HomeMy WebLinkAbout05-11-1976 Minutes378 8 - MINUTES PASCO CITY COUNCIL SPECIAL MEETING/PUBLIC HEARINGS CALL TO ORDER: May 11, 1976 Heating called to order at 8:00 p.m., by Jan Tidrick, :-PMayor. ROLL CALL: By Deputy City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie, Vernon Schuelien, David Sheeley, Jan Tidrick, Bill'. Wilkins, .and E.A. Snider. Also present were: George Smith, City Manager; Patrick Roach, City Attorney; Leo E. Olney, Finance Director; -.Jim Ajax, City Engineer; Al Tebaldi, Chief of Police; John Hager, Fire Chief; Webster Jackson, Director of Urban Renewal; and`Richard Erickson, Director of Parks/Recreation. PUBLIC HEARING Jim Ajax, City,,Engineer,. discussed" -the proposed LID.;'the petitions received, locafion, finances and out look for the future.' Comments: ' . .,.... Sid Davidson stated that he was in favor of the LID and'added that CENEX was going to double the development of a warehouse in the proposed LID area. He complimented Por. Ajax of the good work he did on this project. Kathrvn Smith asked where the monies were coming from. Mr. Ajax stated that there were three sources of funds; direct assessment from property in the sum of $75,000.00, (5f' -this' - $75,000.00 approximately $35,000.00 will come directly from direct revenue; also from the State of Washington approximately $40,000.00 and in particular referendum 27. Mayor Tidrick asked for more discussion from the audience. A third and final call. Playor Tidrick then declared the public hearing closed. ORDINANCE: ORDINANCE No. 1788: AN ORDINANCE ORDERING THE CONSTRUCTION AND INSTALLATION OF A TWELVE (12) INCH AND SIXTEEN (16) INCH WATER MAIN EXTENSION TOGETHER WITH APPURTENANCES FROM THE EXISTING TWELVE (12) INCH MAIN EAST OF OLD OREGON AVENUE VIA FRONTIER LOOP, COMP'IERCIAL AVENUE, AND HILLSBORO STREET, SECTIONS 17 AND 20, TOWNSHIP 9 N., RANGE 30 EAST W.M., ALL WITHIN THE CITY OF PASCO, SAID EXTENSION TO BE CONSTRUCTED TO CITY STANDARDS BY FURNISHING ALL EQUIPMENT, MATERIALS, LABOR AND INCIDENTS TO ACCOMPLISH A COMPLETED PROJECT, ALL IN ACCORDANCE WITH RESOLUTION NO. 1032 OF THE CITY COUNCIL; ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO.. 95; PROVIDING THAT PAYMENT FOR THE IMPROVEMENT BE MADE IN PART BY SPECIAL ASSESSMENTS UPON THE PROPERTY IN THE'DISTRICT; PAYABLE BY THE MODE OF "PAYMENT BY BONDS"; AND PROVIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DISTRICT WARRANTS REDEEMABLE IN CASH AND LOCAL IMPROVEMENT DISTRICT BONDS. Ordinance No. 1788 was read by title only. Mr. Adams moved that Ordinance No. 1788 be adopted. Seconded by Mr. Wilkins.
