TASK ASSIGNMENT
PROJECT TITLE: Oregon Ave (SR 397) Improvements; STPUS-0397(008).
PROJECT DESCRIPTION: The project will upgrade the existing Oregon Avenue Corridor
between the I-182/US 12 Interchange and Ainsworth Avenue to provide safety, mobility and
access improvements. The improvements will consist of the installation of curb and gutter,
sidewalks, access management, pavement widening and overlay, channelization for a 5 -lane
section, illumination, and streetscaping.
TASK DESCRIPTION — APPRAISAL, APPRAISAL REVIEW, ACQUISITION AND
CERTIFICATION REVIEW SERVICES: The City of Pasco is contracting with the
Washington State Department of Transportation, South Central Region, Real Estate Services
Office, for any needed appraisal, appraisal review, and negotiation services for acquiring
parcels needed for this project and certification review services. The City will be responsible
for payments to the property owner(s). The authority to start work was initiated by the City of
Pasco's request for services letter dated May 1, 2015.
It is estimated that the total manpower expenditures to provide the above referenced services
will not exceed $68,000 plus 25 percent. Any costs by Real Estate Services in excess of this
estimate, plus 25 percent, will require additional written authorization by the City of Pasco.
The following will be provided by the City of Pasco:
• Title report and authority for WSDOT to order any necessary updates.
• An approved set of Right of Way Plans and necessary Engineering/Construction Plans.
• Concurrence and authorization for Review Appraiser's Certification of Value (CV),
or Administrative Offer Summary (AOS).
• Preparation of legal descriptions for acquisition area. The description will be provided
to WSDOT in Word Format via disc, CD or e-mail.
• Authorization for the WSDOT to sign the Excise Tax Affidavits.
• Payment of settlement amounts, title clearance fees and recording fees.
• Any necessary condemnation proceedings.
• A list of all property owners, with mailing addresses, phone numbers and parcel
numbers.
• The City of Pasco will be responsible for any property management and handling any
surplus properties.
• Types of Deeds to be used. (Quitclaim or Warranty Deed)
• The City will provide letterhead for offer and correspondence.
• The City will be responsible for payments to the individual(s).

The following will be the responsibility of the WASHINGTON STATE DEPARTMENT
OF TRANSPORTATION:
• Complete the Project Funding Estimate Package, Administrative Offer Summaries
(AOS's) and Appraisals.
• Do any necessary Appraisal Review and provide Certification of Value (CV), if
necessary.
• Right of Way acquisition to include negotiations with property owner, including
preparing the offer letter, correspondence, diaries and voucher required.
• Preparation of Deed and any necessary easements using WSDOT forms. The City will
choose the type of Deed to be used.
• Provide justification of any administrative settlement and documentation for approval
by the City.
• Clearance of encumbrances in accordance with the WSDOT Right of Way Manual or
as directed by the City.
• Monthly project update to the City.
The undersigned agree to the conditions and responsibilities set forth herein and hereby agree
to provide these services in the manner described.
