Change order # 3 reflects the revision to the 2015 Water Meter Relocation project listed below. This
change order addresses installation of Brass Plugs and Romac Repair Band in the abandonment of
existing water mains. Per City base maps the existing lines presented Tees and Crosses that the project
called out to be replaced by the proposed flange spools. Once the contractor uncovered those areas, the
existing mains actually presented several small stubs serving the alleyway. This situation was unforeseen
and was only discovered after construction had started.
In order to abandon the mains in the alley, brass plugs and a repair band were installed. The originally
proposed flange spools were not utilized in the project.

The contract provided for the abandonment of the exisfing 2" water main located in the alley between S Sycamore
Ave and S Elm Ave to the north of E Helena St.
The excavation of the water mains in Helena St between S Sycamore Ave and S Elm Ave, revealed the existence of
a 8" x 8" x 6" x 2" lead joint cross. Once the cross was uncovered and the lead joints were identified, it was
recommended by the City's Water Department (Operations Division) not to allow the contractor to disturb these
mains. Old lead joints are very vulnerable and under any stress or slight movement on these lines could easily cause
leaks, jeopardizing the normal operation of the water system and the service to the neighborhood.
It was agreed that the contractor would be compensated for the excavation performed and would be exempt from
furnishing and installing the cap and concrete thrust block originally specified in the contract documents.
The 2" water main abandonment would be performed instead by City Water Crews, who are better suited to conduce
a water service shut down, remove the existing lead joint cross and install of a 8" x 6" Tee MJxMJ and reinstate the
water service in a timely manner. This decision was based in the capabilifies of the water crew to perform this work
with minimal disruption of the existing water lines and protection of the water system as a whole, counting on enough
personnel to get the job done in a minimal amount of time.
