEF TO ENTER INTO
A CONTRACT FOR MUTUAL AID FOR EMERGENCY MEDICAL SERVICES IN THE SOUTH
CENTRAL WASHINGTON REGION.

NEW BUSINESS:
APPEAL FROM MEMORANDUM DEC•ISION.OF SUPERIOR.00ORT'OF FRANKLIN COUNTY IN BEGGS vs.
CITY OF PASCO: Mr. Sheeley moved..to.author.ize the City Attorney to initiate the
appropriate legal proceedings to appeal the Memorandum Decision of'the Franklin
County Superior Court in the case.of Beggs -et al. vs. City of Pasco. Seconded.by
Mr. Adams. Motion carried by roll call vote of seven (7).
