HomeMy WebLinkAbout1267 ResolutionRESOLUTION NO. 1267 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCOI WASHINGTON, DECLARING ITS INTENTION TO ORDER THE CONSTRUCTION AND INSTALLATION OF WATER MAINS) TOGETHER WITH APPURTENANCES TO SERVE THE VICINITY OF THE MARINE TERMINAL OF THE PORT OF PASCO; SAID WORK TO BE CONSTRUCTED TO CITY STANDARDS BY FURNISHING ALL EQUIPMENTI MATERIAL, LABOR AND INCIDENTALS TO ACCOMPLISH A COMPLETED PROJECT AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS A PORTION OF THE COST AND EXPENSE OF . CARRY I.NG OUT 9A I•D • WA'TE'R LINE EXTENSION AGAINST THE PROPERTY SPECIALLY BENEFITED THEREBY; AND P40TIFYING ALL PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENT TO APPEAR AND PRES'ENT THEIR OBJECTIONS AT A MEETING OF THE PASCO CITY COUNCIL TO BE HELD AUGUST 6, 1979• BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO AS FOLLOWS: SECTION •1•. IT IS THE INTENTION OF THE C I TY COUNC I -L OF TH•E CITY OF PASCOI WASHINGTON'S TO ORDER WATER LINE CONSTRUCTION CONSISTING OF FURNISHIN"G AND IN PIPE AND DOING ALL INCIDENTAL WORK TO COKPLETE THE INSTALLATION OF -,WATER LINE AND APPURTENANCES IN THE CITY OF PASCO,. WASHINGTON,'T•0 SERVE THE VICINITY MARINE TERMINAL OF THE PORT OF PASCO- TO W I T : .BEGINNING AT THE INTERSECTION OF 9TH"AVENUE AND "C" STREET; THENCE ALONG 9TH AVENUE TO THE INTERSECTION OF VACATED RIVER S.TRE•ET; THENCE EASTERLY ALONG VACATED RIVER STREET TO ITS APPROXIMATE INTERSECTION WITH 5TH AVENUE; THENCE NORTHERLY ALONG 5TH AVENUE TO ITS INTERSECTION WITH AINSWORTH STREET' THENCE WESTERLY ALONG AINSWORTH STREET TO ITS INTERSECTION WITH 7TH LANES THENCE NORTHERLY ALONG'7TH LANE TO ITS INTERSECT ONIWITH "C" STREET, SAID INTERSECTION BEING THE, END OF THE PROPOSED LINE. SAID LINE TO BE DESIGNED SO AS TO PROVIDE.A,MINIMUM FIRE FLOW OF 6,000 GALLONS PER MINUTE AT A MINIMUM' PRESSURE OF 20 POUNDS PER SOUARE INCH ALL AS REQUIRED BY THE PA.SCO FIRE DEPARTMENT. ALSO, A SECOND LINE.TO EXTEND OUT '-ALONG, THE BARGE SLIP I AGA I N ALL A'S REQU I RED. BY THE PASCO FIRE'DEPARTMENTI AND DESIGNED TO PROVIDE A MINIMUM FIRE FLOW OF 3,000 GALLONS PER MINUTE AT A PRESSURE OF 20 POUNDS PER .SQUARE INCH. BOTH OF THE AFOREDESCRIBED LINES ARE TO INCLUDE ALL NECESSARY APPURTENANCES INCLUDING FIRE HYDRANTS IN A WUMDER AND SPACING SATISFACTORY TO THE CITY OF PASCO FIRE DEPART'MEN.T. SECTION 2. THE TOTAL APPROXIMATE ESTIMATED COST OF SUCH IM- PROVEMENTS •I.S $250,000 WITH APPROXIMATELY `204,000 OF THE TOTAL COST AND EXPENSE OF S`AID1MPROVEMENTS TO BE BORNE BY AND ASSESSED AGAINST THE PROPERTIES SPECILALLY BENEFITED BY SUCH IMPROVEMEPIT ;TO BE INCLUDED IN THE LOCAL IMPROVEMENT DISTRICT TO BE ESTABLISHED EMBRACING AS NEAR AS MAY BEI;.•AL:L OF THE PROPERTIES SPECIALLY BENEFITED BY SUCH IMPROVEMENT. THE BALANCE OF SUCH COST AND EXPENSES OF CARRYING OUT SUCH IMPROVEMENT SHALL BE PAID BY THE CITY OF PASCO, WASHINGTON. -2 - SECTION 3. IT IS THE.INTENTION OF THE CITY OF PASCO, WASHINGTON TO CREATE A LOCAL IMPROVEMENT DISTRICT TO INCLUDE.FOR- THE ,PURPOSE OF ASSESSMENT THE PROPERTIES DESCRIBED AS FOLLOWS: THOSEi PROPERT 1 ES LYING EAST OF, SOUTH 'LOTH AVENUE,- SOUTH OF AINS4lORiTH, WEST OF THE BURLINGTON NORTHERN MAINLINE WESTERLY RIGHT-OF-WAY'LINE AND NORTH OF THE COLUMBIA RJVER SECTION 4. ALL PERSONS WHO MAY DESIRE TO OBJECT TO THE IMPROVEMENT HEREIN.MENTIONED ARE HEREBY NOTIFIED TO APREAR AND -.PRESENT SUCH OBJECTIONS AT'A MEETING 0'F THE CITY COUNCIL, TO BE ...HELD IN THE COUNCIL CHAMBERS AT THE CITY HALL, PASCO,. WASHINGTON, AUGUST 6, 1979, AT 8:00 P.M. (PDST), WHICH TIME AND PLACE ARE HEREBY FIXED FOR HEARING ALL MATTERS RELATING TO SAID PROPOSED.IMPROVEMENTS AND ALL OBJECTIONS THERETO AND FOR DETERMINING THE'METHOD.OF PAYMENT.
