PASCO.CITY COUNCIL
REGULAR MEETING AUGUST 17, 1976
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Jan Tidrick, Mayor.
ROLL CALL:
By Deputy City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie,
Vernon Schuelein, David Sheeley, E.A. Snider, Jan Tidrick and Bill Wilkins. Also
present were: George Smith, City Manager; Patrick Roach, City Attorney; Leo Olney,
Director of Finance; James Ajax, City Engineer; Webster Jackson, EEO Officer;
Richard Erickson, Director of Parks/Recreation; Michael Corcoran, Planner and
Saher Fargo, Assistant Engineer.
CONSENT AGENDA:
Mr. Snider moved to approve the consent agenda. Seconded by Mr. Wilkins. Motion
carried by roll call vote of seven (7). Items are as follows:
Approval of Minutes: Minutes of regular meeting, held August 3, 1976.
General Claims: Warrant Nos. 10113 through 10240 in the total amount of
280,825.90.
Ordinance No. 1809: An Ordinance of the City of Pasco setting municipal holidays
and amending Pasco Municipal Cod@eSection 2.42.290 and Ordinance No. 1458.
Distribution of Federal Aid Metropolitan.(FAM) Funds, and that Alternate No. 1 be
approved as the basis for receiving such funds by the'City of Pasco.
Moore Rezone Application 76-15-Z - R-1 to R-3: Public Hearing date to be set for
September 7, 1976.
Hood Rezone Application 76-13-Z - R-1 to C-3: Public Hearing date to be set for
September 7, 1976.
PUBLIC HEARINGS:
CONTINUATION OF A PUBLIC HEARING WHICH WAS.RECESSED AT THE JULY 6, JULY 20 AND
AUGUST 3 REGULAR MEETINGS OF THE PASCO CITY COUNCIL TO AUGUST 17, WHICH IS A PUBLIC
HEARING FOR THE PURPOSE OF REZONING THE FOLLOWING.DESCRIBED PROPERTY FROM I-1 to
R-3, SE 1/4 SECTION 25, T9N, RANGE 29, GOVERNMENT LOT 3: (Lawson)
Mr. Ajax opened public hearing by stating .that there was still a problem with the
surveying which had to be resolved..
Mr. Sheeley moved that public hearing be continued until September 21, 1976 at
8:00 P.M. Seconded by Mr. Snider. Motion carried.
PUBLIC HEARING - FINAL ASSESSMENT ROLL ON L.I.D. NO. 93 - JAMES STREET WATER LINE:
The Hearing had been duly published and posted. There were,no adverse communications
received. The City Engineer stated that the final assessment roll was 96.9% of the
preliminary roll.
Following three (3) calls from Mayor Tidrick for further comments from the floor,
either for or against, the Public Hearing was declared closed.
ORDINANCES:
ORDINANCE NO. 1804:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY
WITHIN THE CITY OF PASCO FROM LIGHT INDUSTRIAL I-1 TO HIGH DENSITY
RESIDENTIAL R-3.
Mr. Adams moved that Ordinance No. 1804 be continued until September 21, 1976
for final action. Seconded.by Mr. Wilkins. Motion carried.
