A RESOLUTION conditionally approving the preliminary plat of Mansion
Estates and setting forth the specific conditions
under which a final plat of Mansion Estates may be
prepared.
WHEREAS, an application for preliminary plat was filed by Sunland
Investment Company, owner, on February 1, 1979, said application being
assigned planning division master file number 79 -05 -PP, Mansion
Estates; and
WHEREAS, the city Planning Commission conducted a public hearing
on March 22, 1979, due notice of which was properly given; and
WHEREAS, the preliminary plat was substantially revised by the
applicant during the public hearing on March 22, 1979; and
WHEREAS, the city Planning Commission, upon completion of the
public hearing on March 22, 1979, issued its recommendation that the
preliminary plat, as revised by the applicant, be conditionally
approved; and
WHEREAS, the City Council conducted a public hearing on April 16,
1979, due notice of which was properly given, in consideration of the
city Planning Commission's recommendation; and
WHEREAS, the City Council deems the preliminary plat of Mansion
Estates to be in the public interest and, if properly conditioned,
makes adequate provision for the population to be generated thereby;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That the preliminary plat of Mansion Estates, as revised by the
applicant before the city Planning Commission on March 22, 1979, hereby
is conditionally approved and the applicant may caused to be prepared
a final plat to conform, in addition to all other applicable regulations
and requirements, with the following specific conditions:
1. Utility easements, as required by Franklin County P.U.D.,
be illustrated on the final plat.
2. All lots shall be served by municipal water and sewer service
extended in accordance with the City of Pasco requirement.
3. Storm drainage shall be provided for by a closed -pipe system
outfalling in the southerly Corp of Engineers' ditch, approvals for
which must be obtained by the subdivider from the Corps of Engineers;
or as an alternative, a drywell system approved by the city engineer.
4. All electric/communications services within the subdivision
shall be installed underground.

5. All improvements shall be designed and constructed in
accordance with the design criteria identified by the city engineer for
the R-1 zone, a copy of which is attached hereto and incorporated as
Exhibit "A".
PASSED by the City Council of the City of Pasco this 16 day of

REQUIRED IMPROVEMENTS AND DESIGN STANDARDS/CRITERIA

STREETS:
Local access
Right of -way width 60 feet

Cul-de-sac bulb roadway asphalt radius 39 feet
All roadways curb and gutter required cross slope .025 feet per foot
Curb return radius 20 feet

Street lights to be located at all intersections with a maximum spacing between

MONUMENTS - to be located at intersections of all centerlines of right-of-way
in PI's (PI's falls outside of the pavement area then the PC and PT are to
be monumented). Monument case and cover to conform to Washington APWA standard
plan No. 10.
STREET GRADES:
Maximum grade 8% minimum grade .2%
WATER:
Minimum line size 6 inch (except in the case of short cul-de-sacs not involving
fire.hydrants where 2 inch lines will be.allowed).
PIPE MATERIALS:
Class 50 ductile iron cement lined or AWWA class 150 pvc sdr 17 (only allowed
in areas with native .sandy soil) .
WATER LOCATION IN RIGHT-OF-WAY - 15 feet north or west of centerline -right-of-way
exception allowed for connecting to existing lines incompatible with such.
VALVING - On single lines valve spacing shall be no more than one blork or
660 feet whichever is lesser in the R-1 zone - intersection of water lines,
valve all but one leg - valves to be located on.the projection of property lines
through intersections.
WATER LINE DESIGN CRITERIA
For R-1 zoned areas without irrigation water.
- Maximum volicity of flow five feet per second without fire flow
- Maximum volicity of flow eight feet per second with fire flow
- System shall be designed to yield 50 feet of water head (approximately
20 psi with a consumption of 6 gallons per minute per connection and a fire flow
of 1,000 gallons per minute at hydrant location). NOTE: If other than detached
single family residents are to be allowed in area fire flow may increase as
determined by Pasco Fire Department
FIRE HYDRANTS - SPACING
Approximately 660 feet between hydrants with specific spacing and number to be
determined by Pasco Fire Department - Approved hydrants, waterous pacer, mueller
cyenterian - depth of burial, four feet (see dtandard detail.),.
SANITARY SEWER:
Minimum line size 8"
Materials - PVC -•D30 34 - SDR 35 in normal depth ranges in sandy sail .
Manhole spacing - 330 feet with all lines to end with manholes - all lines
to have straight line ,and grade between manholes
Minimum depth - that required to serve all lots or six foot minimum cover whichever
is greater.
Location in right of way - seven feet south or east of centerline right-of-way

- 3.5 people per dwelling unit
- maning n to be as indicated by manufactor but not less than .010 in any case
STORM DRAIN
Minimum size 10 inch
Materials helically coiled aluminum
Manhole spacing - 330 feet
Minimum depth - five feet of cover unless special circumstance warrant deviation
Location in right-of-way - 7 feet north or west of centerline right-of-way
