HomeMy WebLinkAbout1286 ResolutionRESOLUTION NO. 1286 A RESOLUTION conditionally approving the preliminary plat of Dani's Subdivision and setting forth the specific conditions underwhich a final plat of Dani's Subdivision may be prepared. WHEREAS, an application for preliminary plat was filed by E.A. White, owner, on July 5, 1979, said application being assigned Planning Division Master File No. 79 -24 -PP, Dani's Subdivision; and WHEREAS, the city's Planning Commission conducted a public hearing on August 16, 1979, due notice of which was properly given, and issued its recommendation that the preliminary plat be conditionally approved; and WHEREAS, the City Council conducted a public hearing on September 17, 1979, due notice.of which was properly given, in of the city's Planning Commission's recommendations; and WHEREAS, the City Council deems the preliminary plat of Dani's Subdivision to be in the public interest and, if properly conditioned, makes adequate provision for the population to be generated thereby; NOW, THEREFORE., BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: That the preliminary plat of Dani's Subdivision hereby is conditionally approved and the applicant ray cause to be prepared a final plat to conform, and in addition to all other applicable regulations and requirements, with the following specific conditions: 1: That no construction commence until applicable engineering design documents have been submitted and approved by the city engineer; 2. That all lots within the subdivision be served by the City of Pasco sanitary sewer and water service; 3. That both Park Street (as a half roadway) and 25th Place ( a cul-de-sac) be improved to city standards, which include a paved roadway, installation of curb and gutter, storm drain system as required, and street lights; 4. All improvements shall be designed and constructed in accordance with the design criteria identified by the City Engineer, a copy of which is attached hereto and incorporated as Exhibit "A"; 5. The final plat shall reflect easements as required by the servicing utilities. 6. All electric/communication services within the subdivision shall be installed underground. --2- PASSED by the City Council of the City of Pasco this 17th day of September 1 1979. De Fe ice, ity Attorney REQUIRED Ib1PROVE1=S, DESIGN STANDARDS/CRITERIA AND PROCEDURES FOR SUBDIVISIONS WITHIN THE R-2 ZONE the City of Pasco is in the process of establishing and/or documenting and ccupiling improvement standards, design, criteria, process, and procedure requirements for subdivision and development improvements including water, sewer, street, and storm drain systems, which must be met if upon completion of construction the City of Pasco is to accept the facilities for maintenance and operation. To this end, the following represents a partial completion of standards, criteria, procedures, etc. Although not complete, this information will.be of value to developers, engineers, and contractors. The City of Pasco does, however, acknowledge and declare that no standard or criteria.can properly address each and every situation. Accordingly, the city does encourage and expect that in a untypical situation, engineering knowledge and principles and good construction practice be applied to produce a proper result given the situation be that.solution more or less demanding ($) that the standard or criteria. ENGINEERING DOCUMENTS - Plans and profiles shall be sutnd tted on mylar sheets indicating all water, sewer., street and storm drain systems and appurtenance. Sheets to be 34 to.36 inches by 22 to 24 inches. Plan Scale: 1 inch = 40 feet Profile Scale: Horizontal 1 inch - 40 feet - vertical as necessary to depict intent. Calculations: Shall be made available if requested PREMiSTURCTION CONFERENCE - After complete design approval and prior to construction a Precdnstruction Conference must be scheduled with the owner or his authorized representative, his engineer/surveyor and contractor in attendance. Storm Drain System: Closed pipe system to be installed as necessary to carry runoff from 5 -year storm - ref WSDOT hydraulics manual for storm note at tc=60 min i = aprox. .5 inch In cases where storm drain system cannot outfall or connect to other storm drains manholes shall be modified to serve tem- porily as drywells. Fire Hydrants - 3 port waterous pacer or mueller centerion - 4 foot bury = see City of Pasco standard detail for hydrant and valve Number flow capability andilocation per Pasco Fire Department 2000 to 3000 gpm in R-2 zone (general) . Minimum Line Size 6" - maximum velocity 5 feet per second without fire flow -' 8 feet per second with fire flow, higher allowed where probable future looping will reduce velocity to 8 -1 gal per 1000 sq. ft. without fire. Line location - 1 feet south or east of centerline right-of-way CONSTRUCTION INSPECTION . The City of Pasco shall be provided notice and opportunity to make the following inspections, tests, and oks, they are specifically listed because they for the most part are timely and/or legally mandated. The city at its discretion may make other observations inspections and tests as deemed appropriate. . Adequate construction staking must be present to allow the city inspector to easily determine that the contractor has or has not constructed the item or placed a material in the intended location which must correspond -to approve engineering documents. • The City Inspector's approval shall not relieve the developer from his obligation to construct improvements in accordance with approved plans, profiles, and specifications. Streets: . Subgrade prior to placement of rock, prior authorization is required Subsequent to placement of rock prior to placement of asphalt, prior authorization is required to pave required. .
