HomeMy WebLinkAbout08-18-1976 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING ORDINANCES - Continued: ORDINANCE NO. 1810: AUGUST 18, 1976 AN ORDINANCE REGULATING THE MOVING OF BUILDINGS OR STRUCTURES OVER STREETS, ALLEYS OR.OTHER PUBLIC PROPERTY WITHIN THE CITY OF PASCO, ESTABLISHING LIABILITY INSURANCE REQUIREMENTS FOR MOVING BUILDINGS, AND. FIXING PENALTIES, AND REPEALING SECTION 15 OF ORDINANCE 101; ORDINANCE 303,. AND ORDINANCE 1375. Ordinance No. 1810 was read by title only. Mr. Sheeley moved that Ordinance No. 1810 be adopted. Seconded by Mr. Bailie. '(Discussion) Mr. Sheeley questioned rate of $100 for permit stating that it was "too cheap" and encouraged moving old buildings into Pasco. He felt that a higher fee would discourage amateurs. Further, there were several parts of the Ordinance that he took exception to and.would prefer that this Ordinance be workshopped before there was any final action taken. Mr. Adams supported Mr. Sheeley's concerns and he, too, found descrepancies. Mayor Tidrick then suggested that if the Council had suggestions for improvement of the Ordinance that they relay them to the City Manager's Office, to be dis- tributed with Friday's agenda.. Mr. Adams moved to table Ordinance No. 1810. Seconded by Mr. Snider. Motion carried by.roll call vote of seven (7). ORDINANCE NO. x.811: AN ORDINANCE PROVIDING FOR THE ISSUANCE OF LOCAL IMPROVEMENT DISTRICT NO. 95 WARRANTS, SETTING THE RATE OF INTEREST FOR SAID INTEREST BEARING WARRANTS, AND NAMING PEOPLES NATIONAL BANK OF WASHINGTON AS THE LENDING INSTITUTION. Ordinance No. 1811 was read by title only. Mr. Sheeley moved that Ordinance INo. 1811 be adopted. Seconded by Mr. Adams. Motion carried by roll call vote of seven (70. ORDINANCE NO. 1812: AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT ROLL OF LOCAL.IMPROVEMENT DISTRICT NO. 93, WHICH HAS. BEEN CREATED AND ESTABLISHED FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING A SIXTEEN (16) INCH WATER MAIN EXTENSION, TOGETHER WITHAAPPURTENANCES ALONG THE EAST -WEST CENTER OF SECTION.LINE., SECTION 20, TOWNSHIP 9 NORTH, RANGE 30 E.W.M., FROM THE END OF.THE EXISTING TWELVE (12) INCH MAIN IN THE CITY CEMETERY EAST TO INTERSECTION WITH THE CENTER LINE OF WYOMING AVENUE,.ALL WITHIN THE CITY.OF PASCO, SAID EXTENSION TO BE CONSTRUCTED TO CITY.STANDARDS BY FURNISHING ALL EQUIPMENT, MATERIAL, LABOR AND INCIDENTALS TO ACCOMPLISH A COMPLETED PROJECT, ALL IN ACCORDANCE WITH RESOLUTION.NO. 994 OF THE CITY COUNCIL, AS PROVIDED BY ORDINANCE NO. 1727, AND LEVYING AND ASSESSING THE AMOUNT THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER PROPERTY SHOWN ON THE ROLL. Ordinance No. 1812 was read by title only. Mr. Sheeley moved that Ordinance No 1812 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote of seven (7). RESOLUTIONS: RESOLUTION NO. 1050: A RESOLUTION OF THE CITY OF PASCO COMPLYING WITH FEDERAL REGULATIONS. WITH RESPECT TO SECTION 3 AFFIRMATIVE ACTION PLAN FOR THE CENTRAL BUSINESS DISTRICT PROJECT. Resolution No. 1050 was read by title only. Mr. Sheeley moved that Resolution No. 1050 be adopted. Seconded by Mr. Snider. Motion carried by roll call vote of seven (7). MINUTES PASCO CITY COUNCIL REGULAR MEETING UNFINISHED BUSINESS: AUGUST 18, 1976 GOLF CART STORAGE BUILDING: Mr. Sheeley questioned whether or not financing was available through revenue bonds. Mr. Olney replied that financing through revenue bonds was quite costly on small loans such -as this. On amount requested, he doubted that we could get a better.interest rate than 8%. . Mr. Adams voiced concern on rates. He felt.they were much.too low and not allowing us any buffer area. be :,,can.._ .Mr. Bailie moved that staff be 'authorized to prepare final.plans and specifications and call for bids for the golf cart storage facility. Seconded by Mr. Wilkins. Motion carried. Mr. Adams moved to accept loan from Firemen's Pension Fund, not to exceed $35,000, at an interest rate of.8%.. Seconded by Mr. Sheeley.. Motion carried by roll call vote of seven (7). (Councilman Adams also incorporated original motion regarding plans and specifications into his motion). SUGGESTIONS FROM COUNCIL _ GENERAL DISCUSSION: (House Movers) Mr. Sheeley moved to put a moratorium on issuance of building permits until September 16, 1976. Seconded by Mr. Snider. Motion carried. Mr. Ajax introduced SAHER FARGO, our new Assistant City Engineer to the council. Mr. Wilkins complained of junk being dumped on Douglas Street and asked for stricter enforcement. The City Manager responded that our new Code Enforcement Officer, Don Smith, was aware of these situations and making progress toward correcting them. Mr. Snider commended Mr. Smith for progress he has made, stating that it.was quite noticeable in the City. Mr. Wilkins called attention to new diesel truck business, located at 1404 E. Lewis. He felt they should keep their -trucks on the sides and back of'the'business rather_...,..., than in front as it created a blind corner situation at that intersection. Staff took note of this. Mr. Sheeley asked what happened to Ed Hendler presentation on,proposed golf course development? Mr. Roach replied that he was reviewing contract and would have information on next workshop agenda. Mr. Schuelein inquired about building in C.B.D. zone. ;Mr..Ajax replied that he was getting a full report -on it; however, the owner will comply with Code.. More information will be on workshop agenda. Mr. Sheeley moved that the August 17, 1976 meeting of the City Council be recessed until 8:00 P.M., August 31, 1976, for the purpose of awarding a construction engineering contract for the Central Business District Project.
