II. Approval of Previous Meeting Minutes:

Introduction of newly appointed Board Members:
- Molly Harker and Nolvia Salinas each introduced themselves
- Introductions of all others
- Explained Saul Martinez’s role as Council Representative
III. Staff Reports
a. Recreation Highlights
i. Chiawana Party in the Park and Easter Egg Hunt - April 4
ii. Community Garden Starts on March 28 - Full (Submitted a Grant to Aetna
for Community Garden, will hear in September whether we are selected
iii. Summer Brochure is out (Spanish Online)
iv. Many Tournaments, SB Leagues starting (Switch in payment, taxes)
v. Selfies in the Park
vi. Special Events: Color Dash, Cardboard Regatta, Gigs at the Gazebo,
Pinewood Build & Battle
b. Senior Center Highlights
i. Volunteer Reception (Tuesday, April 14) went well.
ii. Vince out with the birth of new Baby Girl
iii. Aramark has moved out (M on W still serving meals)
iv. Partnering with Washington Relay as host site for a Mini-Technology and
Resource Fair
c. Park Maintenance Highlights
i. Burning tumbleweed
ii. Planted 34 new trees (4 at Memorial Park for Arbor Day)
iii. Pool is ready and prepared for the season
iv. Did a lot of clean-up downtown for the Cinco de Mayo Parade and event.
v. Finished repairs to the Labor Union Hall and moved Metro Police into the
office
vi. Painting Highlands Park fields for the Pasco Youth Football spring flag
football season.
vii. Got 36 Soccer fields set up for the season
viii. Sprayed growth regulator at the cemetery
ix. Prepping the cemetery for Memorial Day

i. Shared update on Memorial Park, The Path and Shelter project is finished
ii. Shared update on Pool – more programs proposed, season passes being
sold, concessions to be sold
iii. Shared update on sale of Senior Center – still working out the details of
the sales contract with the lawyers
IV. Other
a. Grand old 4th Parade Grand Marshal Nominations
i. The board discussed many of the nominations and then were given the
instructions to each nominate 3 people and to send their nominations to
Sandy by next week (5/15)
b. Rd 60 Right-of-way: Vacation of West side – Maintain trail access to the River
Pathway.
i. Staff explained that the city would like to vacate the west side right-of-
way along the Riverfront Access Trails at Rd. 60. Explained that there
would still be plenty of room on either side of the trail and that in this way
the right-of-way would be maintained by the homeowner
ii. Motion to move forward with the Vacation of the west side right-of way
made by Arthur Job; Seconded by Thomas Davenport
c. Playground Options:
i. Staff presented recommended options for Volunteer and Kurtzman Parks
ii. Motion to accept staff recommended playgrounds made by Edmon
Daniels; Seconded by Jason Ruud
d. Open Government Training
i. Instructed Molly and Nolvia to take the online training and then report
back to Sandy and Rick once they had completed it
V. Council Member Suggestions & Report
a. Craig Howell expressed concerns with lack of shoulder along Sandifur for bikes
b. Thomas Davenport expressed concerns with condition of trail along the freeway
from Rd. 100 to Rd 68
c. Saul Martinez suggested planning for updates to Sylvester Park because of the
heavy use the park gets
d. Nolvia Salinas wanted to make sure we kept flags up throughout the city on
Memorial Day and the 4th of July
e. Arthur Job said he had information about plants that could be grown alongside
trails where there is no access to water
f. Molly Harker asked about the Cinco de Mayo event, who is the organizing agency
g. Rick shared current goals for downtown and invited all to participate in Food
Truck Friday
