A RESOLUTION relating to the declaration of an emergency requiring
that the City of Pasco not go through the formal bidding
procedures required by Washington Laws, Chapter 89, 1979
First Extra Session, and stating the reasons therefore.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That there exists an emergency which requires that the City of
Pasco not proceed with the formal bidding requirements required by
Washington Laws, Chapter 89, 1979 First Extra Session (R.C.W. 35.23.352)
and further authorizing the mayor to sign a contract with the
Willamette Valley Company for computer hardware and software.
The reasons for the emergency are set forth below:
1. The city first conceived the idea of studying the city's data
processing needs and to acquire its own computer during the fall of
1978 (the 1979 preliminary budget process).
2. The City of Richland which presently provides data processing
services to the City of Pasco put it on notice in the early spring of
1979 that data processing services would no longer be provided after
May 15, 1980.
3. The City of Pasco immediately began the effort to convert from
Richland's computer to a computer to be acquired by the city by initiating
the development of a data processing plan. The city hired a consultant,
Neimi, Holland & Scott to develop this plan.
4. Using the data contained in the plan, a formal request for
proposals containing detailed specifications were sent to thirteen (13)
computer vendors.
5. All this occurred prior to the effective date of Washington
Laws, Chapter 89, 1979 First Extra Session.
6. Four (4) vendors responded to this request.
7. A tentative selection of the company to which the contract would
be awarded was made and this information was presented to the City
Council on October 22, 1979. The recommendation was to select the
Willamette Valley Company for the purchase of a Hewlett-Packard 3000
Series 33 computer with certain software and conversion services.
8. The earliest date the Willamette Valley Company can deliver
the computer is April 1, 1980, or April 15, 1980. The system cannot be
made operational prior to May 15, 1980. It is the professional opinion
of the finance director, the data processing supervisor, and the
consultant to the project from Neimi, Holland & Scott that a delay in
the selection of a vendor will not allow sufficient time to install
the computer and make it operational by the May 15, 1980, date
mandated by Richland.

9. To go through the formal bidding process would require a delay
of at least one month if not longer.
10. The computer and associated services are necessary for the
city to provide for billing of water and sewer services the income from
which is essential to the operation of these utilities.
11. A detailed and comprehensive request for proposal was sent to
every computer vendor of which the city and the consultant were aware.
There is no expectation that a different proposal would be received
if the city were to go through the formal bidding process.
12. The only significant difference between the procedure the
city followed -and the procedure required by Washington Laws, Chapter 89,
1979 First Extra Session, is the publication in a newspaper of general
circulation in the county of the request for submittal of bids.
PASSED by the City Council of the City of Pasco this 5 day of
November 1979.
