RE: Letter Agreement — Primary Clarifier Update Project
Dear Mr. Kuruvilla:
The City desires to engage the professional services and assistance of Exeltech Consulting,
Inc. to provide a Constructability Review with respect to the Primary Clarifier Update
Project.
The scope of services is outlined on Attachment A with an estimated cost of not to exceed
$5,000 and a completion date of July 31, 2015.
The City of Pasco and Exeltech Consulting, Inc. agree to the terms of this Letter Agreement
by signing below:

Scope of Services for
Primary Clarifier Update Project
City of Pasco
I. PROJECT DESCRIPTION
The Primary Clarifier Upgrade project involves installation of two new primary clarifiers, a
new primary sludge pumping room, a new scum pump station, modifications to the
existing headworks channel, and associated mechanical, electrical, instrumentation, yard
piping, and other site work.
II. SCOPE OF SERVICES
TASK 1 CONSTRUCTABILITY REVIEW
Based on the "Issued for Construction" plans and Construction Documents Project Manual
prepared by HDR, dated April 2015, the Consultant will provide a constructability review to
include the following:
1. Perform a constructability and plan set review for completeness, accuracy,
clarity, drafting inconsistencies, redundancy of detail and overall plan adequacy
for a Contractor to bid and build the project
2. Identify site access and other site constraints

TASK 2 PROJECT RISK MATRIX
The Consultant will develop a Risk Matrix to identify, quantify, and manage potential
Project risks which may include, but not limited to: technical, fiscal, political, schedule,
resources, approvals, and scope. These identified risks will assess qualitative and
quantitative probability and impact, identifying the response strategy and contingency
plans (and associated advantages and disadvantages), and monitoring and tracking the
risk by status and responsibility.
