Please review and approve the attached change order for the School Zone Safety
Improvements project. This change is to pay for additional materials necessary to connect the
flashing beacons for the 20mph speed zone centered around 201' and Pearl, and to pay for
unused solar power equipment.
The additional materials for installation of the flashing beacons at 20'" and Pearl were the result of
Franklin County PUD requiring us to connect each of our flashing beacons as a separate
connection instead of allowing us to tie into the existing street light circuits as originally designed.
When the contractor originally tried to install the clock and modem for the flashing beacon on 22nd
south of Court, there was no power to the sign and no obvious source of power for them to
access. After significant coordination with Pasco School District personnel, the original source of
power to the existing flashing beacon was unable to be determined and it was decided that an
alternate source of power needed to be provided. The solar power option was determined to be
the most cost effective, and the City approved a change to install solar power equipment at this
location. When the contractor went to install the solar power equipment, they found live power to
the sign and utilized it to connect the clock and modem. The change order is to pay for the
equipment that was ordered on our behalf so that we have it available if this issue arises again in
the future.
This change was made at our request and covers all additional time, materials, and work
necessary to complete the work.
