(a) Approval of Minutes To approve the Minutes of the Pasco City Council Meeting dated September 21, 2015. (b) Bills and Communications To approve claims in the total amount of $2,312,047.98 ($1,277,928.07 in Check Nos. 206107-206272; $379,704.38 in Electronic Transfer Nos. 807226-807342, 807349-807350, 807355-807448, 807451-807466, 807470- 807577; $43,928.24 in Check Nos. 48608-48663; $610,487.29 in Electronic Transfer Nos. 30086148-30086652. (c) i Accept 2014-2015 Chip Seal To approve Resolution No. 3659, accepting the work performed by Central Washington Asphalt, Inc., under contract for the 2014-2015 Chip Seal project. (d) 1 Easement Vacation: Easement in the Plat of Agri -Center (MF# VAC 2015-014) To approve Resolution No. 3660, a resolution setting 7:00 p.m., Monday, November 2, 2015 as the time and date for a public hearing to consider the vacation of the east/west easement between Lots 8-15, Plat of Agri -Center. VISITORS - OTHER THAN AGENDA ITEMS: This item is provided to allow citizens the opportunity to bring items to the attention of the City Council or to express an opinion on an issue. Its purpose is not to provide a venue for debate or for the posing of questions with the expectation of an immediate response. Some questions require consideration by Council over time and after a deliberative process with input from a number of different sources; some questions are best directed to staff members who have access to specific information. Citizen comments will normally be limited to three minutes each by the Mayor. Those with lengthy messages are invited to summarize their comments and/or submit written information for consideration by the Council outside of formal meetings. 6.
