Council- man Bill Wilkins was absent from the Hearing. C.D. GRANT APPLICATION HEARING - WORKSHOP OF FEBRUARY.24,=1976. - Mayor Tidrick declared the Public Hearing openifor public input on -Community Development Block Grant Application. Prior to Hearing, Mayor Tidrick*and Councilman Adams presented a Bi -Centennial flag to the City of Pasco which was accepted graciously. The City Manager briefly outlined the.Community Development Block Grant application procedures and amount of work needed by staff to complete the project. Mr. Jacobson, special consultant, stated that a new application is needed each year and have an -ongoing public hearing for any input. procedures for establishing Mr. James Ajax listed the following community needs, objectives and projects: 1. Determine community needs. 2. Set long range objectives. 3. Set short range objectives•: 4. Establish -immediate .projects In 1975, the following was established as #1 priority for the City of Pasco: 1. Revitalize Central Business District. 2. Stre6ts - 45 mile repair. 3. Expand social services. 4. Expand Park/Recreation programs 5. Expand Code enforcement. 6. Expand storm sewer system. 7. Upgrade water lines and extend. 8. Expand housing - low to moderate income. 9. Comprehensive Planning. #2 Priority: 1. C.B.D. redevelopment. 2. Upgrade Street system. 3. Provide for ongoing social services. 4. Expand Park/Recreati'on programs. 5. Expand Code Enforcement. 6. Sewer system to all areas. 7. Water system to all areas. 8. Housing for low & moderate. 9. Update comprehensive plan. #3 Priority: 1. C.B.D. redevelopment. 2. Improved streets through L.I.D.'s and City funding. 3. Provide funds for social needs. 4. Provide funds for a park, acquisition and development. 5. Cdde Enforcement. 6. Extend sewer on East & West extremities. (2,000 feet/year). 7. Extend 2,000 ft of water line on east side. 8. Rehabilitate sub -standard housing through code enforcement. 9. Comprehensive Park Plan. 1 1 1 1 1 MINUTES COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FEBRUARY 24, 1976 #4 Priority - Continued: 1. Central Business District. 2. Oregon Street Extension. 3. Mr. Jacobson outlined eligible activities and -type of activities for benefit of the Council: 1. Acquisition and clear blighted areas.. 2. Acquisition of park and historic sites. 3. Community Center, Senior Citizens, Library, Parks and Utilities. 4. Fire Station - special. 5. Provision for public service, if necessary. 6. Activate toward planning (comprehensive). 7. Relocation of persons displaced. 8. Reasonable administrative costs. 9. Mr. Jacobson gave the following examples of approabhes to program development: 1. When conventional means are unavoidable. A. Matching funds for park. B. L.I.O. support - storm sewer, etc. 2. Special facilities where other funds not available. 3. Improvement of blighted area. ,•, I . Mayor Tidrick suggested establishing a Task Force to work with Mr. Jacobson and Staff, with next meeting scheduled for March 16, 1976. PUBLIC INPUT: Ms. Julie Richardson, Community Action Committee, asked, "who sets -priorities for projects?" Mr. Ajax.replied, "the City Council; after staff and,.public input." Mr. O assel asked if spectator sports was -eligible. -The reply was not eligible. He then asked if Edgar Brown Stadi.um was eligible. Staff replied that it was not eligible this grant.
